Old Business
A. ARC Communication Plan On April 28, 2003, the ARC held a workshop to focus on the
2003 ARC Communications Plan. Per Commission direction at the May 13 workshop, a discussion is
again scheduled for the June 10 ARC meeting to provide progress reports /concept ideas on the
following communications initiatives:
a. Newsletter article /sidebar facts — Commissioners DiNella, Thorkildson, and Hooppaw
b. ARC "Notebook" —Chair Staricha, and Commissioners Schlax and Thompson
c. Cable Television — Commissioners Nierengarten and Kralul
B. Eagan /Mendota Heights Corridor Analysis —Per the request of the Commission at the
May 13 ARC meeting, the discussion and analysis of the Eagan/Mendota Heights Corridor
was continued to the June 10 meeting to allow the Commission to utilize the April reports
for comparative purposes. Commissioner Cook has graciously volunteered to provide the
Commission with an update on the reports. Attached on pages through is the April
2003 Eagan/Mendota Heights Departure Corridor Analysis. Also enclosed, on pages
through , is the April 2003 Technical Advisory Report. Lastly, enclosed on pages
through is the 2002 v. 2003 Operations Comparisons Report for the month of April.
The April reports are the most recent reports available from the MAC.
New Business
A. Resolution re: Eagan's Representation on the Metropolitan Airports Commission
(MAC) —Per the request of Chair Staricha, enclosed on page is a proposed resolution he
prepared regarding Eagan's representation on the MAC. The item is included on the agenda for
Commission discussion at the June 10 meeting.
Staff /Commission Report
A. Correspondence to MAC re: Sound Insulation Program —Per the request of the ARC, the
City Council directed that correspondence be sent to MAC suggesting that they complete the
1996 Sound Insulation Program as presented. Enclosed on page is a copy of the letter that
was sent to the MAC on May 14, 2003. This is an informative item and requires no
Commission action.
B. Correspondence to MAC re: the Part 150 Forecast Update —Per the request of the ARC,
the City Council directed that correspondence be sent to MAC suggesting that MAC utilize the
passenger operations forecasts of the FAA Terminal Area Forecasts (TAF) when selecting the
methodology to be used in the Part 150 Forecast Update. Enclosed on page _ is a copy of the
letter that was sent to the MAC on May 21, 2003. This is an infonnative item and requires no
Commission action.
C. Noise Oversight Committee Meeting —The first official Noise Oversight Committee is
scheduled for Thursday, June 26 at IPM. Councilmember Fields, serving as Eagan's
representative, and Assistant to the City Administrator Lord, serving as Eagan's alternate
member, will attend the meeting. This item is an infonnative item only and requires no
Commission action. Lord will provide an update on the NOC meeting at the July 8 ARC
meeting.
D. MAC Meeting Update —Staff will provide an update on the May 19, 2003 MAC meeting, as
well as the June 4, 2003 MAC Planning and Environment Committee meeting.
E. MAC Public Input Meeting —As discussed at the May 13 ARC meeting, MAC held a public
input meeting on the night of April 22, 2003 to discuss airport noise. Enclosed for the
Commission's information on page through is a copy of the public cormnents made at
the meeting, as well as a summary memo that went to the MAC Commissioners, which is
included on pages through .
F. MSP Joint Airport Zoning Board :June 5, 2003— Commissioner Schlax and Planner
Dudziak will provide a brief update on the most recent MSP Joint Airport Zoning Board
meeting.
G. MSP Noise News —Per the Commission's direction, all ARC Commissioners have been added
to the MSP Noise News distribution list for future publications. Enclosed on pages is
is a copy of the most recent MSP Noise News published in April 2003.
H. Press Releases/Newspaper Articles —For the Commission's information, enclosed on page
through is a copy of the recent article that appeared in the Star Tribune regarding night
flights and noise complaints at the MSP Airport. Also enclosed, on page is a copy of an
article from the Nation's Cities Weekly newsletter regarding the recent passage of Federal
legislation related to the FAA and overall airport issues.
