10/12/2004 - Airport Relations CommissionMINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING OCTOBER 12, 2004 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, October 12, 2004, at 7:00 p.m. Those present were Jason Bonnett, Valerie Dosland, Daniel Flanagan, Dean Haehnel, Clint Hooppaw, Nathan Krahn, Tammy Mencel, and Charles Thorkildson. Absent was Steve Nierengarten. Also absent was Dianne Miller, Assistant to the City Administrator. AGENDA The agenda was amended to continue the Staff Report until the November 9, 2004 meeting with the exception of item B. Part 150/Noise Mitigation Program Open House and Public Hearing. Upon motion by Hooppaw; seconded by Krahn, the agenda was approved as modified. Aye: 8 Nay: 0 APPROVAL OF MINUTES Krahn made a motion to approve the minutes of the August 10, 2004 regular meeting of the Airport Relations Commission; Flanagan seconded the motion. Aye: 8 Nay: 0 Chair Thorkildson introduced the newest member of the Airport Relations Commission, Tammy Mencel, and asked her for a brief background of herself. VISITORS TO BE HEARD There were no visitors to be heard. AIRPORT NEIGHBORHOOD MEETINGS /OPEN HOUSE Thorkildson introduced the item and passed the schedule of open houses around to the Commissioners for sign -up to attend the neighborhood meetings and open houses, stating the first open house is scheduled for November 15, 2004 at the Dakota Hills Middle School. COMPREHENSIVE BROCHURE ENTITLED "WHAT YOU NEED TO KNOW ABOUT NOISE AND THE NEW NORTH -SOUTH RUNWAY" Thorkildson introduced the item and commented that he thought the draft brochure was put together very well. Haelmel suggested additional pertinent information could be added to the back page as the last page has space that could be utilized. The Commission further discussed the intent of the open houses and the areas most impacted. Mencel commented on a specific paragraph, "Isn't Eagan in a battle with the MAC over noise mitigation? ", within the brochure which brought further discussion by Commissioners suggesting changing the bolded title, include a date within the paragraph, and refer readers to areas where updated information can be located, assuming the brochure will be available for an undefined length of time and material may become outdated. It was also suggested talking to Communications Director Garrison regarding the brochure for further input. They also commented that the paragraph may be misleading and suggested including contact telephone numbers for further information and additional updates. Airport Relations Commission Minutes October 12, 2004/2 The Commission suggested staff re -word the bolded title and/or paragraph and e -mail to Commission members for comments leaving the word Eagan out of the title. ARC COMMUNICATIONS SUBCOMMITTEES Thorkildson gave a brief background on the three subconunittees. Dosland volunteered to be on the Notebook subcommittee. Krahn stated that he is continuing to collect documents and records from ARC packets to be included in the Notebook. Thorkildson stated the Newsletter subcommittee worked with Communications Director Garrison in preparation of the draft brochure. Bonnett from the Cable TV subcommittee suggested an open house be recorded for future broadcast. Thorkildson stated the first open house will not be recorded, but a future open house will be scheduled with cable to be recorded for broadcasting. It was suggested that Miller look into possible dates to record an open house /houses and also have the dates of the open houses posted on the City of Eagan Web site and on cable TV. EAGAN /MENDOTA HEIGHTS CORRIDOR ANALYSIS Thorkildson stated, after reviewing the August 2004 Eagan/Mendota Heights Departure Corridor Analysis Report, that the operations looked good for August with approximately 93 percent of operations in the corridor. Haehnel gave a good report on the tour of the Air Traffic Control Tower and the tower's efforts to keep operations on flight tracks, while trying to adhere to headings and safety. The Commission discussed carrier jet operations comparing 2004 to the previous year and the increase of flight operations for one month. The Commission also discussed increases in operations prior to 9/11 and questioned the accuracy of the proposed contours relative to the project increases in flight operations. METROPOLITAN AIRPORTS COMMISSION (MAC) 7 -YEAR CAPITAL IMPROVEMENT PROGRAM Thorkildson commented on MAC's draft 2005 Capital Improvement Program and discussed the Noise Mitigation Program presented in the draft CIP. The Commission noted the final date for comment by affected municipalities is November 19, 2004. The Commission suggested staff prepare a letter for recommendation to be presented at the next ARC meeting on November 9, for comment by Commissioners and then final recommendation by the City Council at their November 16, 2004 City Council meeting. NOISE OVERSIGHT COMMITTEE (Continued to November 9, 2004 ARC meeting) PART 150 /NOISE MITIGATION PROGRAM OPEN HOUSE AND PUBLIC HEARING Thorkildson stated he and Assistant to the City Administrator Miller were present for the Part 150 open house and public hearing MAC held on Tuesday, September 7, 2004, at the Thunderbird Hotel in Bloomington and offered comments for official record to be sent to the FAA. He stated there were Airport Relations Commission Minutes October 12, 2004/3 approximately 200 -250 people in attendance and the meeting lasted for about 2 %2 hours. He gave a brief overview of the meeting and noted MAC Conunissioners are there to listen to comments, but do not give feedback. Thorkildson further stated the City of Minneapolis gave a presentation and displayed full -size documents showing documentation of what MAC agree to. Thorkildson noted several residents from the City of Eagan spoke and they commented on the change by the MAC and lack of action by the MAC.
