SUBJECT: AIRPORT RELATIONS COMMISSION MEETING / AUGUST 9, 2005
A regular meeting of the Eagan Airport Relations Commission will be held on Tuesday, August 9,
2005 at 7:00 p.m. in the Eagan City Council Chambers. In order that we have a quorum present,
please contact Mary Swenson at 651- 675 -5005 if you are unable to attend this meeting.
I. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of the July 12, 2005 Airport Relations Conunission meeting are enclosed on pages
through . These minutes, as presented or modified, are in order for adoption by the
Commission.
III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of
public meetings to pen-nit visitors to address items of interest that are not scheduled on the
regular agenda. Items that will take more than ten minutes or that require specific action can be
scheduled for a future agenda.
IV. OLD BUSINESS
A. Presentation by Wyle Laboratories — Baseline Noise Measurements in Preparation
of the Opening of Runway 17 -35 at the Minneapolis /St. Paul International Airport — Per the
direction of the Council at the May 17, 2005 City Council meeting, Wyle Laboratories was
retained to conduct a baseline noise study in advance of the opening of Runway 17 -35 at MSP
International Airport. Together, with the input from the ARC and the City Council, City staff
worked with Wyle Laboratories to determine the placement of ten temporary noise monitors
across the City, which were utilized in collecting data over a seven day period, from June 14 -20,
2005. In addition to the monitoring sites, the City was also able to select 25 grid points across
the City which will enable the City to further communicate to residents the proposed impact of
the new runway. Additionally, Wyle's engineer also conducted monitoring at two MAC remote
monitoring towers to verify that the community noise level data being collected by the MAC was
accurate.
The City Council, upon receiving a presentation by Wyle engineer, Clint Morrow, at the July 19,
2005 City Council meeting, requested that Wyle Labs present the report to the Airport Relations
Commission. Per the direction of the City Council, Bill Albee, Wyle Laboratory Project
Manager, will be present at the August 9 Airport Relations Commission to summarize the report
prepared for the City of Eagan. During Mr. Albee's presentation, he will be referring to pages
out of the draft Noise Study for the City of Eagan. If any Commissioner did not receive an
electronic copy of the report or hard copy of the report, please contact Assistant to the City
Administrator Miller so that she can provide a copy of the report at the August 9 meeting.
Following Mr. Albee's presentation, the Commission is welcome to ask questions of Mr. Albee
and make comments regarding the report. Additionally, it was the City Council's request that the
Commission discuss how the report can best be communicated to Eagan residents. For example,
the City Council requested that the report and a summary of the report be posted on the City
website. In preparation for the September 15, 2005 New Runway /Airport Open House at the
Community Center, the Commission is asked to discuss which elements of the report could best
be presented at the open house. Given the importance of this report and the communication
strategies associated with it, the majority of the August 9 ARC agenda is dedicated to the noise
report and Mr. Albee's presentation.
B. Eagan/Mendota Heights Corridor Analysis — Enclosed on pages through is
the June 2005 Eagan/Mendota Heights Corridor Analysis. Also enclosed on pages through
is the June 2005 Technical Advisory Report. The June reports are the most current reports
available on the MAC website. It is the practice of the Conunission to review the analysis reports
and discuss any significant deviations that have occurred or any other noteworthy occurrences as
reported in the analysis.
C. September 15, 2005 New Runway /Airport Open House — Per the recommendation of the
Airport Relations Commission, the City Council provided official direction at the August 1, 2005
City Council meeting for City staff and the ARC to proceed ahead with a more traditional open
house setting for the September open house at the Community Center. Per the request of the
Commission at the July 12, 2005 ARC meeting, enclosed on page is a draft outline /structure
for the September open house. The Commission is welcome to further discuss plans for the
September open house and make any recommendations as to features that should be included.
Currently, Commissioners Krahn, Flanagan, Bonnett and Haehnel have volunteered to participate in
the September 15 open house.
V. STAFF / COMMISSION REPORTS
A. New Runway / Airport Open Houses — The most recent Eagan New Runway /Airport
Open House was held at Oak Ridge Elementary School on Thursday, July 14, 2005.
Approximately 2,100 invitations were sent to homeowners around Oak Ridge Elementary
School, and approximately 100 people were in attendance at the open house. Commissioners
Krahn, Dosland, Nierengarten and Flanagan all were in attendance at the Oak Ridge open house.
The next, and final, neighborhood open house is scheduled for August 18, 2005 at Pilot I riob
Elementary School. Approximately 1400 invitations have been sent to homeowners living
around Pilot Knob Elementary School. Commissioners Nierengarten, Mencel, Bomlett and
Flanagan have signed up to participate in the Pilot Knob open house. As a point of information,
Pilot Is'-lob Elementary School is not air conditioned.
B. Comments on the Draft Environmental Assessment for the 2015 Terminal
Expansion Project — Enclosed on pages through are comments that were sent by
the City of Eagan to the Metropolitan Airports Commission regarding the draft Environmental
Assessment (EA) for the 2015 Terminal Expansion Project. The City Council formally directed
the comments be sent to the MAC and copied to Eagan's Legislative and Congressional
delegations at the August 1, 2005 City Council meeting.
C. 2005 N.O.I.S.E. Conference / "It was a Success" - The 2005 summmer N.O.I.S.E.
Conference was successfully held at the Eagan Community Center July 20 — 22. There were
approximately 65 conference participants. A special thanks to Commissioners Thorkildson,
Nierengarten, Dosland and Aljets for their participation in the conference. Both City staff and
staff members from N.O.I.S.E. received excellent feedback about the conference location and the
excellent speakers that were brought in from across the country to discuss issues associated with
aircraft noise.
D. Community of the Year Award /City of Eagan — The National Organization to Insure a
Sound Controlled Environment (N.0.I.S.E.) named the City of Eagan as its Coln munit� of the
Year Award wimler for 2005. The award was presented to the City of Eagan at the 35
N.O.I.S.E. annual summer conference held in Eagan, Minnesota. The award, known as the Betty
Ann Kraluike Award, is granted to the community that has demonstrated a comprehensive
program to both combat airport noise and also educate citizens as to impacts of aircraft noise.
Enclosed on page is the press release that was issued by N.O.I.S.E. regarding the
Community of the Year Award. The City Council, at its August 1, 2005 meeting, recognized the
Airport Relations Commission for the excellent work over the past year in communicating to
residents about the new runway.
D. Northwest Airline and Mesaba Airline Representatives — At the June 20, 2005 ARC
workshop, there was consensus to invite representatives of Northwest Airlines and Mesaba
Airlines to an ARC meeting to provide an update on their respective businesses and the airline
industry in general. The Noise Oversight Committee (NOC) made a similar request of
Northwest Airlines, In speaking to Kathleen Nelson, Co -Chair of the NOC and representative of
Northwest Airlines, she noted that Northwest is currently in a 30 -day "cooling off period" and
thus would not be providing an update on its business to the Noise Oversight Committee until
such a period is complete. When Northwest Airlines resumes such updates, City staff will be in
contact with Northwest to inquire about a possible meeting with the Airport Relations
Commission.

future agenda items.)
VII. ADJOURNMENT
Per the request of the Commission, ARC meetings will go no later than 8:30 p.m. unless agreed
upon by the Commission.
