SUBJECT: AIRPORT RELATIONS COMMISSION MEETING OF OCTOBER 12, 2004
A regular meeting of the Eagan Airport Relations Commission will be held on Tuesday, October 12,
2004 at 7:00 p.m. in the Eagan City Council Chambers. In order that we have a quorum present, please
contact Mary Swenson at 651- 675 -5005 if you are unable to attend this meeting.
I. ROLL CALL AND ADOPTION OF AGENDA
A special welcome to Tammy Mencel, the newest member of the Eagan Airport Relations
Commission, who is in attendance at her first ARC meeting tonight.
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of the August 10, 2004 ARC meeting are attached on pages through . These
minutes, as presented or modified, are in order for adoption by the Commission.
III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public
meetings to permit visitors to address items of interest that are not scheduled on the regular agenda.
Items that will take more than ten minutes or that require specific action can be scheduled for a
future agenda.
IV. OLD BUSINESS
A. Airport Neighborhood Meetings /Open Houses — Per the direction of the ARC at the
August 10 meeting, staff has prepared a schedule of proposed open houses to begin this November
and concluding in September of 2005. Enclosed on pages through is a proposed
meeting schedule and format for the open houses. School Districts 191 and 196 have offered their
cafeterias to be used for the open houses. As the schedule indicates, the final open house is
scheduled to take place at the Community Center, to which all Eagan residents would be invited.
As was the consensus of the Commission, each of the Commissioners is asked to attend some of the
open houses in order that the Commission has a presence at the meetings. Assistant to the City
Administrator Miller will have a sign -up sheet to pass around at the October 12th meeting.

Chad Leqve, Manager of the Aviation and Satellite Programs at the MAC has offered to attend the
open houses. City staff will be working with MAC staff, as well as any ARC Commissioners that
wish to be involved, to prepare a Power Point presentation that can be used to open each of the
meetings. Per the request of the Commission and the City Council, each of the Power Point
presentations will be prepared to describe the impact on the specific neighborhoods represented at
the open houses.
The Commission is asked to discuss the proposed schedule and format of the open houses and offer
any additional input as the planning process continues. In order to give advanced notice to
residents, the first set of invitations for the November open house will need to be sent out by the end
of this month.
B. Comprehensive Brochure entitled "What You Need to Know About Noise and the New
North -South Runway" — Per the direction of the City Council and the Airport Relations
Commission, staff has prepared a draft brochure for the Commission's review. Communications
Director Tom Garrison and Assistant to the City Administrator Miller have worked with a designer
to prepare the graphics and maps for the brochure. Per the direction of the City Council, the
brochure will be included in the April 2005 edition of Discover Us magazine, which goes to all
residences in Eagan. The brochure is also proposed to be available at the eleven open houses.
Enclosed on pages through is a black and white copy of the proposed brochure.
Assistant to the City Administrator Miller will provide colored copies of the proposed brochure to
the Commission at the October 12 meeting. The Commission is asked to review the brochure one
final time prior to it going to print.
C. ARC Communications Subcommittees — The following are the ARC Communications
Subcommittees which have been provided should the subcommittees wish to offer updates:
a.) Newsletter Articles — Commissioners Thorkildson, Hooppaw, and Flanagan
b.) ARC Notebook — Commissioners Krahn and Dosland
c.) Cable Television — Commissioners Nierengarten, Haechnel and Bonnett
Commissioner Mencel is invited to join the subcommittee of her choosing.
D. Eagan /Mendota Heights Corridor Analysis — Enclosed on pages through is
the August 2004 Eagan/Mendota Heights Department Corridor Analysis. Also enclosed on pages
through is the August 2004 Technical Advisory Report. The August reports are the
most current reports available on the MAC Web site. It is the practice of the Commission to review
the analysis reports and discuss any significant deviations that have occurred, or any other
noteworthy occurrences reported in the analysis.
V. NEW BUSINESS
A. Metropolitan Airports Commission (MAC) 7 -Year Capital Improvement Program —
Enclosed on pages through is the 7 -year MAC CIP that is proposed for the
Corn mission's system of seven airports. In 1998, new legislation was passed concerning local

