SUBJECT: AIRPORT RELATIONS COMMISSION MEETING / JULY 11, 2006
A regular meeting of the Eagan Airport Relations Conunission will be held on Tuesday, July 11, 2006 at
7:00 p.m. in the Eagan City Council Chambers. In order that we have a quorum present, please contact
Mary Swenson at 651- 675 -5005 if you are unable to attend this meeting.

The agenda, as presented or modified, is in order for adoption by the Commission.
H. APPROVAL OF MINUTES
The minutes of the June 13, 2006 Airport Relations Commission are enclosed on pages through
. These minutes, as presented or modified, are in order for adoption by the Commission.
III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public
meetings to permit visitors to address items of interest that are not scheduled on the regular agenda.
Items that will take more than ten minutes or that require specific action can be scheduled for a future
agenda.
IV. OLD BUSINESS
A. Communications Update — It is the practice of the Airport Relations Commission to discuss
their communication initiatives each month, which include articles in the Experience Eagan
Newsletter, stories aired on the City's local access Cable channels, and inclusions in the ARC
Notebook. As an update, an article appeared in the July 2006 Experience Eagan Newsletter regarding
the noise measurements taken as part of the second phase of the noise study. Also included in that
article was a summary of how wind and weather patterns change in the spring and summer months,
thus resulting in increased departures over the City of Eagan. This switch will be especially noticeable
to residents of Eagan who are impacted by the new Runway 17 -35.
If any of the Commissioners have suggestions for additional communication initiatives in the City with
regard to airport issues, they are welcome to voice those suggestions at this time.
B. MAC Monthly Report — Eagan /Mendota Heights Corridor Analysis /Technical Advisory
Report /Runway 17 Departure Analysis Report — Enclosed on pages through is the
May 2006 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages through is the
May 2006 Technical Advisory Report. Enclosed on pages through is the May 2006
Runway 17 Departure Analysis Report. The May reports are the most current reports available on the
MAC website. It is the practice of the Commission to review the reports and discuss any significant
deviations that may have occurred or any other noteworthy occurrences as reported in the analysis.
C. Discuss Proposed Legislation re: MAC Representation — Per the direction of the ARC at the
June 13 Commission meeting, and at the advice of Representative Wilkin, Representative Wardlow,
and Senator McGinn, a committee of the ARC made up of Commissioners Bonnett, Walsh, and Beseke
met to draft proposed legislation surrounding the issue of Eagan's representation on the MAC. After
reviewing many previous bills pertaining to the make up of the MAC, the committee recommended the
language enclosed on pages through . Since the committee met on June 26, Commissioner
Bonnett also suggested the language enclosed on pages through , which in essence makes the
same changes, but outlines the changes in a different form. As the Commission will see, the
committee is recommending the Commission pursue representation on the MAC for all cities that are
touched by the 65 DNL, as opposed to representation for the City of Eagan only. At this tune, the
Commmission is asked to discuss the proposed legislation and if it is the desire of the Commission, make
a recommendation to the City Council on possible language for a bill in the 2006 -2007 Legislative
session. Also enclosed for the Commmission reference on pages through is the current
statutory language pertaining to the make up of the MAC.
As a reminder, the Commmission has set aside the August 8 ARC meeting as a workshop to further
discuss how the City should best pursue legislation regarding Eagan's representation on the MAC.
Pending a recommendation of the ARC to the City Council, and provided the Council is in agreement
with the direction being suggested by the ARC, a letter would then be sent inviting the Legislative
delegation to the August workshop, if that remains the desire of the Commission.
V. NEW BUSINESS
A. Analysis of Market Value Trends / Southern Twin Cities Association of Realtors — Per the
direction of the Commission, Assistant to the City Administrator Miller met with Christine Berger of
the Southern Twin Cities Association of Realtors (STCAR) regarding the impact of aircraft noise on
the real estate market in Eagan. Research was conducted to compare the real estate market in 2005
versus year to -date 2006. Enclosed on pages and is a list of the ten locations and a map of
the locations used in both the noise study and market value study. The research enclosed on pages
through was gathered on home sale statistics under each of the runway flight tracks, using the
same general areas that the City used as locations for noise measurement sites through the noise study.
The Commission is invited to review the market information and make any comments and /or
recommendations to the City Council regarding the results.
Also, per the direction of the ARC, the STCAR plans to conduct a survey this summer to gauge the
opinions of realtors and residents with regard to the role of airport noise in decisions to move into or
out of Eagan. The Commission is invited to discuss specific questions or issues they would like to see
addressed in the survey. Also, if the Commission would prefer, Christine Berger could be invited to a
future ARC meeting to discuss the survey components and the best way to utilize the STCAR on the
survey.
Lastly, per the direction of the ARC, Assistant to the City Administrator Miller has been in contact
with the Humphrey Institute at the University of Minnesota as well as Hamline University to inquire
whether they have a student who would be interested in assisting the City with a study on the impact of
aircraft noise on property values. As of July 5, Assistant to the City Administrator Miller had not
received any calls from students interested in the study. However, given that it is the summer, both
schools advised that there may be more interest expressed in the study this fall when classes resume.
B. Phase II of the Eagan Noise Study Noise measurements for phase II of the noise study were
gathered from June 12 – 27 at the same ten locations used at the first phase of the study. The
measurements are now being tabulated and a report is being prepared. Under the agreed upon scope of
service, Orfield Labs is to get a report to the City by the end of July, thus the results of the study will
be presented to the Commission at the August 8 ARC meeting.
VI. STAFF / COMMISSION REPORT
A. Reschedule September ARC Meeting —Due to the primary elections taking place on Tuesday,
September 12, the September ARC meeting must be rescheduled. Thursday, September 14 is the
suggested date to reschedule the meeting; however, the Commission is welcome to discuss alternate
dates at this time.
B. Airport 101 Seminar —As a reminder, the Airport 101 Seminar is taking place on Wednesday, July
12 at Bloomington City Hall in the Council Chambers from 7 -8:30 p.m. All Commissioners are invited
to attend; however, the presentation will be geared specifically to those who are new to airport and
aircraft noise issues.
C. Summer /Fall Staffing of ARC — Assistant to the City Administrator Miller will provide an update
to the ARC at the meeting regarding staffing plans for the Commission this summer /fall.
VII. ROUNDTABLE

opportunity to ask questions or snake requests for future agenda items.)
VIII. ADJOURNMENT
Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless
agreed upon by the Commission.
