SUBJECT: AIRPORT RELATIONS COMMISSION MEETING / MONDAY,
NOVEMBER 7, 2005
A regular meeting of the Eagan Airport Relations Commission will be held on Monday. November
7, 2005 at 7:00 p.m. in the Eagan City Council Chambers. This meeting, which usually would
occur on the second Tuesday of the month, is rescheduled to November 7 due to the General
Elections taking place on November 8. h-i order that we have a quorum present, please contact
Maly Swenson at 651- 675 -5005 if you are unable to attend this meeting.
ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of the October 11, 2005 Airport Relations Conunission meeting are enclosed on
pages through . These minutes, as presented or modified, are in order for adoption
by the Commission.
III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of
public meetings to permit visitors to address items of interest that are not scheduled on the
regular agenda. Items that will take more than ten minutes or that require specific action can be
scheduled for a future agenda.
IV. OLD BUSINESS
A. Communication Subcommittees — Given the priorities the City Council and
Commission have placed on communicating airport issues to the Eagan community, the ARC has
established 3 communication subcommittees for the following subjects: Eagan newsletter
(Experience Eagan), the ARC notebook and Cable TV initiatives. Below is a listing of the
current Commissioners that serve on each of the subcommittees.
a. Newsletter Articles — Commissioners Thorkildson, Flanagan and Mencel
b. ARC Notebook — Commissioners Kralm, Dosland and Aljets
C. Cable TV — Commissioners Nierengarten, Haelulel, Bonnett and Prentice
Per the direction of the Commission at the October 11 meeting, a story is now being run on the
City's Cable television stations regarding the November 10 MAC quarterly public input meeting.
Preparation is now underway for the January /February 2006 newsletter, which will arrive in
homes during the week of January 3 — 8, 2006. If any members of the Commission have
recommendations as to a newsletter article for the January edition, they are welcome to share
those suggestions at the meeting. Additionally, if members have any other initiatives they would
like to see with regard to Cable TV, the ARC Notebook or the newsletter, suggestions are
welcome.
B. Eagan /Mendota Heights Corridor Analysis — Enclosed on pages through
is the September 2005 Eagan/Mendota Heights Corridor Analysis. Also enclosed on pages
through is the September 2005 Technical Advisory Report. The September reports
are the most current reports available on the MAC website. It is the practice of the Conmmission
to review the analysis reports and discuss any significant deviations that may have occurred or
any other noteworthy occurrences as reported in the analysis.
As a reminder, the first technical report regarding Runway 17 -35 will be distributed by the MAC
in mid December. At that time, the report will be distributed to the ARC.
C. January 2006 Open House / City Communication Plans — Per the direction and
discussion of the Commission in September, a recommendation was made to the City Council at
their September 20, 2005 Council meeting regarding communication strategies the City could
initiate following the opening of Runway 17 -35. Enclosed on page is a suimmary of the
communication initiatives outlined by the Commission and approved by the City Council.
Included in the communication plan is a recommendation to host an open house in January of
2006. Per the direction of the ARC at the October meeting, time has been allocated at this
meeting to discuss the format in which the Commission would like to take when hosting the
January meeting. Should it be the direction of the Commission to host the January open house, it
is suggested that various reconunendations be made on dates in which to host the open house. If
it is the desire of the ARC to host the meeting at the Community Center, Assistant to the City
Administrator Miller will speak to the Community Center staff to make sure the dates
recommended by the ARC are feasible with regards to the availability of the banquet rooms.
The Metropolitan Airports Commission and Noise and Environment staff are aware of the City's
intention to host the January open house and have offered to attend the meeting and present any
information requested of the City.
V. NEW BUSINESS
A. Runway 17 -35 Feedback — Between October 27, 2005 when the new runway opened
and November 1, 2005 when the packet was prepared, the City of Eagan has received
approximately 35 phone calls and 10 e -mails from residents concerned about the noise off
Runway 17 -35. At this time, the Commission is welcome to share any feedback they have heard
from residents and /or their own experiences as Eagan residents since the new runway has been in
operation. Assistant to the City Administrator Miller will also plan to provide a summary of the
comments and questions raised by residents thus far.
