SUBJECT: AIRPORT RELATIONS COMMISSION MEETING OF FEBRUARY 10, 2004
A regular meeting of the Eagan Airport Relations Commission will be held on Tuesday, February 10, 2004 at
7:00 p.m. in the Eagan City Council Chambers. Please contact Mary Swenson at 651- 675 -5005, if you are
unable to attend this meeting.
I. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of the January 13, 2004 ARC meeting are attached on pages through . These
minutes, as presented or modified, are in order for adoption by the Commission.
III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public
meetings to permit visitors to address items of interest to the meeting that are not on the regular agenda.
Items that will take more than ten minutes or that require specific action, can be scheduled for future
agenda.
IV. OLD BUSINESS
A. ARC Communication Plan—As is customary, an agenda item is included to provide progress
reports /concept ideas on the ARC's communications initiatives. The Commission is encouraged to further
discuss their immediate communications ideas and initiatives.
Per the request of some ARC members, staff was in contact with the MAC regarding citizens joining the
mailing list for MSP Noise News. Melissa Scovronski, MAC Environment staff, encouraged anyone to join
the mailing list, as the publication is relatively inexpensive to produce since it is created and printed in-
house. Ms. Scovronski encouraged the City to place a statement in the next newsletter encouraging
residents to contact her directly if they would like to join the MSP Noise News mailing list. The suggestion
has been forwarded to Communications staff for possible inclusion in the next Experience Eagan
newsletter.
The following are the ARC communications subcommittees, which have been provided should the
subcommittees wish to provide an update:

B. Eagan /Mendota Heights Corridor Analysis Attached on pages through is the December
2003 Eagan/Mendota Heights Departure Corridor Analysis. Also enclosed, on pages through
, is the December 2003 Technical Advisory Report. The November reports are the most
current reports available on the MAC website.
C. Two -year ARC Communications Plan—At the November 12 joint meeting of the City Council
and the ARC, the Council requested that the ARC formulate a two -year communications plan to
address, in particular, the opening of the new North/South Runway in 2005. The Council asked
that the Communications Plan be prepared and presented to the City Council by May of 2004. The
Commission discussed the proposed communication plan and offered input at the January ARC
meeting. Enclosed on pages through is a skeleton communications plan for the
Commission's review. The Commission is asked to discuss the proposed plan and suggest any
changes, additions, etc, to be made to the document. Once the Commission has had an opportunity
to review the document, and if it the desire of the Commission, the draft communications plan
could again be brought back to the March ARC meeting for further review and discussion.
V. NEW BUSINESS
A. ARC Meeting Time —Per the request of Commissioner Schlax at the January 13 ARC meeting, an
agenda items has been included for the commission to discuss whether it is their continued desire to
have a set meeting time from 7:00 p.m. to 8:30 p.m.
VI. STAFF / COMMISSION REPORT
A. Noise Oversight Committee — Assistant to the City Administrator Lord attended the most
recent Noise Oversight Committee (NOC) meeting on January 15, 2004. The Eftelosed on

is a summary of the FAA Reauthorization legislation that was signed into law on
December 12, 2003. Lastly, enclosed on pages through is a memo from Chad Leqve,
Manager — Aviation Noise and Satellite Programs, which highlights the input received at the
January 27 quarterly public input meeting.
B. MAC Meeting Update —The MAC Planning and Environment (P &E) Committee met on
Wednesday, February 4, at which time the draft Part 150 Noise Contours were released.
Enclosed on pages through are the two memos that were distributed at the P &E
meeting, which include the proposed 2007 mitigated noise contours.
C. 2005 N.O.I.S.E. Conference —At the National Organization to Ensure a Sound- controlled
Environment (N.O.I.S.E.) conference this past summer, Councihnembers Carlson and Fields
expressed an interest in again hosting the conference. The City of Eagan was recently contacted
by N.O.I.S.E. staff to inquire as to whether the City of Eagan would be willing to host the

N.O.I.S.E. conference in the summer of 2005. The City recently sent the correspondence
enclosed on page to show the City's intention to host the conference.
D. - Correspondence / City of Bloomington —Per the recommendation of the ARC at the January
13 meeting, the Council directed that correspondence be sent to the City of Bloomington in
response to their request for comments regarding proposed amendments to the City's
Comprehensive Guide Plan section pertaining to the Airport South District. Enclosed on pages
through is the correspondence that was sent to the City of Bloomington and copied to
municipalities surrounding the airport, as well as the Metropolitan Council.
E. Orfield Lab Tour—On Tuesday, February 3, the City of Richfield held a Council workshop at
Orfield Laboratories, Inc. to discuss the possibility of using Orfield's services to establish
baseline measurements for low frequency noise (LFN) within the City of Richfield. Having
previously expressed an interest in learning more about the effects of LFN, Richfield invited
Eagan staff and airport relations commissioners to attend the tour. Assistant to the City
Administrator Lord, along with Commission members DiNella and Nierengarten attended the
tour of Orfield Lab and the subsequent workshop /discussion regarding LFN. Enclosed on pages
through is information about Orfield Laboratories that was provided at the tour. A
summary of the discussion that took place at the tour and workshop will be provided at the
February 10 ARC meeting.
F. MSP Joint Airport Zoning Board (JAZB)— JAZB met on January 22, 2004 to receive the
MNDOT commments regarding the draft airport zoning ordinance. The recommended
changes are relatively minor, but the revised ordinance will be the subject of a public
hearing on Wednesday, February 18 at 7:00 p.m.. MAC staff has forwarded copies of the
background information, including the revised ordinance and public hearing notice, which
are enclosed on pages through . Information regarding the ordinance and public
hearing notice will be posted on the City website and the MAC website, with links between
the two for those who wish to know more. The ARC is asked to consider additional
comments or determine whether to simply monitor the public hearing. Should the
Commission recommend that the City Council submit additional comments, the comments
must be received by February 25, 2004.
VII. ROUNDTABLE Per the request of the Commission at the March 3 Goals setting workshop,
this agenda item has been added so that commissioners have the opportunity to ask questions or
make requests for future agenda items.)
VIII. ADJOURNMENT
Commission meetings will go no later than 8:30 p.m. unless agreed upon by the Commission.
