07/12/2005 - Airport Relations CommissionCity of Eagan Memo TO: CHAIR THORKILDSON AND THE EAGAN AIRPORT RELATIONS COMMISSION FROM: DIANNE MILLER, ASSISTANT TO THE CITY ADMINISTRATOR DATE: JULY 7, 2005 SUBJECT: AIRPORT RELATIONS COMMISSION WORKSHOP / JULY 12, 2005 A regular meeting of the Eagan Airport Relations Commission will be held on Tuesday, July 12, 2005 at 7:00 p.m. in the Eagan City Council Chambers. In order that we have a quorum present, please contact Mary Swenson at 651- 675 -5005 if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. APPROVAL OF MINUTES The minutes of the May 10, 2005 ARC meeting are enclosed on pages through The meeting notes from the June 20, 2005 ARC workshop are enclosed on pages through . These minutes and meeting notes, as presented or modified, are in order for adoption by the Commission. III. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not scheduled on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future agenda. IV. OLD BUSINESS A. ARC Communication Subcommittees — The following are the ARC Communications Subcommittees which have been provided should the subcommittees wish to offer updates. a.) Newsletter Articles — Commissioners Thorkildson, Flanagan and Mencel b.) ARC Notebook — Commissioners Krahn and Dosland c.) Cable TV — Commissioners Nierengarten, Haehnel and Bonnett Should newly appointed Commissioners Aljets and Prentice wish to join a subcommittee, they are invited to select the subcommittee of their choice. As is customary, members of the three subcommittees are welcome to provide any updates or recommendations if they so desire. Per the recommendation of the ARC, the front page Experience Eagan newsletter article was about the baseline noise study approved by the City Council. Also, per the recommendation of the ARC at the June workshop, it has been suggested that the results of the baseline noise study be included in the August/September edition of the Experience Eagan. B. Eagan/Mendota Heights Corridor Analysis — Enclosed on pages through is the May 2005 Eagai-/Mendota Heights Corridor Analysis. Also enclosed on pages through is the May 2005 Teelmical Advisory Report. The May reports are the most current reports available on the MAC website. It is the practice of the Commission to review the analysis reports and discuss any significant deviations that have occurred or any other note worthy occurrence as reported in the analysis. V. NEW BUSINESS A. Draft Environmental Assessment — 2015 Terminal Expansion Project at MSP International Airport — Enclosed on pages through is the main body of text from the draft Environmental Assessment (EA) for the proposed 2015 Terminal Expansion Project at the Minneapolis /St. Paul International Airport (MSP). According to the cover letter submitted by the MAC, the purpose and need for the proposed project is to accommodate the 2015 forecast growth in passengers and operations at MSP by the development of Concourse H at the Lindberg Terminal and the addition of gates and a parking ramp at the Humphrey Terminal, and to accommodate all charter and sky team airlines (airlines other than Northwest, Continental, Delta and KLM) at the Humphrey Terminal. The proposed project consists of phases I and II of the MSP 2020 Development Plan, which includes the demolition of Northwest Airlines maintenance hangar B, the construction of Concourse H with 18 airline gates at the Lindberg Tenninal, the construction of 19 gates at the Humphrey Terminal, a construction of a parking ramp at the Humphrey Terminal, and the relocation of non -sky tern airlines to the Humphrey Terminal. Written comments on the draft EAW will be accepted by the MAC until August 4, 2005. Any written comments received in response to the environmental assessment draft will be forwarded to the FAA who will determine whether an environmental impact statement (EIS) is needed for the project. The ARC is invited to review the document and forward any comments to the City Council, in order that the Council can consider sending written correspondence in response to the draft environmental assessment regarding the 2015 Terminal Expansion Project. Assistant to the City Administrator Miller will have the entire draft environmental assessment available, which includes the appropriate tables and maps included as appendixes in the document. Due to the length of the entire document, only the body of the text was included in the ARC packet. If any member of the ARC would like to view the entire draft environmental assessment in advance of the July 12, 2005 meeting, please contact Assistant to the City Administrator Miller. A request was made of the MAC staff to post the draft EA on the MAC website; however, they stated that they do not have an electronic copy of the document. VI. STAFF / COMMISSION REPORT A. New Runway / Airport Open Houses — The most recent New Runway / Airport Open House was held on Thursday, June 16 at Glacier Hills Elementary School. Approximately 1,191 households received invitations to the open