SUBJECT: AIRPORT RELATIONS COMMISSION MEETING / JUNE 13, 2006
A regular meeting of the Eagan Airport Relations Commission will be held on Tuesday, June 13,
2006 at 7:00 p.m. in the Eagan City Council Chambers. hl order that we have a quorum present,
please contact Mary Swenson at 651- 675 -5005 if you are unable to attend this meeting.
I. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of the May 9, 2006 Airport Relations Commission are enclosed on pages
through . Also enclosed, on pages through are the meeting notes from the
May 9 joint meeting with the Mendota Heights Airport Relations Commission. These minutes, as
presented or modified, are in order for adoption by the Commission.
III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of
public meetings to permit visitors to address items of interest that are not scheduled on the
regular agenda. Items that will take more than ten minutes or that require specific action can be
scheduled for a future agenda.
IV. OLD BUSINESS
A. Communications Update — It is the practice of the Airport Relations Commission to
discuss their communication initiatives each month, which include articles in the Experience
Eagan Newsletter, stories aired on the City's local access Cable channels, and inclusions in the
ARC Notebook. As an update, an article will appear in the July 2006 Experience Eagan
Newsletter regarding the noise measurements being taken as part of the second phase of the
noise study. Also included in that article is a summary of how wind and weather patterns change
in the spring and summer months, thus resulting in increased departures over the City of Eagan.
This switch will be especially noticeable to residents of Eagan who are impacted by the new
Runway 17 -35.
If any of the Commissioners have suggestions for additional communication initiatives in the
City with regard to airport issues, they are welcome to voice those suggestions at this time.
B. MAC Monthly Report — Eagan/Mendota Heights Corridor Analysis /Technical
Advisory Report /Runway 17 Departure Analysis Report — Enclosed on pages through
is the April 2006 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages
through is the April 2006 Technical Advisory Report. Enclosed on pages through
is the April 2006 Runway 17 Departure Analysis Report. The April reports are the most
current reports available on the MAC website. It is the practice of the Commission to review the
reports and discuss any significant deviations that may have occurred or any other noteworthy
occurrences as reported in the analysis.
C. Discussion with City's Legislative Delegation re: MAC Representation — In March of
2006, per the recommendation of the Airport Relations Connnission, the City Council authorized
correspondence to be sent to Eagan's legislative delegation regarding the representation that the
City of Eagan currently receives on the Metropolitan Airports Commission (MAC). Enclosed on
pages through is the letter that was sent to the legislative delegation, which
includes a recommendation that the City of Eagan receive additional representation on the MAC.
Since sending the correspondence, the City has been contacted by State Senator McGinn,
Representative Wardlow, Representative Hansen, and Representative Wilkin. Enclosed on pages
through is correspondence sent by Representative Tim Wilkin with regard to the
issue of MAC representation. Representative Wilkin as well as Representative Hansen both
called the City to send their regrets that they would be unable to attend the June 13 ARC meeting
due to previous commitments. Representative Wardlow and Senator McGinn both contacted the
City noting that they would be in attendance at the June 13 meeting and look forward to
discussing the matter with the Commission. As of June 7, 2006, when the ARC packet was
prepared, the City had not yet been contacted by Senator Metzen as to whether he would be in
attendance at the ARC meeting.
At this time, the Commission and members of the legislative delegation who are present are
invited to dialogue about the issue of MAC representation for the City of Eagan. As with all
public policy decisions, any recommendations that come from the ARC will be forwarded to the
City Council for their consideration.
V. NEW BUSINESS
A. Use of the 190 Degree Departure Heading Off Runway 17 — At the May 17, 2006
Noise Oversight Committee (NOC) meeting, the committee had a lengthy discussion regarding
the use of the 190 degree departure heading off of Runway 17. Enclosed on pages
through is a memo from Chad Leqve, Manager of the Aviation Noise and Satellite
Programs for the MAC, regarding the use of the 190 degree heading and the discussions the
MAC Noise Office has recently had with the FAA. Given the environmental assessments that
were conducted on the new runway called for a 230 degree extent heading, it was the
recommendation of the Noise Oversight Committee at the May meeting to send correspondence
to the FAA to strongly encourage them to use headings further westbound than 190 degrees.
Enclosed on pages through is the correspondence that was sent from the Noise
Oversight Committee to the Minneapolis Airport FAA Air Traffic Control Tower Manager. This
item is included for inforinational purposes; however, the Commission is welcome to discuss the
issue and how it could impact the far west side of Eagan.
B. Analysis of Market Value Trends / Southern Twin Cities Association of Realtors —
Per the direction of the Commission, Assistant to the City Administrator Miller met with
Christine Berger of the Southern Twin Cities Association of Realtors ( STCAR) regarding the
impact of aircraft noise on the real estate market in Eagan. Research was conducted to compare
the real estate market in 2005 versus year to -date 2006. Research was gathered on home sale
statistics under each of the runway flight tracks, using the same general areas that we used as
locations for noise measurement sites through the noise study. Ms. Berger is summarizing and
compiling the data collected and, should it ready in advance of the June 13 ARC meeting, it will
be shared with the Commission. Otherwise, this data will be presented to the Commission in
July for further discussion.
Also, per the direction of the ARC, the STCAR plans to conduct a survey in June or July to
gauge the opinions of realtors and residents with regard to the role of airport noise in decisions to
move into or out of Eagan.
Lastly, per the direction of the ARC, Assistant to the City Administrator Miller has been in
contact with the Humphrey Institute at the University of Minnesota as well as Hamline
University to inquire whether they have a student who would be interested in assisting the City
with a study on the impact of aircraft noise on property values. Both schools are looking into
whether a student is interested in such a study and, should the Assistant to the City Administrator
Miller receive a response in advance of the meeting, she will provide an update to the
Commission at that time.
C. Phase II of the Eagan Noise Study — The City Council, at their June 6, 2006 City
Council meeting, approved the hiring of Orfield Laboratories to conduct Phase II of the noise
study. In order that the measurement period is the same as the first phase of the study, noise
measurements are being conducted from June 12 — 27 at the same ten locations used at the first
phase of the study. Due to the fact that Orfield Laboratories needed to rent the monitoring
equipment in order to be consistent with the equipment used Wyle Labs, measurements will be
collected at five sites over seven days during the week of June 12 —19, and the remaining five
sites will then be measured from June 20 — 27. Assistant to the City Administrator Miller will be
able to provide an update at the meeting on June 13 with regard to how the measurements are
being collected.
VI. STAFF / COMMISSION REPORT
A. Runway 422 Reopened — The City has been notified that Runway 4 -22, better known as
the Crosswinds Runway at MSP, was reopened on June 2, 2006 following construction activity.

VIII. ADJOURNMENT
Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m.
unless agreed upon by the Commission.
