08/10/2004 - Airport Relations CommissionMINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING AUGUST 10, 2004 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, August 10, 2004, at 7:00 p.m. Those present were Jason Bonnett, Daniel Flanagan, Dean Haehnel, Clint Hooppaw, Nathan Krahn, Steve Nierengarten and Charles Thorkildson. Absent was Valerie Dosland. Also present was Dianne Miller, Assistant to the City Administrator. AGENDA Upon motion by Nierengarten; seconded by Hooppaw, the agenda was approved as presented. Aye:7 Nay:0 APPROVAL OF MINUTES Bonnett stated on page 6 of the packet, the May 11, 2004 ARC minutes, under ARC Communication Plan, the date is incorrect and should be changed from April 20, 2003 to April 20, 2004. Upon motion by Krahn; seconded by Hooppaw, the minutes were approved accepting the change on page 6. Aye 7 Nay: 0 VISITORS TO BE HEARD There were no visitors to be heard. ARC COMMUNICATIONS PLAN Miller gave background on the ARC Communications Plan stating the City Council adopted the Airport Relations Commission's two -year Communications Plan at the July 20, 2004 regular City Council meeting. Miller noted the City Council recommended the Commission discuss; 1.) implementation of the comprehensive brochure, and 2.) the timeline for neighborhood open houses. Chair Thorkildson stated the Newsletter Article Subcommittee will address the brochure and asked for additional Commission members to help with implementation of the brochure. It was noted the Cormmission and subcommittee would provide information and key points for the brochure and the City's Communications Department will put together graphics and format the brochure. Miller noted the timeline for brochure is this fall with the open houses starting after the brochure is available. Commission members stated they will begin trading e -mails with ideas, brainstonning and formatting the brochure. Miller stated there will be approximately ten open houses starting in November. Thorkildson requested Miller to ask the City Council when they would like the brochure deadline and open houses. Miller further stated MAC will help with presentations. Flanagan suggested scheduling the open houses the same time as school open houses /meetings to allow more residents to attend these meetings. Thorkildson suggested 2 to 3 Commission members be present at each open house. Members discussed the Commission's role at the open houses. Miller stated a draft of the schedule and a list of open house dates will be available at the October 12, 2004 ARC meeting. Airport Relations Commission Minutes August 10, 2004/2 ARC COMMUNICATIONS SUBCOMMITTEES Commission members discussed the ARC Communications Subcommittees asking newly appointed members to consider serving on a subcommittee. Flanagan volunteered to serve on the Newsletter Article Subcommittee along with Commissioners Thorkildson and Hooppaw. Commissioner Kralui stated he would be interested in taking over the ARC Notebook Subcoimnittee and will research the Notebook for material to be included in the brochure. Haehnel and Bonnett volunteered for the Cable Television Subcommittee along with Commissioner Nierengarten. Miller stated she would contact Commissioner Dosland in regards to serving on a subcommittee. EAGAN /MENDOTA HEIGHTS CORRIDOR ANALYSIS Miller introduced the item stating each month the Commission reviews the Eagan/Mendota Heights Departure Corridor Analysis and the Technical Advisory Report. Miller stated in the Departure Corridor Analysis, the deviation from the corridor was 10.1 percent in the month of June which has significantly increased and, further, stated it will be important to track the July and August reports. Nierengarten noted, according to the graph, deviations always occurring to the south. Krahn noted that, from the report of MSP Complaints by City for the month of June, Mendota Heights has approximately twice the percentage of total complaints than the City of Eagan. Miller stated on the City of Eagan web site there is a direct link on how to make an electronic complaint or comment to the MAC on noise. METROPOLITAN AIRPORTS COMMISSION PART 150 UPDATE / RECOMMENDATION TO CITY COUNCIL FOR PUBLIC COMMENT Miller gave a brief background on the MAC Part 150 Update stating on July 19, 2004 the MAC approved a recommendation on the Part 150 to provide an air conditioning only package in the 60 -64 DNL. She stated homes that already have air conditioning under this program would get nothing and homes that did not would receive central air, but would have to pay a portion based on a sliding scale depending on the DNL in which a home is located in. Miller further stated this means only 100 homes in Eagan out of the 500 that are eligible would receive any mitigation. Miller stated there will be an open house on September 7, 2004 at the Thunderbird Hotel, with the open house portion being held from 4:00 — 6:30 p.m. and the official public hearing starting at 7:00 p.m. She noted that all comments made at the public hearing will be documented and forwarded to the FAA for their consideration of the MAC recommendation. The Commission discussed financial resources of airports and passenger facility charges and how PFC's are diverted from noise mitigation. Miller asked the Commission for input on the