03/08/2005 - Airport Relations CommissionCity of Eap ma TO: CHAIR THORKILDSON AND THE EAGAN AIRPORT RELATIONS COMMISSION FROM: DIANNE MILLER, ASSISTANT TO THE CITE' ADMINISTRATOR DATE: MARCH 2, 2005 SUBJECT: AIRPORT RELATIONS COMMISSION MEETING OF MARCH 8, 2005 A regular meeting of the Eagan Airport Relations Commission will be held on Tuesday, March 8, 2005 at 7:00 p.m. in the Eagan City Council Chambers. In order that we have a quorum present, please contact Mary Swenson at 651- 675 -5005 if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. APPROVAL OF MINUTES The minutes of the February 8, 2005 ARC meeting are enclosed on pages through These minutes, as presented or modified, are in order for adoption by the Commission. III. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the begiruling of public meetings to permit visitors to address items of interest that are not scheduled on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future agenda. IV. OLD BUSINESS A. ARC Communications Sub - Committees — The following are the ARC Commmunications Subcommittees, which have been provided should the Subcommittees wish to offer updates. a.) Newsletter Articles — Commissioners Thorkildson, Hooppaw, Flanagan and Mencel. b.) ARC Notebook — Commissioners Krahn and Dosland. c.) Cable Television — Commissioners Nierengarten, Haehnel and Bonnett. B. Eagan /Mendota Heights Corridor Analysis — Enclosed on pages through is the January 2005 Eagan /Mendota Heights Departure Corridor Analysis. Also enclosed on pages through is the January 2005 Technical Advisory Report. The January reports are the most current reports available on the MAC web site. It is the practice of the Commission to review the analysis reports and discuss any significant deviations that have occurred or any other noteworthy occurrences as reported in the analyses. V. NEW BUSINESS A. Presentation by Steve Orfield, Orfield Laboratories — At the January 11, 2005 ARC meeting, the Commission discussed a reconunendation from an Eagan resident that the City obtain baseline noise measurements in advance of the opening of Runway 17/35. Mr. Orfield was unable to attend the February 8 ARC meeting; however, he will be in attendance at the March 8 meeting. Orfield Laboratories, located in south Minneapolis, is a firm that monitors aircraft noise and conducts sound attenuation studies. Orfield Labs was recently hired by the City of Richfield to conduct baseline monitoring specifically for low frequency noise. McGough Development also hired Orfield Labs to prepare recommendations with regards to sound attenuation in the Bloomington Central Station Development. Enclosed on pages through is the proposal to the City of Eagan by Orfield Laboratories, which was previously enclosed in the January ARC meeting packet. Steve Orfield will provide a brief presentation regarding the work that Orfield Laboratories conducts for municipalities, and also address how various baseline noise measurements can be used. Mr. Orfield will be available to respond to any questions that the Commission may have. Following Mr. Orfield's presentation, the Commission is asked to discuss their recommendations with regard to obtaining additional baseline noise measurements and /or determine that the noise measurements being obtained by the Metropolitan Airports Commission are sufficient. As previously noted, the MAC has installed an additional four remote monitoring towers (RMT) in Eagan in preparation for the new runway. The four RMT are operational, and thus there will be data that shows the noise levels before and after the opening of the new runway. The average decibel level at each of the four additional RMT can be found in the December Technical Advisory Report enclosed on page of your packet. Also, as a point of information, the Noise Oversight Committee (NOC) has on its 2005 work plan, "The establishment of aircraft operation/noise reporting information and forimat, including Runway 17/35 ". In short, the NOC will be asked to develop an understandable approach to communicating the change in noise impact as a result of the new runway. VI. STAFF / COMMISSION REPORT A. Noise Oversight Committee — The Noise Oversight Committee (NOC) last met on Wednesday, January 19, 2005. Enclosed on pages through are the draft minutes from the January 19 meeting. The NOC will next meet on Thursday, March 17. The two primary discussion items will be: 1.) To determine