07/12/2005 - Airport Relations CommissionMINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING JULY 12, 2005 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, July 12, 2005 at 7:00 p.m. Those present were Valerie Dosland, Daniel Flanagan, Dean Haehnel, Nathan Krahn, Tannny Mencel, Steve Nierengarten Curt Aljets, Jack Prentice and Charles Thorkildson. Absent was Jason Bonnett. Also present was Dianne Miller, Assistant to the City Administrator, AGENDA Upon motion by Aljets; seconded by Flanagan, the agenda was approved as presented. All members voted in favor. APPROVAL OF MINUTES Nierengarten made a motion to approve the minutes of the May 10, 2005 regular meeting of the Airport Relations Commission and the meeting notes from the June 20, 2005 workshop; Aljets seconded the motion. All members voted in favor. VISITORS TO BE HEARD There were no visitors to be heard. ARC COMMUNICATIONS SUBCOMMITTEES Miller introduced the item and stated on the front page of the most recent Experience Eagan newsletter was a story on the Baseline Noise Study and, per the direction of the Commission at the June workshop, the next newsletter will include the results of the study. Miller further stated our cable staff will be taping footage from the national N.O.I.S.E. Conference being held July 20 -22 in Eagan for cable viewing. Miller asked Commission members and subcommittees for updates or continents. Cormmssioner Aljets volunteered to be on the Notebook subcommittee and Commissioner Prentice volunteered for the Cable TV subcommittee. EAGAN /MENDOTA HEIGHTS CORRIDOR ANALYSIS Miller introduced the item stating the enclosed May 2005 Eagan/Mendota Heights Corridor Analysis and May 2005 Technical Advisory Report are the most recent reports available on MAC's website and further stated these reports are included each month for the Commission to review and discuss any significant deviations that have occurred. The Commission discussed technology and reports relative to individual events occurring outside the corridor. Airport Relations Commission Minutes July 12, 2005/2 DRAFT ENVIRONMENTAL ASSESSMENT — 2005 TERMINAL EXPANSION PROJECT AT MSP INTERNATIONAL AIRPORT Miller introduced the item stating the purpose and need for the proposed project is to accommodate the 2015 forecast growth in passengers and operations at MSP by the development of Concourse H at the Lindberg Terminal and the addition of gates and a parking ramp at the Humphrey Terminal. Thorkildson commented on the draft Environmental Assessment relative to MAC and the FAA's forecasts and projections. The Commission further discussed and compared existing information to the proposed future conditions. Miller commented on observations by staff members of the communities and questioned why the MAC is reviewing the 2015 Plan Project instead of the 2020 Document. Miller stated she would like to ask MAC if they are trying to avoid environmental studies necessary by doing all three stages. Observations and concerns by the City of Minneapolis and Richfield were additional growth at MSP, including parking, and the possibility of a third parallel runway. Miller noted that a request was made of the MAC staff to post the draft EA on the MAC website. Miller stated she would prepare a letter including continents from the Commission to the City Council in order that the Council can consider sending written correspondence in response to the draft environmental assessment regarding the 2015 Terminal Expansion Project. NEW RUNWAY / AIRPORT OPEN HOUSES Miller stated the most recent open house was held on Thursday, June 16 at Glacier Hills Elementary School with approximately 50 residents in attendance. Miller noted that Commissioner Flanagan attended the open house. The next open house is Thursday, July 14 at Oak Ridge Elementary School in which 2,100 invitations have been sent. She stated that Commissioners Krahn, Dosland, Nierengarten and Flanagan have signed up to attend. Miller further stated, after the July 14 open house, there are two remaining open houses which are scheduled for August 18 and September 15. Miller stated she will prepare a draft format for the final open house in September for Conmzission discussion prior to bringing it before the City Council. The Commission discussed various scenarios in conducting the final meeting which is planned to be held at the Eagan Community Center. NOISE OVERSIGHT COMMITTEE (NOC) UPDATE Miller introduced the item stating the last NOC meeting was May 26, 2005, which is now on a bi- monthly basis. Miller stated there was good discussion regarding concerns from the City of Mendota Heights relative to the number of operations off Runway 12L, north of Highway 110. She also stated action was taken to request MAC staff to initiate discussion with the FAA regarding the feasibility of 90 degree departure heading turns at runway end, while maintaining safety and capacity, and report back to the NOC with their findings. Miller noted that she asked how this will impact Eagan and if it could result in more flights and deviations over Eagan. She stated that both MAC and the FAA stated it would improve the noise environment in Mendota Heights, but would not result in increased flights over Eagan. Airport Relations Commission Minutes July 12, 2005/3 NORTHEAST EAGAN LAND USE STUDY UPDATE Miller introduced the item stating at the July 7, 2005 Special City Council meeting the Northeast Eagan Land Use Study Committee, together with representatives of Hoisington Koegler Group, were present to present the results of the Northeast Eagan Land Use Study to the City Council. Chair Thorkildson and Commissioner Flanagan both served on the Committee. Thorkildson stated it was a unanimous decision by the Committee to have the property continue to be guided for industrial use. Miller stated the ratification of the report will be on the July 19, 2005 City Council agenda. NORTHWEST AIRLINE AND MESABA AIRLINE REPRESENTATIVES Miller introduced the item stating this item originated from the June 20 ARC workshop. Miller noted that staff is working on coordinating an ARC meeting with representatives of Northwest Airline and Mesaba Airline, along with Commission members of the Economic Development Commission. UPDATE ON THE BASELINE NOISE STUDY / WYLE LABORATORIES Miller gave an update on the Baseline Noise Study stating that monitoring has been completed. Miller stated that Bill Albee, Project Manager of Wyle Labs, and Clint Morrow, Wyle Engineer, will be present at the July 19, 2005 City Council meeting to present the report. Once Wyle Labs receives City Council feedback, they will incorporate their comments to create the final report. Miller noted there will be an electronic copy of the final report available Monday, July 18. Miller stated Wyle Labs will be one of the presenters at the N.O.LS.E. Conference in Eagan. N.O.I.S.E. CONFERENCE UPDATE Miller introduced the item stating the Conference will take place and commented on the individual speakers that will be presenting at the Conference. Miller stated 4 Commissioners will be attending the one -day Conference which was approved by the City Council at their July 5 City Council meeting. She noted there is one additional registration available to any Commissioner wanting to attend. ADJOURNMENT Upon motion by Aljets, seconded by Krahn, the Commission members adjourned the meeting at 8:15 p.m. All members voted in favor. DATE SECRETARY
