SUBJECT: AIRPORT RELATIONS COMMISSION MEETING OF NOVEMBER 9,
2004
A regular meeting of the Eagan Airport Relations Commission will be held on Tuesday, November
9, 2004 at 7:00 p.m. in the Eagan City Council Chambers. In order that we have a quorum present,
please contact Mary Swenson at 651- 675 -5005 if you are unable to attend this meeting.
I. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of the October 12, 2004 ARC meeting are attached on pages through

III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of
public meetings to permit visitors to address items of interest that are not scheduled on the
regular agenda. Items that will take more than ten minutes or that require specific action can be
scheduled for a future agenda.
IV. OLD BUSINESS
A. Airport Neighborhood Meetings / Open Houses — Per the direction of the ARC at their
August and October meetings, a schedule has been prepared for open houses to begin this
November and conclude in September of 2005. Enclosed on pages through is the
proposed format for the open houses and a proposed meeting schedule showing the Airport
Relations Commission members who have agreed to attend the open houses thus far. The first
two open house dates have been confirmed. The first open house will take place on Monday,
November 15, at Dakota Hills Middle School and the second open house will take place on
Thursday, December 2 at Blackhawk Middle School. Enclosed on page is a map showing
the regions of the City in which the neighborhood open houses will take place. Enclosed on page
is a copy of the post card invitation that was sent to all households in the predetermined

Dakota Hills Middle School region. As a point of information, notice about the open houses
have been included on the City of Eagan web site. The City will be able to confirm the dates and
locations of the 2005 open houses in December 2004, at which time the comprehensive open
house schedule will be posted on the City's web site and in subsequent City newsletters. Also,
the December 2 Open House will be recorded in order that it can be aired on the City's cable
television stations.
B. ARC Communications Subcommittees — The following are the ARC Communications
subcommittees, which have been provided should the subcommittees wish to offer updates.
a.) Newsletter articles — Commissioners Thorkildson, Hooppaw and Flanagan
b.) ARC Notebook — Commissioners Krahn and Dosland
c.) Cable Television — Commissioners Nierengarten, Haelinel and Bomlett
Commissioner Mencel is invited to join the committee of her choosing.
C. Eagan /Mendota Heights Corridor Analysis — Enclosed on pages through
is the September 2004 Eagan/Mendota Heights Departure Corridor Analysis. Also enclosed on
pages through is the September 2004 Technical Advisory Report. The September
reports are the most current reports available on the MAC web site. It is the practice of the
Commission to review the analysis reports and discuss any significant deviations that have
occurred or any other noteworthy occurrence as reported in the analysis.
D. Metropolitan Airports Commission 7 -year Capital Improvement Program — The 40-
page MAC CIP was previously included in the October 12 Airport Relations Commission
packet. Per the direction of the Commission at the October 12 meeting, enclosed on page
is correspondence that has been prepared by staff to be sent to the Metropolitan Airports
Commission. The correspondence is included for the Commission's review.
The Commission is asked to review the proposed correspondence to the MAC, and if it is the
desire of the Commission, forward any comments to the City Council for their consideration. As
an affected municipality, the City of Eagan has the opportunity to submit comments on the
proposed CIP by November 19, 2004.
V. NEW BUSINESS
A. Noise Oversight Committee (NOC) 2005 Work Plan — Enclosed on page is the
proposed 2005 NOC Work Plan. At the next NOC meeting on November 18, 2004, the
Committee will be considering items for inclusion on the 2005 Work Plan. All communities on
the Noise Oversight Committee have been asked to brainstonn potential agenda items for the
NOC to consider in 2005. The Commission is welcome to discuss any items they deern
appropriate for NOC consideration and make suggestions to the City Council for their
consideration. It has been suggested by the communities that the 2005 NOC Work Plan include
the review of the proposed 20/20 Development Plan.

B. Minneapolis -St Paul International Airport 2020 Vision — Enclosed on pages
through is the proposed 2020 Vision presented to the MAC by Northwest Airlines in late
September, 2004. The Commission is invited to review the proposal and continent on it at the
ARC meeting. It was noted by the Chair of the MAC Planning and Enviromnent Coininittee that
the MAC should make all efforts to include the communities in the discussions regarding the
2020 Vision.
C. December 14, 2004 ARC Meeting – In years past, the Airport Relations Commission
has discussed whether they wish to meet in the month of December. The next ARC meeting is
scheduled for Tuesday, December 14, 2004. The Commission is asked to provide direction to
staff as to their preference to meet in the month of December.
VI. STAFF / COMMISSION REPORT
A. Northeast Eagan Land Use Study – As the Commission will recall, Chair Thorkildson
and Commission member Flanagan generously agreed to serve on the Northeast Eagan Land Use
Study currently being conducted by the City of Eagan. Either Chair Thorkildson or Commission
member Flanagan are invited to provide an update on the Northeast Eagan Land Use Study
Conunittee.
B. Noise Oversight Committee – The Noise Oversight Committee (NOC) last met on
Thursday, October 21, 2004. Enclosed on pages through are the draft minutes of
the October 21 NOC meeting. The next NOC meeting is scheduled for Thursday, November 18,
2004 at 1:30 p.m. Included on the next NOC meeting is an agenda item to review the NOC by-
laws. Enclosed on page are the proposed by -law changes by the NOC community
representatives.
C. MAC Response to Comments Submitted by the City of Eagan re: the Part 150
Program – As the Commission will recall, the City of Eagan submitted comments to the MAC
on the proposed Part 150 Program. MAC staff has reviewed the approximate 140 connnents
submitted in either writing or voiced at the September 7 public hearing, and has prepared
responses to each of the comments made. According to Nigel Finney, Deputy Executive
Director of the MAC, the MAC will be mailing response letters to all persons that submitted
comments during the week of November 15 – 19. Enclosed on pages through is a
summary of the connnents made by the City of Eagan and the response provided by the MAC.
Also enclosed are the MAC's responses to the general comments made by the public. The
summary was presented to the Planning and Environment Committee on Wednesday, November
3, at which time the comments were accepted and approved. The comments will now be
included with the Part 150 proposal that will be sent to the FAA for consideration pending
approval by the MAC on November 15.
D. Part 150 Review Schedule – The Planning and Environment Committee of the MAC
reviewed the proposed Part 150, which includes the Noise Mitigation Program, at their
November 3, 2004 meeting. The P &E Committee recommended approval of the proposed Part
150 on a vote of 9 to 3. The final decision by the MAC on the Part 150 document will take place

on Monday, November 15th at 1:00 p.m. Should the document be approved, it will then be sent
to the FAA for final consideration. If any member of the Airport Relations Commission wishes
to attend the November l 5d, meeting, please contact Assistant to the City Administrator Miller.

added so that Commissioners have the opportunity to ask questions or make requests for
future agenda items.)
VIII. ADJOURNMENT
Per the request of the Commission, ARC meetings will go no later than 8:30 p.m. unless agreed
upon by the Commission.