B. Metropolitan Airports Commission Capital Improvement Program, 2006 -2012 —
Enclosed on pages through for the Commission's review is the Assessment of
Environmental Effects (AOEE) with regard to the 7 -year Capital Improvement Program for the
Metropolitan Airports Commission. The Commission is asked to review the AOEE and provide
any recommended comments to the City Council for their consideration. Comments concerning
the Capital hnprovement Program must be submitted to the MAC by November 23, 2005.
Assistant to the City Administrator Miller will be in attendance at the public hearing with regard
to the AOEE on November 9, 2005.
C. December 13, 2005 ARC Meeting — hl years past, the ARC has made a decision in
November as to whether they would like to host an ARC meeting in the month of December.
The ARC has a Commission meeting scheduled for Tuesday, December 13, 2005. Due to past
years when the meeting has been held and a quorum has not been present, it was the
recommendation of Chair Thorkildson that this item be added to the agenda to discuss the
Commission's availability and desire to meet in the month of December.
VI. STAFF / COMMISSION REPORTS
A. November 10, 2005 MAC Quarterly Public Input Meeting — As a reminder, on
November 10, 2005, the Metropolitan Airports Commission will be hosting their quarterly public
input meeting at the Eagan Community Center. The meeting will begin at 7:00 p.m. and
conclude at approximately 8:30 p.m. Notice of the November 10 meeting was included in the
most recent edition of the Experience Eagan and it was also noted in the letter sent to all
residents regarding the opening of the new runway. All Commissioners who are able to attend
the November 10, 2005 meeting are welcome. It is possible that a few members of the Noise
Oversight Committee will also be in attendance at this meeting.
B. Correspondence / Eagan Residents Regarding New Runway — As was communicated
to the ARC at the October 11 meeting, correspondence was sent to all Eagan residents to notify
them of the opening of the new runway. Enclosed on pages through is a copy of
the letter that was signed by all City Councihnembers and sent to approximately 26,000
households in the City of Eagan.
C. City of Bloomington / Noise Annoyance Study — Enclosed on pages through
is a report from noise annoyance interviews conducted by a consultant retained by the
City of Bloomington. As noted in the report's cover letter, interviews were conducted in the
cities of Bloomington, Eagan, Minneapolis and Richfield in August of 2005. This item is for
informational purposes only and serves as an update to the Commission.
D. City of Bloomington / Request to Supplement the Dual Track Final Environmental
Impact Statement — Enclosed on pages through is the documentation that was
provided at the October 11, 2005 Metropolitan Airports Commission meeting with regard to the
city of Bloomington's request to supplement the Dual Track Final Environmental Impact
Statement. As is noted in the enclosed documents, the Metropolitan Airports Commission
denied the city of Bloomington's request.
E. Sun Current Article / New Runway Editorial — Enclosed on pages through
is an article that appeared in the October 13, 2005 Eagan Sun Current. Included with the
article is an editorial by Mayor Pat Geagan entitled `Balanced Approach Sought for Runway ".
F. Airport Noise Report / Wyle Noise Study — Enclosed on pages through is
the October 10, 2005 edition of the Airport Noise Report. The first story in the report
focuses on the study conducted by Wyle Laboratories for the City of Eagan with regard
to the noise data collected in advance of the new runway.
G. USA Today / Regional Jets — Enclosed on pages and is an article that
appeared in the November 1, 2005 edition of the USA Today regarding the scale back of
regional jet usage.
VII. ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that Commissioners have
the opportunity to ask questions or make requests for future agenda items.
VIII. ADJOURNMENT
Per the request of the Commission, ARC meetings will go no later than 8:30 p.m. unless agreed
upon by the Commission.
