If a notice of less than 96 hours is received, the City of Eagan will attempt to provide such aid. city of eagan MEMO TO: CHAIR STARICHA AND THE EAGAN AIRPORT RELATIONS COMMISSION FROM: DIANNE LORD, ASSISTANT TO THE CITY ADMINISTRATOR DATE: JUNE 30, 2003 SUBJECT: AIRPORT RELATIONS COMMISSION MEETING OF JULY 8, 2003 A regular meeting of the Eagan Airport Relations Commission will be held on Tuesday, July 8, 2003 at 7:00 p.m. in the Eagan City Council Chambers. Please contact Mary Swenson at 651- 681 -4605, if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. APPROVAL OF MINUTES The minutes of June 10, 2003 are attached on pages through . These minutes, as presented or modified, are in order for adoption by the Commission. III. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest to the meeting that are not on the regular agenda. Items that will take more than ten minutes or that require specific action, can be scheduled for future agenda. IV. OLD BUSINESS A. ARC Communication Plan— Thanks to the hard work of the ARC members, the City has had a series of articles in the past three City newsletters, as well as a Your Town News story, all of which focused on the impact of the MSP Airport. Enclosed on page is a copy of the most recent article that appeared in the July /August Experience Eagan newsletter. Per Commission direction, a discussion is again scheduled for the July 8 ARC meeting to provide progress reports /concept ideas on the following cornmunications initiatives: a. Newsletter articles— Commissioners DiNella, Thorkildson, and Hooppaw b. ARC "Notebook" —Chair Staricha, and Commissioners Schlax and Thompson C. Cable Television—Commissioners Nierengarten and Krahn -1- B. Eagan /Mendota Heights Corridor Analysis —Per the direction of the Conunission at the June 10 ARC meeting, the correspondence enclosed on page , was sent to Chad Leqve, Manager of the Aviation Noise and Satellite Programs to address noncompliance within the Corridor. At the time the packet was prepared, the City had not received a response from the MAC. Assistant to the City Administrator Lord placed a call to Mr. Leqve requesting that a response be prepared prior to the July 8 ARC meeting in order that the Commission could view the response at the ARC meeting. Attached on pages through is the May 2003 Eagan/Mendota Heights Departure Corridor Analysis. Also enclosed, on pages through , is the May 2003 Technical Advisory Report. At the time the packet was prepared, the 2002 v. 2003 Operations Comparisons Report for the month of May was not posted on the MAC website. Assistant to the City Administrator Lord will have copies of the May Comparisons report to distribute at the ARC meeting if it is posted on the MAC website prior to July 8. The May reports are the most recent reports available from the MAC. Should it be the Commission's desire, further discussion regarding Corridor compliance would be in order. C. Resolution re: Eagan's Representation on the Metropolitan Airports Commission (MAC) —Per the request of the Commission, research was conducted to determine if Governor Pawlenty had proposed a restructuring of the MAC. After speaking to two policy staff members in the Governor's office, they both confirmed that the Governor did not propose the restructuring of the MAC. However, Legislators Wilkin, Wardlow, Powell, Seagren, and Holberg proposed a bill regarding the appointments and terms of MAC Corrunissioners. The bill, HF883, is enclosed on pages through _. The bill was heard in the Local Govermnent Affairs Conunittee, where it was recommended for passage; however, the bill never made it beyond committee status. Per the direction of the Commission, the resolution enclosed on page , which was prepared by ARC Chair Staricha, is included as an agenda item for further Commission discussion. D. Response to inquiries from the April 22, 2003 MAC Public Input Meeting —At the June 10 ARC meeting, the Commission made two inquiries based on concerns raised at the MAC's most recent public input meeting: 1.) Top Ten Noise Events in Eagan; and 2.) Regulation of Fuel Dumping. Enclosed on page through _ is a report from the Office of Environment at MAC summarizing the top ten noise events at each RMT in Eagan between the months of March -May, 2003. Enclosed on page is e -mail correspondence from the Pollution Control Agency regarding the regulation of dumping fuel. VI. STAFF / COMMISSION REPORT A. Noise Oversight CommitteeCouncilmember Cyndee Fields and Assistant to the City Administrator Lord attended the first Noise Oversight Committee (NOC) meeting on Thursday, June 26. Lord will be prepared to provide the Commission with a summary of the first NOC meeting at the July 8 ARC meeting. B. MAC Meeting update —A meeting of the MAC was held on June 16, 2003. At the meeting, the MAC delayed their vote on the Part 150 forecast assumptions in order to give the Noise Oversight Committee (NOC) the opportunity to cornment on the assumptions. Enclosed on pages through is the June 17, 2003 Star Tribune article regarding the MAC's decision to delay the -2- vote. The next MAC meeting will take place on Monday, July 21 at which time the MAC will receive the continents and recommendations from the NOC regarding the proposed Part 150 Forecast Assumptions. It is anticipated that the MAC will be prepared at that time to take action on recommending the forecast assumptions to the FAA. C. MSP Joint Airport Zoning Board (JAZB) —As Planner Dudziak noted at the June 10 ARC meeting, the JAZB has not met since they submitted the final Draft Airport Zoning Ordinance to MnDOT. The JAZB will reconvene when they receive a response from the MnDOT Cormnissioner regarding the draft ordinance. D. Realtor's Forum Airport Presentation —Per the Conunission's request, enclosed on pages through is a copy of the Power Point Presentation that was made at the May 21, 2003 Realtor's Forum. E. N.O.LS.E. Publication— Enclosed on pages through is the most recent edition of the N.O.I.S.E. newsletter. VII. ROUNDTABLE Per the request of the Commission at the March 3 Goals setting workshop, this agenda item has been added so that commissioners have the opportunity to ask questions or make requests for future agenda items.)
