I. ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. ORGANIZATIONAL BUSINESS A. Commissioner Appointments — At the Eagan City Council meeting on April 19, 2005, the City Council was pleased to reappoint three members and newly appoint two members to the Airport Relations Commission. Commissioners Mencel, Thorkildson, and Bonnett were appointed to three year terins, Curtis Aljets was appointed to a one year term, and Jack Prentice was appointed to the one year alternate ten-n. Both existing and new Commissioners are invited to introduce themselves for the benefit of both the Corn mission and the viewing audience. B. Appointment of ChairNice Chair — Since the Airport Relations Commission operates using Roberts Rules of Order, the Commission is asked to discuss nominations for the positions of Chair and Vice Chair of the Airports Relations Commission. In the past, the persons selected to be the Chair and Vice Chair of the Commission have had previous experience on the Airport Relations Coininission and/or have experience with airport issues within the commnunity. It would be appropriate for the Commission to discuss nominations for the two positions and vote on each appointment separately. C. Communication Subcommittees — Given the priority that the City Council and Conunission have placed on cominuiucating airport issues to the Eagan community, the ARC has established three coimnunication subcommittees for the following subjects: Eagan Newsletter (Experience Eagan), the ARC Notebook, and Cable TV initiatives. Below is a listing of the current Commissioners that serve on each of the subcommittees: a.) Newsletter Articles — Commissioners Thorkildson, Flanagan and Mencel b.) ARC Notebook — Commissioners Kralm and Dosland c.) Cable TV — Commissioners Nierengarten, Haelmel and Bomlett Should it be the desire of the ARC to continue these subcommittees, if would be appropriate for the Commission to discuss appointment of new Commmissioners to the subcommittees. Furthermore, existing Commmissioners are invited to change subcommittees if they so desire. III. APPROVAL OF MINUTES The minutes of the April 12, 2005 ARC meeting are enclosed on pages through _ These minutes, as presented or modified, are in order for adoption by the Commission. IV. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beguiling of public meetings to permit visitors to address items of interest that are not scheduled on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future agenda. V. OLD BUSINESS A. ARC Communication Subcommittees — The following are the ARC Communications Subcommittees which have been provided should the subcommittees wish to offer updates. a.) Newsletter Articles — Conunissioners Thorkildson, Flanagan and Mencel b.) ARC Notebook — Commissioners Krahn and Dosland c.) Cable TV — Commissioners Nierengarten, Haehnel and Bonnett As was mentioned at the April ARC meeting, former Commissioner Clint Hooppaw and current Commissioner Dosland electronically scamied the three ARC notebooks onto a CD. Assistant to the City Administrator will have copies of the CD available should any Commission member like a copy of their own. B. Eagan/Mendota Heights Corridor Analysis — Enclosed on pages through is the March 2005 Eagan/Mendota Heights Departure Corridor Analysis. Also enclosed on pages through is the March 2005 Technical Advisory Report. The March reports are the most current reports available on the MAC website. It is the practice of the Commission to review the analysis reports and discuss any significant deviations that have occurred or any other noteworthy occurrence as reported in the analysis. VI. NEW BUSINESS A. Request for Proposals /Design and Implementation of Baseline Noise Measurements — At the recommendation of the ARC and per the direction of the City Council, a request for proposal (RFP) was distributed to six fires nationwide that conduct noise analysis studies. Three proposals were received by the City in advance of the April 22, 2005 deadline. The three proposals were evaluated by a staff team consisting of Assistant to the City Administrator Miller, Director of Community Development Hohenstein, and Administrative Clerical Technician Swenson. Following the evaluation of the proposals by the staff team, two proposals were recommended to the Airport Relations Commission for consideration. The two proposals were sent to the Commission in advance of the May 10 ARC meeting. Upon receiving the proposals, members of the ARC were asked to forward any questions that they have of the two consulting firms to City staff. Email correspondence was then sent to both consulting firms with questions that members of the Airport Relations Commission and staff have with regard to the proposals submitted. Any written res oases received by the consulting firms will be provided to the Conunission at the May 10" ARC meeting. At this time, the Commission is asked to discuss the two proposals and the written responses received by the two consulting firms. It is suggested that the ARC consider forming a subcommittee