DISCUSSION/ RECOMMENDATIONS FOR 2005 OPEN HOUSES Items to Consider regarding the Open House Format: • Location of Open Houses —Are the elementary and junior high schools providing a workable setting for the open houses? Would the Community Center serve as a more professional setting, with more room for attendees, and a controlled environment with current audio visual equipment? • Format of the Open Houses —Do we continue with the formal presentation, Q&A, one -on -one time, etc? Suggestions for improvements? • Introductions —Do we want to add a 10 minute history on the dual track process and how we got to where we are today with the runway? Should we tell the crowd about the ARC, what the Commission does, and clearly differentiate ARC members from the MAC representatives? • Format of the Q&A —(ARC member comment: The anonymity of the 12/2 open house did not help us keep the group under control. I realize the number of people in the room would have made this very difficult.) • Should we handle questions as we do at any other city meetings and have those with questions approach a microphone stand /podium, state their name, address, and then ask the question? • Another option would be to record all of the questions /comments, and respond after all questions have been asked, thus limiting the debate back and forth. • Should we clearly state that residents invited to the open house have the opportunity to speak first, and if time permits, non residents and those from other neighborhoods will have an opportunity to follow? Open House Handouts —Is the map with the flight tracks off the existing runways and new runway too detailed? Would it be better to distribute a map showing the flight tracks off the new runway only? What handouts would help you most as a resident? Items /Questions to Consider regarding Open House Content: • Were people told in the past that Runway 17/35 would only be used on a limited basis? Only certain types of aircraft? (A comment that has been voiced at the open houses) • Real estate values —Is there data available from other cities that speak to this? Are there any studies the MAC has done in Minneapolis, around the existing runways? Should a realtor be involved in the presentation? • Examples of noise levels —Could we or should we bring in a noise meter and demonstrate different db level? Can we give examples of various decibels (e.g. lawn mower, vacuum, etc.)? • Differences in noise by season? • How high will the planes be over "my" house? Give examples at distance of neighborhood (e.g. at 6.5 miles form the runway, how high, on average, will a 727, DC -9, prop, etc. be when it flies over my home ?) • Can the MAC provide comparable locations that are truly comparable (e.g. do not send Blackhawk residents to Burr Oaks park, which is in the 60 -64 DNL)?