integrity of corridor and the operational procedures associated with the corridor. Miller stated there had been three alternatives looked at in the Part 150 Program as to how the corridor could be changed: 1.) Change the northern 90 degree boundary to 95 degrees 2.) Extend the 120 degree to 150 degrees 3.) Eliminate corridor all together The Commission stated their support of the corridor, but further stated the City /Commission has concern over the non - compliance of the corridor. Airport Relations Connnission Minutes August 10, 2004/3 NOISE OVERSIGHT COMMITTEE Miller gave background on the Noise Oversight Committee and stated NOC has not met since March 24, 2004 and at that time a vote was taken on a recommendation to MAC regarding the Noise Mitigation Program. Miller also stated, since that time, the two Co -Chairs have been unable to agree on an agenda for the meeting. She further stated that since MAC made a recommendation of its own, the Co- Chairs have scheduled a NOC meeting to be held on Thursday, September 2, and information from that meeting will be passed along to Commissioners at the next ARC meeting. PART 150 / NOISE MITIGATION PROGRAM OPEN HOUSE AND PUBLIC HEARING Miller stated an open house and public hearing have been scheduled for Tuesday, September 7, 2004 from 4:00 — 6:30 p.m. at the Thunderbird Hotel which will be an opportunity to review the recommendation of the MAC. She further stated the public hearing will begin at 7:00 p.m. and information regarding the open house and public hearing can be found on the City's website and MAC's website. The Connnission suggested a notice be put on cable television. NATIONAL NIGHT OUT FLYERS Miller introduced the item stating that per the request of Councihnember Maguire, a flyer was prepared to summarize the decision of MAC on July 19, 2004 regarding the Noise Mitigation Program. She stated those flyers were distributed to two neighborhoods that had parties and were located in the 60 -64 DNL. Miller stated she would check to find out if Cable Television could air a story with the information contained in the flyer. MAC NOISE PUBLIC INPUT MEETING — JULY 27, 2004 Chair Thorkildson noted on July 27, 2004 MAC Aviation Noise and Satellite Program staff conducted the third quarter 2004 public input meeting of which he was in attendance. Thorkildson stated two representatives were present from Rogers Lake /Mendota Heights who are suing the MAC. He also stated there were comments regarding the contours. SEPTEMBER 14 ARC MEETING Miller noted the regularly scheduled ARC meeting of September 14, 2004 needs to be rescheduled due to the Primary Election being scheduled that same night. She stated, per the suggestion of the Commission, that she contacted Cindy Green, FAA Tower Operations Manager, who had previously invited the Commission to a tour of the FAA Air Traffic Control Tower. The Commission agreed to a tour of the ATCT Tower in September. The Commission discussed dates for the tour and stated a brief ARC meeting could be held after the tour. Airport Relations Commission Minutes August 10, 2004/4 2005 ANNUAL CONFERENCE — NATIONAL ORGANIZATION TO INSURE A SOUND CONTROLLED ENVIRONMENT (N.O.I.S.E.) Miller introduced the item stating the members of N.O.I.S.E. unanimously approved the City of Eagan as the location for the 2005 Summer N.O.I.S.E. Conference at their July 23, 2004 meeting. She stated other members fiom the cities of Bloomington, Minneapolis and Richfield have offered to help in the conference planning. Miller further stated the Commission will be encouraged to participate in the planning process. COMMISSIONER RESIGNATION / MIKE SCHLAX Miller noted that Mike Schlax has submitted a letter of resignation which will be on the August 17, 2004 City Council agenda. She stated the seat vacated by Schlax will be filled per City Council policy and according to the appointment process, the City is contacting four applicants that were not appointed previously to the Airport Relations Commission in April. Miller further stated the City Council will again review the applicants and will vote on a new member appointment at the August 17, 2004 City Council meeting. The Commissioners commented on their gratitude and appreciation to Mr. Schlax for the knowledge he brought to the Commission. ROUNDTABLE Bonnett questioned the 2007 contours. Miller gave background on the contours and stated two reasons for the shrinkage of contours are; 1.) new technology has made aircraft quieter, and 2.) the new North - South Runway will fan over Eagan and Burnsville with greater distribution which will reduce noise in the community because of fanning. She further stated that according to MAC, if there are significant changes, the contours would once again be reviewed. Bonnett made a motion to recommend to the City Council that a letter be sent to the FAA commenting on the Part 150 Update, questioning the methodology used in defining the 2007 contours as they are not based on actual data. The Commission discussed data used to establish contours. Miller recommended the Commission consider including a statement in the letter supporting a re -look at the contours if there are any significant changes to the runway use percentages and also support the process of opening up the contour deliberations in 2007.