to join staff on Monday, May 16 at 9:00 a.m. to conduct phone interviews of the two firms. The Commission as a whole is welcome to brainstorm any questions or issues that they would like to see asked of the two firms during the phone interviews. Following completion of the phone interviews on May 16, the ARC subcommittee and City staff will further discuss the two consulting firms and make a recommendation to the City Council for their consideration at the May 17, 2005 regular City Council meeting. VII. STAFF / COMMISSION REPORT A. City Communications Plan re: Post Opening of Runway 17 -35 — At the City Council workshop on April 12, 2005, staff from the Metropolitan Airports Commission Noise and Environment Office provided a brief presentation to the City Council on the impact of Runway 17 -35. Through the City Council's discussion with MAC staff, Eagan's legislative delegation, and members of the Airport Relations Commission who were present at the workshop, the City Council requested that the City prepare a communications strategy to be implemented when Runway 17 -35 becomes operational. Recognizing that the main item of business for tonight's ARC meeting is to discuss the proposals received with regard to the design and implementation of baseline noise measurements, the ARC is asked to think about communication efforts that the City could take once the runway becomes operational. A communications strategy can be further discussed at the June 13th ARC meeting. B. New Runway / Airport Open Houses — The most recent New Runway /Airport House was held on Thursday, April 21 at Thomas Lake Elementary School. Commissioners Krahn, Thorkildson, and Flanagan were present at the Open House, which approximately 250 residents attended. The next New Runway /Airport Open House will be held on May 19, 2005 at Woodland Elementary School beginning at 6:30 p.m. Due to acoustical difficulties at Thomas Lake Elementary, City staff, including Burnsville /Eagan Cable Television staff met with the maintenance and music staff at Woodland Elementary School to verify that the acoustics for the May 19t1i presentation will be acceptable. The Woodland open house will be taped and re- broadcasted on the City's local access television stations. Approximately 1,885 invitations have been sent to residents living around Woodland Elementary School. At this time, Commissioner Haelniel is the sole Commissioner that has signed up to attend the open house at Woodland Elementary School. If other Commissioners are available and willing to attend the May 19th open house, please contact Assistant to the City Administrator Miller. Enclosed on page is a schedule of the remaining open houses, which includes a list of Commissioners who have signed up to attend. New Commissioners are welcome to review the schedule and contact staff if they are able to attend any of the remaining open houses. C. Discover Us Publication / New Runway Brochure — Per the direction of the City Council in 2004, the brochure produced by the City with regard to Runway 17 -35 has been included in the May edition of Discover Us, a Parks and Recreation publication that is sent to approximately 27,000 households in the City of Eagan. D. June 13, 2005 ARC Meeting — As a point of information, the ARC meeting for the month of June will take place on Monday, June 13 due to the recognized Jewish holiday Tuesday, June 14. E. MSP 2020 Development Plan — Enclosed on pages through is a memo from Nigel Finney, Deputy Executive Director of Planning and Environment for the MAC, regarding the MSP 2020 Development Plan. The memo was distributed to the Metropolitan Airports Commission in advance of their May 01 Finance, Development, and Environment Committee meeting. The memorandum concentrates on the funding recommendations for the 2020 Plan. The memo is included in the ARC's packet for information only. As further development takes place on the MSP 2020 Plan, the ARC will be updated. F. History / Commitments for 60 -65 Noise Mitigation — Enclosed with the ARC packet (the last document in your packet) is a comprehensive history of the commitments that have been made by the Metropolitan Airports Commission with regard to noise mitigation in the 60 -65 DNL contours. The memo is prepared in response to numerous questions from elected officials with regard to the commitments made by the MAC. Also included in the memo is a summary of the various positions that the City of Eagan took with regard to mitigation in the 60 -65 DNL contours. This memo is included for the Commission's information. G. Realtors Forum / June 22, 2005 — As a reminder to the Commissioners, the 2005 Realtors Forum will take place on Wednesday, June 22 from 9:00 a.m. to 11:00 a.m. in the City Council Chambers. An airport update and, specifically, an update on the new runway will be included on the agenda for the Realtors Forum. Commissioners are welcome to attend this event and be available for questions that realtors may have. VIII. ROUNDTABLE (Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items.) IX.
