SUBJECT: AIRPORT RELATIONS COMMISSION MEETING OF AUGUST 10, 2004
A regular meeting of the Eagan Airport Relations Commission will be held on Tuesday, August 10,
2004 at 7:00 p.m. in the Eagan City Council Chambers. In order that we have a quorum present, please
contact Mary Swenson at 651- 675 -5005 if you are unable to attend this meeting.
I. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of the May 11, 2004 ARC meeting are attached on pages through . These
minutes, as presented or modified, are in order for adoption by the Commission.
HL VISITORS TO BE HEARD
The Eagan City Council and its Conunissions set aside up to ten minutes at the beginning of public
meetings to permit visitors to address items of interest that are not scheduled on the regular agenda.
Items that will take more than ten minutes or that require specific action can be scheduled for a
future agenda.
IV. OLD BUSINESS
A. ARC Communications Plan —The City Council, at the July 20, 2004 regular meeting,
adopted the Airport Relations Commission's two -year Communications Plan, as discussed at the
July 13 joint meeting of the City Council and Airport Relations Commission. Enclosed on pages
through is the Communications Plan that was approved by the City Council. Per the
recommendations of the City Council and as are included in the Communications Plan, the
Commission is asked to discuss the comprehensive brochure that is to be prepared in regards to
airport issues and, in particular, the new North -South Runway. The Commission is also asked to
discuss the format and timeline for the neighborhood open houses.
B. ARC Communications Subcommittees —The following are the ARC Communications
Subcommittees, which have been provided should the subcommittees wish to offer updates:
a.) Newsletter Articles— Commissioners Thorkildson and Hooppaw

b.) ARC Notebook —There are currently no Commissioners assigned to the ARC Notebook
subcommittee due to the recent resignation of Commissioner Schlax.
c.) Cable Television — Commissioners Nierengarten and Krahn.
There was consensus at the May 11 ARC meeting to allow the newly appointed
Commissioners the opportunity to consider which subcommittee appealed to them, and to
come back at a later date to express interest on the subcommittee in which they would like to
serve. The four Commissioners appointed in April are welcome to voice their request
should they wish to serve on one of these subcommittees.
C. Eagan /Mendota Heights Corridor Analysis— Attached on pages through is the
July 2004 Eagan/Mendota Heights Departure Corridor Analysis. Also enclosed on pages
through is the July 2004 Technical Advisory Report. The July reports are the most current
reports available on the MAC website. It is the practice of the Commission to review the analysis
reports and discuss any significant deviations that have occurred, or any other note worthy
occurrences reported in the analysis.
V. NEW BUSINESS
A. Metropolitan Airports Commission Part 150 Update / Recommendation to City
Council for Public Comment —On July 19, 2004 the Metropolitan Airports Commission (MAC)
recommended that homes in the 60 -64 DNL be eligible for an air conditioning only mitigation
package, with homeowners paying a percentage of the cost. Under the plan, those homes that have
central air conditioning are not eligible for any noise mitigation. For those homes that do not have
central air conditioning, those homes are eligible to receive air conditioning, but homeowners will
be required to pay a portion of the total cost, on the following sliding scale:
64 DNL –10 %; 63 DNL – 20 %; 62 DNL – 30 %; 61 DNL – 40 %; and, 60 DNL – 50% o.
Enclosed on pages through is a letter that was sent to MAC Commission Bert McKasy,
who represents the City of Eagan, on June 25, 2004. Included with the letter is the resolution of
support that the City Council passed on April 20, 2004 to demonstrate their support for the
compromise made by the Noise Oversight Committee which includes noise mitigation out to the 60
db DNL contour. Also enclosed, on pages through is a letter sent by the Eagan City
Council to the Metropolitan Airports Commission on July 14, 2004, which responded to the
recommendation made by the Planning and Environment Commission meeting on July 13, 2004.
Included with that letter is a resolution passed by the City Council in opposition to the July 13 Part
150 recommendation by the Planning and Environment Commission. Enclosed on pages
through is a letter that the City Council approved at the August 2, 2004 meeting to the FAA.
The letter, which was agreed upon by all communities represented on the Noise Oversight
Committee, was sent to the FAA in preparation for the Metropolitan Airports Commission
contacting the FAA for a preliminary determination on the noise mitigation recommendation.
While the letter I included is the draft, the content has not changed; rather, the letter was signed by
all five of the Mayors who cities are represented on the Noise Oversight Committee.

