01/11/2005 - Airport Relations CommissionCity of Evan Ma TO: CHAIR THORKILDSON AND THE EAGAN AIRPORT RELATIONS COMMISSION FROM: DIANNE MILLER, ASSISTANT TO THE CITY ADMINISTRATOR DATE: JANUARY 5, 2005 SUBJECT: AIRPORT RELATIONS COMMISSION MEETING OF JANUARY 11, 2005 A regular meeting of the Eagan Airport Relations Commission will be held on Tuesday, January 11, 2005 at 7:00 p.m. in the Eagan City Council Chambers. In order that we have a quorum present, please contact Mary Swenson at 651 -675 -5005 if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. APPROVAL OF MINUTES The minutes of the November 9, 2004 ARC meeting are attached on pages through The meeting notes of the December 13, 2004 ARC Workshop are attached on pages and . These minutes, as presented or modified, are in order for adoption by the Commission. III. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not scheduled on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future agenda. IV. OLD BUSINESS A. ARC Communications Sub - Committees — The following are the ARC Communications Sub - Committees, which have been provided should the sub - committees wish to offer updates. A. Newsletter Articles — Commissioners Thorkildson, Hooppaw, Flanagan and Mencel B. ARC Notebook — Commissioners Krahn and Dosland C. Cable Television — Commissioners Nierengarten, Haehnel and Bonnet B. Eagan /Mendota Heights Corridor Analysis — Enclosed on pages through is the November 2004 Eagan/Mendota Heights Departure Corridor Analysis. Also enclosed on pages through is the November 2004 Teclulical Advisory Report. The November reports are the most current reports available on the MAC web site. It is the practice of the Commission to review the analysis reports and discuss any significant deviations that have occurred or any other note worthy occurrence as reported in the analysis. V. NEW BUSINESS A. Consider Recommendation to Purchase Noise Monitoring Equipment — At the November 9, 2004 ARC meeting, under Visitors to be Heard, Mr. Joe Kinard, Eagan resident, provided a verbal and written statement to the Commission regarding his recommendation to monitor aircraft noise. Enclosed on pages through is the correspondence that Mr. Kinard distributed. Per the Commission's direction, some preliminary research was done regarding baseline noise measurements before Runway 17/35 becomes operational. Orfield Laboratories, out of Miiuleapolis, is a firm that monitors aircraft noise and conducts sound attenuation studies. Orfield Labs was recently hired by the City of Richfield to conduct baseline monitoring specifically for low frequency noise. McGough Development also hired Orfield Labs to prepare recommendations with regards to sound attenuation in the Bloomington Central Station development. Enclosed on pages through is a proposal to the City of Eagan by Orfield Laboratories. In preparation for the opening of the new runway, the MAC installed four additional remote monitoring towers (RMT) in Eagan. Enclosed on pages through is an explanation about the RMT and location maps of the four new towers. The four RMT are operational, and thus, there will be data that shows the noise levels before and after the opening of the new runway. Please refer to page 30 of the November Technical Advisory Report to review the average decibel level at each of the RMT. Also, as a point of information, the Noise Oversight Committee has on its 2005 work plan, "the establislunent of aircraft operation/noise reporting information and format, including Runway- 17 /35 ". In short, the NOC will be asked to develop an understandable approach to communicating the change in noise impact as a result of the new Runway. According to Chad Leqve, the technical advisor to the NOC, the committee is being asked to review the reporting information so the MAC can adequately respond to residents and conununities with regards to noise level changes after the new runway becomes operational. B. Northeast Eagan Land Use Study — ARC Chair Thorkildson and Commissioner Flanagan have generously given of their time to serve on the Northeast Eagan Land Use Study Committee. Enclosed on pages through is a memorandum from Rusty Fifield, of Hoisington Koegler Group, Inc. regarding the firm's evaluation of development scenarios in northeast Eagan as it relates to airport noise. Commissioners Thorkildson and Flanagan are invited to provide an update to the Commission on the discussions and deliberations of the study advisory cominittee. If it is the desire of the Commission, Commissioners may share their input with Commissioners Thorkildson and Flanagan with regards to the affects of airport noise on northeast Eagan as they relate to potential future development. VI. STAFF / COMMISSION REPORT A. Noise Oversight Committee — The Noise Oversight Committee last met on Thursday, November 18, 2004. At the November meeting the NOC approved the 2005 MSP NOC Work Plan, which is enclosed on page_. Included in the work plan was a directive to review the MSP 20/20 Plan and associated impacts, as the ARC had previously requested. Due to the unforeseen absence of the NOC Co- Chair, the bylaw revisions were continued to the January 19t" NOC meeting. B. Disclosure Requirements — There has been significant discussion amongst the Commission and the realtor connmunity regarding 2004 legislation associated with disclosure requirements. Enclosed on page is the 2004 Minnesota State Statute associated with the disclosure requirements. Also enclosed on page is a press release by the Minnesota Association of Realtors regarding the seller disclosure law modifications. This information is included for the Commissions information. C. New Runway / Airport Open Houses — The next new runway /airport open house will be held on Thursday, January 20 at Pinewood Elementary School. The Commissioners who have volunteered to attend the Pinewood open house include Commissioners Bonlett, Flanagan, Dosland and Hooppaw. Assistant to the City Administrator Miller shared the feedback of the Commission from the December workshop with the Metropolitan Airports Commission. Miller will be meeting with Chad Leqve of the MAC on Friday, January 14 to discuss the requested modifications to the open houses. Mr. Leqve recently informed the City that the MAC has purchased noise technology that will allow them to set up a noise device at each of the open houses to provide tangible examples of what noise could be expected off the new runway. D. Metropolitan Airports Commission's 7 -Year Capital Improvement Program — As the Commission will recall, the ARC approved sending correspondence to the Metropolitan Airports Commission regarding the 7 -year Capital Improvement Program (CIP). The correspondence, which was approved by the City Council, noted the City's disapproval of the level of funding towards noise mitigation in the 60 -64 DNL. The correspondence also noted the City's disapproval of the fact that the proposed 20/20 Vision plans was not included in MAC's preliminary CIP. The MAC was in receipt of the City's comments, however, at its meeting on December 20, 2004 the MAC approved the capital improvement program as presented, with the exception of the projects at the reliever airports, which were deferred to the January /February Commmission meetings. Enclosed on page is correspondence from the MAC regarding the approval of the CIP. Also enclosed on pages through is the approved 2005 — 2011 CIP. There is no formal action necessary by the Commission on this item; rather it is included for informational purposes only. E. Property Value Article — Enclosed on pages through is recent article published in the third quarter addition of Economic Perspectives regarding the effect of airport expansion on property values around Chicago O'Hare Airport. There is no forinal action necessary by the Commission on this item; rather it is included for informational purposes only. VII. ROUNDTABLE (Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items.) VIII.