review of the CIP. The legislation requires the MAC to complete a process to provide "affected
new municipalities" surrounding the airport the opportunity for discussion and public participation
in the MAC's CIP process. As an affected municipality, the City of Eagan has the opportunity to
submit comments on the proposed CIP by November 19, 2004.
The Commission is asked to review the proposed CIP and forward any continents to the City
Council for inclusion in correspondence from the City to the MAC.
VI. STAFF / COMMISSION REPORT
A. Noise Oversight Committee — The Noise Oversight Committee (NOC) met on December 2,
2004, which was the first meeting of the NOC since March 24, 2004. Enclosed on pages
through are the draft minutes of the September 2 NOC meeting. The next NOC meeting is
scheduled for Thursday, October 21, 2004. It is proposed that the NOC at that time will discuss the
mission and purpose of the Noise Oversight Committee.
B. Part 150 / Noise Mitigation Program Open House and Public Hearing — The MAC held
its Part 150 open house and public hearing on Tuesday, September 7 at the Thunderbird Hotel in
Bloomington. ARC Chair Thorkildson and Assistant to the City Administrator Miller were both
present at the public hearing and offered comments for the official record to be sent to the FAA.
Chair Thorkildson and Assistant to the City Administrator Miller can provide a verbal summary of
the public hearing at the October 12 meeting.
C. Meeting Between Communities Affected by Airport Noise and Chief of Staff McElroy -
On September 23, 2004 the five communities surrounding MSP Airport met with the Governor's
Chief of Staff, Dan McElroy. City Administrator Hedges, Assistant to the City Administrator
Miller, and Councilmember Mike Maguire were present at the meeting on behalf of the City of
Eagan. Enclosed on pages through is the agenda from the September 23 meeting
along with the packet that was provided to Chief of Staff McElroy. Also enclosed on pages
through is a press release that was issued following the meeting. The press release was
issued out of State Representative Frank Hornstein's office. Representative Hornstein was one of
many State Senators and Representatives that was present at the meeting.
D. Comments on the Proposed Draft Part 150 Document — Per the direction of the Eagan
City Council and the Airport Relations Commission, comments were prepared in response to the
proposed Part 150 document. Enclosed on pages through is a copy of the
correspondence that was sent to the MAC on behalf of the City of Eagan. A special thanks goes to
the Commission for their review and comments to the Part 150 document.
E. Minneapolis -St. Paul International Airport 2020 Vision — Assistant to the City
Administrator Miller will have a colored copy of the proposed 2020 Vision that was presented by
Governor Pawlenty and Northwest Airlines during the week of September 20 — 24. Any
Commissioner who wishes to have a copy of the 2020 Vision can contact Assistant to the City
Administrator Miller. Due to the size of the document, if was not included in the packet.

F. Part 150 Review Schedule — It was originally proposed by the MAC that the review of the
Part 150 document and public hearing comments would take place in October; however, according
to the MAC, due to the numerous written comments that were submitted in response to the Part 150
proposal, the final decision on whether to recommend the document to the FAA will be made in
November. The Planning and Environment Committee is scheduled to consider the comments
made at the public hearing at its November 3 meeting at 9:00 a.m. A final decision on the Part 150
document is expected to be made by the MAC Commission of the whole at their November 15
meeting at 1:00 p.m. Once a decision has been made, MAC will submit its plans to the FAA for
their consideration.
G. Correspondence to Minnesota Congressional Delegation re: Part 150 Document —
Enclosed on pages through is a letter that was prepared by the National Organization
to Insure a Sound - controlled Environment (N.O.I.S.E) on behalf of the N.O.LS.E. members
surrounding the MSP Airport. The letter was prepared to address the current sound insulation
program recommendation of the MAC. The letter will be signed by all of the mayors of the
community surrounding MSP, and will then be sent to all members of the Minnesota congressional
delegation during the week of October 11 — 15.
VII. ROUNDTABLE (Per the request of the Commission, this agenda item has been added
so that Commissioners have the opportunity to ask questions or make requests for future
agenda items.)
VIII. ADJOURNMENT
Per the request of the Commission, ARC meetings will go no later than 8:30 p.m. unless agreed
upon by the Conunission.