house and approximately 50 residents were in attendance. Commissioner Flanagan represented the ARC at the open house. The next open house will take place on Thursday, July 14 at 6:30 p.m. at Oak Ridge Elementary School. Approximately 2,100 invitations have been sent to residents living around Oak Ridge Elementary. Commissioners Kralm, Dosland, Nierengarten, and Flanagan have signed up to attend the Oak Ridge Elementary School open house. Enclosed on page is a schedule of the remaining open houses which includes a list of Commissioners that have signed up to attend. B. Noise Oversight Committee (NOC) Update — The NOC last met on May 26, 2005. In accordance with the newly adopted bylaws, the NOC now meets on a bi- monthly basis. According to MAC staff, the minutes of the May 26 meeting have not yet been completed. As the Commission will recall, the Noise Oversight Committee has been discussing recent concerns from the City of Mendota Heights regarding the number of operations off runway 12L going north of Highway 110. At the May 26 NOC meeting, action was taken to request MAC staff to initiate discussions with the FAA regarding the feasibility of 90 degree departure heading turns at runway end off Runway 12L while maintaining safety and capacity and to report back to the Noise Oversight Committee for further consideration. The procedure to be investigated by the FAA would ensure that more planes stay within the assigned corridor headings. In response to questions by the City of Eagan, the MAC and the FAA representatives assured the City of Eagan that the procedures would assist the City of Mendota Heights; however, they would not result in additional flights over the City of Eagan. The next Noise Oversight Committee meeting is scheduled for July 28, 2005 at 1:00 p.m. at the Metropolitan Airports Commission offices. A representative of Northwest Airlines will be present at the July 28 NOC meeting to provide an update on the current state of Northwest Airlines. C. Northeast Eagan Land Use Study Update — At the July 7, 2005 Special City Council meeting, the Northeast Eagan Land Use Study Committee, together with representatives of Hoisington Koegler Group were present to present the results of the Northeast Eagan Land Use Study to the City Council. Chair Thorkildson and Representative Flanagan both served on the Northeast Eagan Land Use Study Committee. Commissioners Thorkildson and Flanagan are welcome to provide an update to the ARC on the results of the study. Due to the size of the Northeast Eagan Land Use Study report, it was not included in the ARC packet. If any member of the ARC would like to see the document in its entirety, Assistant to the City Administrator Miller will have a copy available at the July 12 ARC meeting. Likewise, the City does have an electronic copy of the document should any member of the Commission wish to view the document in advance of the meeting. D. Northwest Airline and Mesaba Airline Representatives — Per the direction of the ARC at the June 20 workshop, staff will be in contact with Northwest Airline and Mesaba Airline representatives to inquire about their availability to attend an upcoming ARC meeting to provide an update on the current state of the airline industry and the current state of their respective airlines. City staff is attempting to have representatives of the airlines attend a fall 2005 ARC meeting, in which the Economic Development Commission would be invited to attend. E. Update on the Baseline Noise Study / Wyle Laboratories — Bill Albee, Project Manager of Wyle Labs, and Clint Morrow, Wyle Engineer, will be present at the July 19, 2005 City Council meeting to present the final report on the baseline noise study. Additionally, Mr. Albee is scheduled to be a speaker at the upcoming NOISE Conference. Members of the ARC are welcome to attend the July 19 Council meeting to hear Wyle Laboratories' presentation. City staff has requested an electronic copy of the final report in order that staff can get it to the City Council and ARC in advance of the July 19 meeting. F. NOISE Conference Update — As was communicated to ARC via email last week, NOISE is having difficulty attracting out of state NOISE members to attend the July 2005 NOISE summer conference at the Eagan Community Center. Assistant to the City Administrator Miller will be able to provide additional updates regarding the conference at the July 12 ARC meeting. On July 5, 2005 the City Council took action to approve five one -day registrations to the NOISE Conference which will enable the five Commissioners who expressed interest in the conference to attend one day of the conference. Registrations have been submitted for Commissions Thorkildson, Aljets, Nierengarten, and Dosland. One Commissioner can no longer attend the conference. If any other ARC member has interest in filling the available registration, please contact Assistant to the City Administrator Miller. VII. ROUNDTABLE (Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items.) VIII.