an alternate run -up location after the new runway becomes operational; and, 2.) Request of the City of Mendota Heights regarding 90 degree heading turns off of Runway 12L. B. New Runway / Airport Open Houses — The most recent open house took place on Thursday, February 10 at Metcalf Junior High School. Approximately 2,100 invitations were sent to home owners around Metcalf Junior High, and approximately 300 people were in attendance. Commissioners Hooppaw, Nierengarten, Thorkildson, and Flanagan were in attendance at the February Open House and are welcome to provide any feedback or reactions to the February open house. The next New Runway /Airport Open House will take place on Thursday, April 21 at Thomas Lake Elementary School. Commissioners who signed up to attend the February 10 open house include Commissioners Kralul, Haelmel, Thorkildson and Flanagan. Enclosed on page is the schedule of the remaining open houses. C. Commissioner Hooppaw /Resignation in April 8005 – Regretfully, Commissioner Hooppaw will be resigning from the ARC in April 2005 due to his pending move to Apple Valley. Commissioner Hooppaw will be missed and I thank him for his dedication to the Commission over the past two and half years! D. 2005 ARC Meeting Dates – The ARC meetings are scheduled for the second Tuesday of each month at 7:00 p.m.; however, in the months of June, September and November the ARC meetings conflict with either a holiday or an election. At the direction of the ARC at the February 8 meeting, the Commission directed that the ARC meetings take place on the second Monday of the month, rather than the second Tuesday when conflicts occur. Enclosed on page is a schedule of the remaining ARC meetings in 2005. (MARY —CAN YOU PREPARE THE SCHEDULE? THANKS!!!) E. 2005 Commission Vacancies – As the Commission discussed at the February meetings, there will be three vacancies on the ARC that are scheduled to be appointed /reappointed in April 2005. Additionally, there will be another one -year term to fill due to Coimnissioner Hoopaw's resignation. F. Correspondence / Representative Lynn Wardlow – As an inforinational item for the ARC, State Representative Lynn Wardlow informed the City that he sent correspondence to Minnesota's Congressional delegation to request that they strongly encourage the FAA to uphold the original Record of Decision incorporating the 1996 Noise Mitigation Program and its intent to be an aggressive response to the busy and expanding MSP Airport. In short, he requested that the FAA issue a determination which would disapprove the proposed Noise Compatibility Program included in the MAC Part 150 Program submittal. Enclosed on page is a copy of the letter that Rep. Wardlow sent to the Minnesota Congressional Delegation. G. NOC Community Representatives' Town Hall Meetings – The Noise Oversight Committee (NOC) Community Representatives have held three open houses in the past three weeks at Mendota Heights City Hall, Cedar Valley Church in Bloomington, and Diamond Lake Lutheran Church in Minneapolis. Approximately 50 people attended the Mendota Heights Open House, and 10 people attended the Bloomington Open House. The Minneapolis Open House had not taken place at the time the ARC packet was prepared. There is one open houses remaining on Thursday, March 10 at Richfield Middle School. The open houses begin at 7 p.m. and conclude by 9 p.m. H. MAC /Open House Presentation for the City Council — The MAC Noise and Environrnent staff has contacted the City to express an interest in meeting with the City Council to provide the new runway presentation that they present at the City's New Runway Open Houses. At the March 1, 2005 City Council meeting, the Council voiced their desire at having the MAC provide the presentation, and the Council suggested that the City's legislators be invited to attend the meeting so they too can get a better understanding about the impact of the new runway. At this time, the meeting date for the MAC presentation to the City Council has not been determined. I will contact the Commission as soon as that date has been set so Commission members can choose whether they would also like to be in attendance. VII. ROUNDTABLE (Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items.) VIII. ADJOURNMENT Per the request of the Commission, ARC meetings will go no later than 8:30 p.m. unless agreed upon by the Connnission. Assistant to the City Administrator
