03/09/2004 - Airport Relations CommissionFROM: DIANNE LORD, ASSISTANT TO THE CITY ADMINISTRATOR DATE: MARCH 2, 2004 SUBJECT: AIRPORT RELATIONS COMMISSION MEETING OF MARCH 9, 2004 A regular meeting of the Eagan Airport Relations Commission will be held on Tuesday, March 9, 2004 at 7:00 p.m. in the Eagan City Council Chambers. Please contact Mary Swenson at 651- 675 -5005, if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. APPROVAL OF MINUTES The minutes of the February 10, ARC meeting are attached on pages through . These minutes, as presented or modified, are in order for adoption by the Commission. III. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest to the meeting that are not on the regular agenda. Items that will take more than ten minutes or that require specific action, can be scheduled for future agenda. IV. OLD BUSINESS A. ARC Communication Plan —As is customary, an agenda item is included to provide progress reports /concept ideas on the ARC's communications initiatives. The Commission is encouraged to further discuss their immediate communications ideas and initiatives. As an update on Communications initiatives, an article will be included in the upcoming Experience Eagan newsletter regarding the recently released draft noise contours. The newsletter should be arriving at homes during the week of March 8 -12. Also included in the article is reference to the MSP Noise News publication, which the City encouraged residents to access at the MAC website. Per the recommendation of the ARC, also included in the article was a phone number to the MAC Noise and Environment office to allow residents to join the mailing list for MSP Noise News. Also per the recommendation of the Commission, all City Commission meetings that air on cable television now include a "footer" that shows which meeting is currently being aired, along with the date of the meeting. Thank you to the cominissioners for the excellent idea! The following are the ARC communications subcommittees, which have been provided should the subcommittees wish to provide an update: a. Newsletter articles— Commissioners DiNella, Thorkildson, and Hooppaw b. ARC "Notebook" —Chair Staricha, and Commissioners Schlax and Thompson C. Eagan/Mendota Heights Corridor Analysis Attached on pages _ through _ is the January 2004 Eagan/Mendota Heights Departure Corridor Analysis. Also enclosed, on pages _ through , is the January 2004 Technical Advisory Report. The January reports are the most current reports available on the MAC website. Per the request of the Commission at the February 10 ARC meeting, enclosed on page is a table summarizing the operations in the Eagan/Mendota Heights Corridor during January 2003 - January 2004. Also enclosed at the request of the ARC, on page , is a map that demonstrates where the 5 degree South of the 30L Localizer line is located in relation to City streets. As the Commission will recall, there was significant discussion at the February meeting regarding compliance within the Corridor over the past year. The following questions were raised by the Conunission at the last meeting: 1.) Have there been any procedural changes within the Corridor within the past couple of years? 2.) If there have been any procedural changes, would an EIS or EAW be required before implementing those changes? 3.) Has there been an increase in the number of "peak hour" flights departing off of the parallel runways, thus causing increased deviation from the Corridor? 4.) Has the Corridor reached its capacity, and if so, will Runway 17/35 relieve some of the capacity issues? The Corridor operations table and 5 degree Localizer map are presented for the Commission's discussion. In speaking to Chair Staricha, he suggested that it might be beneficial to discuss the questions to be asked of the MAC and FAA in conjunction with the Corridor summary and Localizer map. Upon doing so, the Commission can decide whether to suggest definitive questions to be asked of the MAC and FAA. C. Two -year ARC Communications Plan —At the November 12 joint meeting of the City Council and the ARC, the Council requested that the ARC formulate a two -year communications plan to address, in particular, the opening of the new North/South Runway in 2005. The Council asked that the Communications Plan be prepared and presented to the City Council by May of 2004. The Commission discussed the proposed communication plan and offered input at the January and February ARC meetings. Enclosed on pages _ through _ is a revised 2004 -2005 communications plan, which includes the recommendations made by the Commission at the February meeting. The Commission is asked to discuss the proposed plan one final time before it is sent to the City Council. VI. NEW BUSINESS There are no new business items scheduled for discussion. VI. STAFF / COMMISSION REPORT A. Noise Oversight Committee—Assistant to the City Administrator Lord attended the most recent Noise Oversight Committee (NOC) meeting on January 15, 2004. _Enclosed on pages _ through _ are the minutes from the two most recent NOC meetings—January 15 and February 19 (draft form). The NOC has scheduled two meetings in the month of March to discuss the draft contours —March 11 and March 24. Consequently, the March 18 NOC meeting has been cancelled. In preparation for the March 11 meeting, the NOC community representatives met on March 3. Assistant to the City Administrator Lord will provide a verbal update at the ARC meeting regarding the March 3 meeting of the community representatives. B. MAC Meeting Update —The MAC Planning and Environment (P &E) Committee met on Wednesday, March 3, at which time the draft Part 150 Noise Contours were discussed. Part 150 Public Open House —The MAC held a public open house on February 19 at the MAC General Office. The purpose of the open house was to review the draft noise contours and Noise Compatibility Program with the public, Assistant to the City Administrator Lord attended the open house, at which the handouts enclosed on pages through were distributed. D. Correspondence / City of Bloomington —Per the recommendation of the ARC at the January 13 meeting, the Council directed that correspondence be sent to the City of Bloomington in response to their request for comments regarding proposed amendments to the City's Comprehensive Guide Plan section pertaining to the Airport South District. Enclosed on pages _ through _ is a letter from the City of Bloomington responding to the City of Eagan's comments. The letter is included for the Commission's information and does not require any action. E. Low Frequency Noise Update — Assistant to the City Administrator Lord met with Bloomington City Councilmember Vern Wilcox and Richfield City Councilmember Gertrude Ulrich on Wednesday, March 3 to discuss the issue of low frequency noise. Ms. Lord will be prepared to provide a verbal update to the ARC regarding the low frequency noise meeting. F. MSP Joint Airport Zoning Board (JAZB) —The JAZB met on February 26 to review the public comments received in response to the draft zoning ordinance and to approve the submission of the revised ordinance to the Commissioner of Transportation. Enclosed on pages _ through _ are the minutes from the January 22 JAZB meeting, at which Cormmissioner Schlax was in attendance. G. Research: Effects of Noise on Property Values—Enclosed on pages through is a recent study that was issued by Wyle Laboratories' Aviation Services Group, and conducted by Jon Nelson of the Department of Economics at Pennsylvania State University. The study was included in a recent copy of the Airport Noise Report, and is included for the Commission's information given the Commission's ongoing interest in the subject matter. H. Advisory Commission Terms and Application Process —Per the request of the Commission, enclosed on pages through is a listing of the vacancies that will be up for reappointment this May. Applications are currently being accepted for all advisory commissions. Applications are due by March 31, 2004. Enclosed on pages _ through is the application form and data practices form, both of which are required to be submitted in order to be eligible for appointment to an Advisory Commission. Applications can be submitted to Mira McGarvey, Administrative Secretary. VII. ROUNDTABLE (Per the request of the Commission at the March 3 Goals setting workshop, this agenda item has been added so that commissioners have the opportunity to ask questions or make requests for future agenda items.)
