FEBRUARY 8, 2005
A regular meeting of the Eagan Airport Relations Commmission will be held on Tuesday, February 8,
2005 at 7:00 p.m. in the Eagan City Council Chambers. h1 order that we have a quorum present,

I. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of the January 11, 2005 ARC meeting are enclosed on pages through

III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of
public meetings to permit visitors to address items of interest that are not scheduled on the
regular agenda. Items that will take more than ten minutes or that require specific action can be
scheduled for a future agenda.
IV. OLD BUSINESS
A. ARC Communications Sub - Committees — The following are the ARC
Communications Subconunittees, which have been provided should the Subcommittees wish to
offer updates. °
a.) Newsletter Articles — Commissioners Thorkildson, Hooppaw, Flanagan and Mencel.
b.) ARC Notebook — Commissioners Krahri and Dosland.
c.) Cable Television — Commissioners Nierengarten, Haelmel and Bonnett.
B. Eagan /Mendota Heights Corridor Analysis — Enclosed on pages through
is the December 2004 Eagan/Mendota Heights Departure Corridor Analysis. Also enclosed on
pages through is the December 2004 Technical Advisory Report. The December
reports are the most current reports available on the MAC web site. It is the practice of the
Commission to review the analysis reports and discuss any significant deviations that have
occurred or any other noteworthy occurrences as reported in the analyses.
V. NEW BUSINESS
A. Presentation by Steve Orfield, Orfield Laboratories — At the January 11, 2005 ARC
meeting, the Commission discussed a recommendation from an Eagan resident that the City
obtain baseline noise measurements in advance of the opening of Runway 17/35.
Orfield Laboratories, located in south Minneapolis, is a firm that monitors aircraft noise and
conducts sound attenuation studies. Orfield Labs was recently hired by the City of Richfield to
conduct baseline monitoring specifically for low frequency noise. McGough Development also
hired Orfield Labs to prepare recommendations with regards to sound attenuation in the
Bloomington Central Station Development. Enclosed on pages through is the
proposal to the City of Eagan by Orfield Laboratories, which was previously enclosed in the
January ARC meeting packet.
Steve Orfield will provide a brief presentation regarding the work that Orfield Laboratories
conducts for municipalities, and also address how various baseline noise measurements can be
used. Mr. Orfield will be available to respond to any questions that the Commission may have.
Following Mr. Orfield's presentation, the Commission is asked to discuss their recommendations
with regard to obtaining additional baseline noise measurements and /or detennine that the noise
measurements being obtained by the Metropolitan Airports Commission are sufficient. As
previously noted, the MAC has installed an additional four remote monitoring towers (RMT) in
Eagan in preparation for the new runway. The four RMT are operational, and thus there will be
data that shows the noise levels before and after the opening of the new runway. The average
decibel level at each of the four additional RMT can be found in the December Technical
Advisory Report enclosed on page of your packet. Also, as a point of information, the
Noise Oversight Committee (NOC) has on its 2005 work plan, "The establishment of aircraft
operation/noise reporting information and format, including Runway 17/35 ". In short, the NOC
will be asked to develop an understandable approach to communicating the change in noise
impact as a result of the new runway.
B. Northeast Eagan Land Use Study — As an update to the Commission, the City Council
at their January 25, 2005 Workshop reviewed the evaluation conducted by the Hoisington
Koegler Group and SRF Consulting with regard to the evaluation of development scenarios in
northeast Eagan. Upon reviewing the firm's evaluations, the City Council determined that
additional study is needed on the transportation and traffic issues in northeast Eagan. Therefore,
the City Council took action to direct City staff to work with SRF Consulting on an enlarged
traffic study area in northeast Eagan. The additional study is expected to be completed within
four to six weeks. The Northeast Eagan Land Use Study Committee will resume their meetings
following the completion of the traffic study. Per the request of the Commission at the January
11 meeting, enclosed on pages through is a memo from Community Development
Director Hohenstein regarding the relationship of airport noise considerations in northeast Eagan
to those of the Cedar Grove Redevelopment District.
VI. STAFF / COMMISSION REPORT
A. Noise Oversight Committee — The Noise Oversight Committee (NOC) last met on
Wednesday, January 19, 2005. The primary purpose of the January NOC meeting was to review
the Committee's bylaws. Enclosed on pages through are the revised bylaws of the
NOC. The primary changes that were made to the bylaws include removing the power of the co-
chairs to approve agendas and the addition of a comment period of no more than 15 minutes to
be added to the end of each NOC agenda. Speakers must be sponsored by two members of the
Committee and each speaker will be limited to three minutes.
B. New Runway / Airport Open Houses — The next New Runway /Airport Open House
will take place on Thursday, February 10, 2005 at Metcalf Junior High. Approximately 2,100
invitations were sent to residents living around Metcalf Junior High. Commissioners, who
signed up to attend the February 10 open house include Commissioners Hooppaw, Nierengarten,
Thorkildson, and Flanagan. Enclosed on page is the schedule of the remaining open
houses.
The most recent open house was held on January 20 at Pinewood Elementary School. There
were approximately 50 residents in attendance. Commissioners Bonnett, Mencel, Hooppaw,
Thorkildson and Flanagan were present at the open house and could provide an additional
sununary of the meeting.
C. 2004 Year End Summary of Operations, Passengers and Cargo for MSP — Enclosed
on pages through , for the Commission's information, is the year end summary of
operations, passengers and cargo at MSP Airport. The report was provided to the Commission by
former ARC member Mike Schlax.
D. 2005 ARC Meeting Dates — The ARC meetings are scheduled for the second Tuesday of
each month at 7:00 p.m.; however, in the months of June, September and November the ARC
meetings conflict with either a holiday or an election. Therefore, the Commission is asked to
discuss alternate meeting dates in these three months. In the past, the ARC has considered
meeting on the second Monday of the month, rather than the second Tuesday when conflicts
occur. The Commission is asked to discuss their date preferences for these months in order that
the Commission's meeting schedule can be published.
E. 2005 Commission Vacancies — Enclosed on page is a roster of ARC members.
The terms of Chair Thorkildson, Commissioner Mencel and Commissioner Bonnett expire in
April 2005. All three Commissioners are welcome to reapply should they desire to do so, as
none of the three commissioners have reached the 9 -year tenn limit. Enclosed on pages
through is the application and data practices form that must be submitted to apply for
reappointment to the ARC or appointment to any of the advisory commissions. The City
Council will complete their interviews of Commission applicants during the first two weeks of
April, and will appoint the Commission members at the April 19, 2005 City Council meeting.
