SUBJECT: AIRPORT RELATIONS COMMISSION MEETING OF MAY 11, 2004
A regular meeting of the Eagan Airport Relations Commission will be held on Tuesday, May 11, 2004
at 7:00 p.m. in the Eagan City Council Chambers. In order that we have a quorum present, please
contact Mary Swenson at 651- 675 -5005, if you are unable to attend this meeting.
I. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. ORGANIZATIONAL BUSINESS
A. Commissioner Appointments – At the Eagan City Council meeting on April 20, 2004, the
City Council was pleased to appoint four new members to the Airport Relations Commission.
Commissioners Dean Haehnel, Dan Flanagan, and Valerie Dosland were appointed to 3 -year terms,
and Jason Bonnett was appointed to a 1 -year alternate term on the Airport Relations Commission.
Both existing and new commission members are invited to introduce themselves for the benefit of both
the commmission and the viewing audience.
B. Appointment of Chair / Vice Chair – Since the Airport Relations Commission operates
using Robert's Rules of Order, the Commission is asked to discuss nominations for the
positions of Chair and Vice Chair of the Airport Relations Commission. In the past, the
persons selected to be the Chair and Vice Chair of the Commission have had previous
experience on the Airport Relations Commission and /or have experience with airport issues
within the community. It would be appropriate for the Commission to discuss nominations
for the two positions and vote on each appointment separately.
C. Communications Subcommittees —Given the priority that the City Council and
Commission have placed on communicating airport issues to the Eagan community, the
ARC has established three communications subcommittees for the following subjects:
Eagan newsletter (Experience Eagan) articles, the ARC Notebook, and cable television
initiatives. Below is a listing of the current commissioners that serve on each of the
subcommittees.
a. Newsletter articles — Commissioners DiNella, Thorkildson, and Hooppaw
b. ARC "Notebook"— Commissioners Schlax

Should it be the desire the ARC to continue these subcommittees, it would be appropriate for
the Commission to discuss appointment of new commissioners to the subcommittees. Furthermore,
existing commissioners are invited to change subcommittees if they so desire.
III. APPROVAL OF MINUTES
The minutes of the April 13, 2004 ARC meeting are attached on pages through . The
minutes as presented or modified are in order for adoption by the Commission.
IV. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public
meetings to permit visitors to address items of interest to the meeting that are not on the regular
agenda. Items that will take more than ten minutes or that require specific action can be scheduled
for a future agenda.
V. OLD BUSINESS
A. ARC Communication Plan —As is customary, an agenda item is included to provide
progress reports /concept ideas on the ARC's communications initiatives. The City Council had
significant discussion at their April 20, 2004 City Council meeting regarding the ARC's 2 -year
communications plan. The Council voiced their appreciation to the Commission for their work on
the plan, and also discussed ways in which the City could more proactively conununicate airport
issues within the City. The City Council requested that a joint meeting with the City Council and
the Airport Relations Commission be scheduled in the month of June.
Due to the presence of Mr. Leqve and Ms. Greene at the May 11 meeting, the Commission is asked
to discuss whether a second meeting in May should be scheduled to prepare for the joint meeting
with the City Council in June. A subsequent meeting in May could then focus solely on the ARC's
2 -year communications plan and current communications' initiatives. If it is the desire of the
Commission, it would be appropriate for the Commission to determine a second May meeting date
to discuss communications' initiatives.
B. Eagan /Mendota Heights Corridor Analysis – Enclosed on pages through is the
March 2004 Eagan/Mendota Heights Corridor Departure Analysis. Also enclosed on pages
through is the March 2004 Technical Advisory Report. The March reports are the most
current reports available on the MAC web site.
VI. NEW BUSINESS
A. Presentation and Discussion with Chad Leqve, MAC Manager of the Aviation Noise
and Satellite Programs, and Cindy Greene, FAA Tower Manager – Per the request of the
Airport Relations Commission, Mr. Leqve and Ms. Greene both graciously offered to attend the
May 11 ARC meeting. Enclosed on pages through is a discussion guide for tonight's
meeting with Mr. Leqve and Ms. Greene. The guide includes questions that were prepared by the
Airport Relations Commission during their March and April meetings. In addition to the questions

listed in the discussion guide, Mr. Leqve and Ms. Greene are also prepared to provide a brief
overview of the history of MSP, the history and use of the Eagan/Mendota Heights Corridor, and
the construction of Runway 17 -35 and its anticipated effect on the City of Eagan. Per the request of
the Commission at the April 13 ARC meeting, enclosed on pages through are the
minutes from the September 9, 2003 Airport Relations Commission meeting, at which time Mr.
Leqve and Ms. Greene last attended an ARC meeting. The ARC is encouraged to have an open
dialogue with Mr. Leqve and Ms. Greene, as the majority of the meeting time is allocated to this
agenda item.
VII. STAFF / COMMISSION REPORT
A. Noise Oversight Committee — Assistant to the City Administrator Miller attended the most
recent Noise Oversight Committee (NOC) meeting on March 24, 2004, at which time the NOC
approved a recommendation to the MAC P &E Committee in regards to the residential sound
insulation program. Enclosed on pages through is a memo from Vern Wilcox,
Bloomington City Councilmember and Co -chair of the NOC, which summarizes the NOC's
recommendation in regard to the residential sound insulation program. The memo prepared by Mr.
Wilcox was shared with the Planning and Environment Committee at their May 5 meeting. The
NOC meeting scheduled for April 15th was cancelled. At the time this packet was prepared, a
subsequent NOC meeting has not yet been scheduled.
B. Resolution in Support of the MSP Noise Oversight Committee Recommendation —In
official action at the April 20, 2004 City Council meeting, the Eagan City Council approved
the resolution enclosed on page , which supports the recommendation made by the Noise
Oversight Committee in regards to the residential sound insulation program.
C. MSP Joint Airport Zoning Board (JAZB) - The JAZB, at their April 29 meeting adopted
the revised ordinance as presented. Assistant to the City Administrator Miller will provide a
verbal update at the meeting as to the City's next step in regards to the ordinance.
D. Metropolitan Airport Commission— Assistant to the City Administrator Miller attended
the most recent MAC Planning and Environment Committee, at which time the Committee
discussed the Part 150 plan, reviewed the recommendation of the NOC, and received input
from members of the public including representatives from communities surrounding MSP
and representatives from the airlines. The Planning and Environment Committee states from
the onset that a recommendation on the noise insulation program would not be made at the
May 5 meeting. Rather, the Committee will make a recommendation to the MAC
Commission of the whole at their June 9 meeting. Discussion on the Part 150 update is
anticipated to continue through this fall, with a public open house scheduled for August 5
and final consideration by the MAC at their October 18 meeting. Assistant to the City
Administrator Miller will continue to provide updates on the discussions surrounding the
Part 150 update.
