SUBJECT: AIRPORT RELATIONS COMMISSION MEETING OF MAY 13, 2003
A regular meeting of the Eagan Airport Relations Commission will be held on Tuesday, May 13, 2003 at
7:00 p.m. in the Eagan City Council Chambers. Please contact Mary Swenson at 651- 681 -4605, if you are
unable to attend this meeting.
I. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of the April 8, 2003 meeting are attached on pages through . The minutes of
the April 28, 2003 workshop are attached on pages through . These minutes, as presented
or modified, are in order for adoption by the Commission.
III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public
meetings to permit visitors to address items of interest to the meeting that are not on the regular agenda.
Items that will take more than ten minutes or that require specific action, can be scheduled for future
agenda.
IV. OLD BUSINESS
A. ARC Communication Plan —On April 28, 2003, the ARC held a workshop to focus on the
2003 ARC Communications Plan. Per Commission direction at the workshop, a discussion is scheduled
for the May 13 ARC meeting to provide progress reports /concept ideas on the following
communications initiatives:
a. Newsletter article /sidebar facts—Commissioners DiNella, Thorkildson, and Hoopaw
b. ARC "Notebook" —Chair Staricha, and Commissioners Schlax and Thompson
c. Cable Television—Commissioner Nierengarten
B. ARC Goals —The City Council, at their April 15, 2003 meeting, accepted the recommended
2003 goals of the ARC. Enclosed on pages — through are the goals /priorities that were adopted by
the City Council. Many of the priorities identified by the Commission are currently underway. Since the
Commission meets on a monthly basis, staff thought it would be helpful to include the goals in each

packet in order that the Cormuission can monitor the progress being made on the goals and priorities
established by the ARC, If it is the desire of the Commission, a discussion can be held regarding any
strategies /actions the Cominission would like to take on any specific ARC goals that are not currently
being addressed.
C. Eagan /Mendota Heights Corridor Compliance —Per the request of the Commission at their
April 8 meeting, Commissioner Cook graciously volunteered to provide the Commission with an update
on the MSP Eagan/Mendota Heights Corridor Compliance. Attached on pages through is the
March 2003 Eagan/Mendota Heights Departure Corridor Analysis. Also enclosed, on pages through
is the March 2003 Technical Advisory Report. Lastly, enclosed on pages through is the
2002 v, 2003 Operations Comparisons Report. The March reports are the most recent reports available
from the MAC.
V. NEW BUSINESS
A. Review MSP Operations Forecast Methodologies—On May 7, 2003, the MAC's Planning
and Environment Committee was presented with potential methodologies to be used in preparing the
MSP Operations Forecast. The Forecast will be used to provide the projected number of operations at
the MSP Airport for the years 2003 -2007. The Forecast is important because the Part 150 Program
(Noise Mitigation) is based upon the projected operations of 2005. As you may recall, in May 2002, the
MAC pulled the Part 150 Program submittal to the FAA until such time as the Operations Forecast was
revised. In addition to revising the number of operations anticipated at the MSP Airport, the forecast
also reflects the updated fleet mixes being used by the airlines. In speaking to MAC staff, they
suggested that historically, the higher the number of projected operations, the larger the noise contours
will be.
According to MAC staff, the Forecast is anticipated to be complete in June or July of 2003, with a
public workshop to be held in late May. As is the usual practice of MAC, a public conuilent period will
follow the release of the forecast. Enclosed on pages through is a copy of the Power Point
presentation provided to the Planning and Environment Committee by HNTB Consulting regarding the
upcoming Forecast. Planner Dudziak attended the meeting and will be available to answer any questions
that the Commission may have regarding the presentation. The ARC is invited to discuss and comment
on the proposed Forecast.
B. Request from the City of Minneapolis re: a Resolution Supporting the Completion of
the 1996 Sound Insulation Program
Enclosed on pages through is correspondence from the City of Minneapolis, as well as a
proposed resolution supporting the completion of the 1996 Sound Insulation Program. The committee is
asked to discuss the resolution and provide a recommendation to the City Council regarding the request
of the City of Minneapolis.
VI. STAFF / COMMISSIONERS REPORT
A. Update: City of Eagan's Request to Televise MAC Meetings —Per the request of the ARC, a
letter was sent on March 31, 2003, under Mayor Geagan's signature, requesting that MAC televise their
monthly MAC meetings. Patrick Hogan, MAC's Director of Public Relations, contacted the City of
Eagan to thank the ARC for their suggestion. Hogan noted that MAC currently does not own any

recording equipment; however, he did contact Marl-, Hodgekiss, Connnunity Programining Manager at
the Bumsville /Eagan Cable Television (BECTV) facility, to inquire about the equipment used by the
City of Eagan to record public meetings, as well as the cost associated with the equipment. Mr. Hogan
is preparing a report in response to the City of Eagan's request, and will contact the City with the
MAC's conclusions upon its completion.
B. Correspondence: MAC Chairwoman Vicki Grunseth
Enclosed on page is a copy of the letter sent by MAC Chairwoman, Vicki Grunseth, in response to
the City of Eagan's request regarding the establishment of the MSP Noise Oversight Committee. MAC
staff has suggested that the first NOC meeting is currently being scheduled for some time during the
week of May 19 -23.
C. MSP Noise Oversight Committee (NOC) Recommendation —Per the recommendation of the
ARC, the Eagan City Council appointed Councilmember Cyndee Fields as the representative to the
NOC, and Assistant to the City Administrator Dianne Lord as the Alternate to the NOC. Furthermore,
as requested by the ARC, the City Council directed that Ms. Lord attend all of the NOC meetings, in the
event that Councilmember Fields is unable to attend, to keep the City Council, ARC, and staff updated
of any action taken by the NOC. Enclosed on page is a copy of the letter sent to the MAC stating
Eagan's appointments to the NOC.
D. MAC Meeting Updates —Staff will provide a brief update on the April 21, 2003 MAC meeting
of the full connnission, as well as the May 7, 2003 Planning and Environment Cornrnittee meeting.
E. MAC Public Input Meeting April 22, 2003 Connnissioners DiNella and Thorkildson both
attended the public input meeting recently held at the MAC. At the time the packet was prepared, MAC
did not have the cornrnents prepared in written form. If it is the desire of the Commission,
Commissioners DiNella and Thorkildson, could provide a brief update on the discussion that took place
at the April 22 meeting.
F. MSP Joint Airport Zoning Board —May 15, 2003 and April 24, 2003 Commissioner Schlax
and Planner Dudziak will provide a brief update on the most recent MSP Joint Airport Zoning Board
meeting.
VII. COMMISSION DISCUSSION (Per the request of the Commission at the March 3 Goals
setting workshop, this agenda item has been added so that commissioners have the opportunity to
ask questions or make requests for future agenda items.)
VIII. ADJOURNMENT
The Commission meetings will go no later than 8:30 p.m. unless agreed upon by the Commission.