Upon learning about the MAC's recommendation on July 19, the City Council discuss the
recommendation at their July 20 meeting. The Council voiced their adamant disappointment and
frustration with the MAC and requested that the Airport Relations Commission discussed the MAC
recommendation currently on the table. As part of the formal Part 150 process, there is a 60 -day
public comment period associated with the MAC's recommendation. There will be an open house
held on September 7, 2004, with the open house being held from 4:00 — 6:30 p.m. and the public
hearing beginning at 7:00 p.m. The public hearing will be an opportunity for the Commission to
hear from residents and communities. All comments made at the public hearing will be
documented and forwarded to the FAA for their consideration of the MAC recommendation.
Therefore, it is the City Council's request that the ARC discuss the MAC's recommendation and
make suggested comments that could be included in a forinal letter to be sent to the City of Eagan
for the City Council's consideration.
VI. STAFF / COMMISSION REPORT
A. Noise Oversight Committee — NOC has not met since March 24, at which time a vote was
taken on a recommendation for the MAC to consider in regards to the Noise Mitigation Program.
Since that time, the two co- chairs have been unable to agree on an agenda for a meeting. Since the
MAC made a recommendation of their own in regard to the Noise Mitigation Program, the co-
chairs have agree to a Noise Oversight Committee meeting to be held on Thursday, September 2.
Included on the agenda will be a briefing by staff as to next steps in the Part 150 process.
B. Part 150 / Noise Mitigation Program Open House and Public Hearing — As previously
mentioned, an open house and public hearing have been scheduled for Tuesday, September 7. The
open house will take place from 4:00 -6:30 p.m., which will be an opportunity for visitors to review
the recommendation of the MAC. The public hearing will begin promptly at 7:00 p.m. The open
house will take place at the Thunderbird Hotel in Bloomington, which is located at 2201 East 781'
Street (just north of the Mall of America).
C. National Night Out Flyers — Per the request of Councihnember Maguire, a flyer was
prepared which highlights the decision of the MAC on July 19 in regard to the Noise Mitigation
Program. The flyers were distributed to those neighborhoods that have block parties that were
located in the 60 -64 DNL. There were two block parties located within the contours. For
Commission information, enclosed on page is a copy of the flyer that was distributed.
D. MAC Noise Public Input Meeting — July 27, 2004 — On July 27, 2004, MAC Aviation
Noise and Satellite Program staff conducted the third quarter 2004 public input meeting. Enclosed
on pages through is a summary of the comments made at the meeting. Chair
Thorkildson graciously attended the noise public input meeting and may wish to offer commnents
regarding the outcome of the meeting.
E. September 14 ARC Meeting — The regularly scheduled ARC meeting on September 14,
2004 will need to be rescheduled due to the State Primary being held on that night, along with the
District 197 referendum vote. Under state law, the city attorney has informed the City that the City
Council nor any of its Commissions may hold a meeting prior to 8:00 p.m. on the night of an
election. It was suggested by a Commissioner that the Commission look at holding one of its

upcoming ARC meetings at the FAA Air Traffic Control Tower per the invitation of Cindy Green,
FAA Tower Operations Manager. Assistant to the City Administrator Miller contacted Ms. Green
to inquire about possible dates in September that would accommodate her schedule. Ms. Green
noted that the weeks of September 13 —17 or September 20 — 24 work with her schedule and would
be open to any suggestions by the Commission. If it is the desire of the Commission to hold their
September meeting at the Air Traffic Control Tower, the FAA staff is prepared to host the meeting
during one of these two weeks in September and would be willing to provide the Commission with
a tour of the facility.
F. 2005 Annual Conference — National Organization to Insure a Sound Controlled
Environment (N.O.I.S.E.) — On July 23, 2004, the members of N.O.I.S.E. unanimously approved
the City of Eagan as the location for the 2005 Summer N.O.LS.E. Conference, which will take place
July 20 -22 at the Eagan Community Center. The N.O.I.S.E. Executive Committee anticipates 100-
120 attendees at the 2005 Conference. Other N.O.I.S.E. members, such as the cities of
Bloomington, Minneapolis and Richfield, have offered to help in the conference planning. Further
updates will be made to the Commission as the conference approaches, and the Commission will be
encouraged to participate in the planning process.
G. Commissioner Resignation / Mike Schlax — Regretfully, Commissioner Mike Schlax has
submitted a letter of resignation announcing his intention to resign from the Airport Relations
Commmission. Commissioner Schlax was a nine -year member of the Airport Relations Commission
and will be missed. In accordance with the City Council's Commission appointment process, the
position vacated by Commissioner Schlax will be reappointed. City staff is currently in the process
of contacting those applicants that were not appointed to the Airport Relations Commission this past
April. The City Council will now have an opportunity to again review the applications of those that
were not previously appointed and will vote at the August 17 meeting on a replacement for the
Commmission.
VII. ROUNDTABLE Per the request of the Commission, this agenda item has been added
so that Commissioners have the opportunity to ask questions or make requests for future
agenda items.)
VIII. ADJOURNMENT
Per the request of the Commission, ARC meetings will go no later than 8:30 p.m. unless agreed
upon by the Commission.
