SUBJECT: AIRPORT RELATIONS COMMISSION MEETING OF AUGUST 12, 2003
A regular meeting of the Eagan Airport Relations Commission will be held on Tuesday, August 12,
2003 at 7:00 p.m. in the Eagan City Council Chambers. Please contact Mary Swenson at 651- 676 -5005,
if you are unable to attend this meeting.
I. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of July 8, 2003, 2003 are attached on pages through . These minutes, as
presented or modified, are in order for adoption by the Commission.
III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public
meetings to permit visitors to address items of interest to the meeting that are not on the regular
agenda. Items that will take more than ten minutes or that require specific action, can be scheduled
for future agenda.
IV. OLD BUSINESS
A. ARC Communication Plan —As is customary, an agenda item is included to provide
progress reports /concept ideas on the ARC's communications initiatives. Currently, a Your Town
News story regarding the proposed addition to the FAA Reauthorization Bill is being prepared, as is a
story on the deviation that has been occurring outside of the Eagan/Mendota Heights Corridor. The
following are the ARC communications subcommittees, which have been provided should the
subcommittees wish to provide an update:
a. Newsletter articles—Commissioners DiNella, Thorkildson, and Hooppaw
b. ARC "Notebook" —Chair Staricha, and Commissioners Schlax and Thompson
C. Cable Television Commissioners Nierengarten and Krahn

B. Eagan /Mendota Heights Corridor Analysis — Per the direction of the Commission at the
June 10 ARC meeting, correspondence was sent to Chad Leqve, Manager of the Aviation Noise and
Satellite Programs to address noncompliance within the Corridor. Enclosed on page is a letter of
response from MAC. Mr. Leqve apologized to me for the delay in responding, as he did not receive
the letter due to an office move. As stated in the letter, Mr. Leqve has suggested that he and Cindy
Greene, MSP FAA Air Traffic Control Tower Operations Support Manager, attend the
Commission's September 9, 2003 ARC meeting to further discuss the deviation and answer any
question the Commission may have (see New Business Item A).
Attached on pages through is the June 2003 Eagan/Mendota Heights Departure Corridor
Analysis. Also enclosed, on pages through , is the June 2003 Technical Advisory Report,
The June reports are the most recent reports available from the MAC. At the time the packet was
prepared, the 2002 v. 2003 Operations Comparisons Report for the month of June was not posted on
the MAC website. Enclosed on pages through _ is the May Operations Comparison Report.
Assistant to the City Administrator Lord will have copies of the June Comparisons report to
distribute at the ARC meeting if it is posted on the MAC website prior to August 12. Should it be the
Commission's desire, further discussion regarding Corridor compliance would be in order.
C. Resolution re: Eagan's Representation on the Metropolitan Airports Commission —
Per the direction of the Commission, the letter enclosed on page was sent to Governor
Pawlenty's office to inquire about his position on the structure of the MAC. At the time the
packet was prepared, the City had not received a response.
The Commission, at their July 8 meeting, requested that this item remain on the meeting agenda
for the month of August. Enclosed on pages through is the legislation that was proposed
this past legislative session by Legislators Wilkin, Wardlow, Powell, Seagren, and Holberg
regarding the appointments and terms of MAC Commissioners. Enclosed on page is the
resolution prepared by Chair Staricha, should the Commission wish to discuss the matter further.
For the Commission's information, the next Legislative session begins on February 2, 2004.
D. Response to Inquiries from the April 22, 2003 MAC Public Input Meeting — Per the
request of Chair Staricha at the July 8 ARC meeting, this item is again included in the packet for
further Commission discussion. At the June 10 ARC meeting, the Commission made two inquiries
based on concerns raised at the MAC's most recent public input meeting: 1.) Top Ten Noise Events
in Eagan; and 2.) Regulation of Fuel Dumping. Enclosed on page through is a report fiom
the Office of Environment at MAC summarizing the top ten noise events at each RMT in Eagan
between the months of March -May, 2003. Enclosed on page is e -mail correspondence from the
Pollution Control Agency regarding the regulation of dumping fuel.
V. NEW BUSINESS
A. Discussion re: the September ARC Meeting with Representatives from MAC and the
FAA — As noted in Old Business Item B., Chad Leqve, Manager of the Aviation Noise and Satellite
Programs for MAC, and Cindy Greene, MSP FAA Air Traffic Control Tower Operations Support
Manager, both will be in attendance at the September 9, 2003 ARC meeting to further discuss the
Commission's concerns regarding recent noncompliance within the Eagan/Mendota Heights
Corridor. Should it be the Commission's desire, a discussion at the August meeting could take place

regarding the specific questions and issues the Connnission would like to raise when meeting with
Mr. Leqve and Ms.Greene.
B. Airport Disclosure/Declaration Legislation: State of California – Eagan City
Councilmembers Peggy Carlson and Cyndee Fields recently attended the annual N.O.I.S.E.
conference in Washington D.C. While at the conference, there was significant discussion regarding
the legislation recently approved by the State of California requiring property owners to issue a
declaration if the property is located in the vicinity of an airport. Enclosed on pages through _
is the bill that was passed by the State of California.
The City Council, at their July 22 workshop, directed the ARC to discuss the issue of disclosure, and
provide a reconunendation to the City Council.
C. Addition to the FAA Reauthorization Bill – On July 31, 2003, an addition was made to the
FAA Reauthorization Bill that would limit U.S. airports from using federal Airport Improvement
Program (AIP) funds to pay for noise mitigation beyond the 65 db DNL noise contour. Enclosed on
page is the notice that was sent to the City by N.O.I.S.E. In response to the proposed provision,
the Eagan City Council directed that letters be sent to all members of Minnesota's Congressional
delegation voicing opposition to the provision, as well as copied to cities surrounding the MSP
Airport. Enclosed on page is a copy of one of the letters that was sent. This item is intended as an
informational item and doe not require action.
VI. STAFF / COMMISSION REPORT
A. Noise Oversight Committee — Assistant to the City Administrator Lord attended the Noise
Oversight Committee (NOC) meeting on July 17, 2003. Enclosed on pages through are the
draft minutes from the NOC meeting. Also enclosed, on pages through , is the public input
form approved by the NOC. This form is intended to be provided to anyone that wants to bring an
issue to the attention of the NOC. Lastly, enclosed on pages through is correspondence from
Chad Leqve, Manager of the Aviation Noise and Satellite Programs at MAC, stating that the NOC
unanimously approved the establishment of June 26, 2003 as the official start date of the members'
terms.
B. MAC Public Input Meeting updateA public input meeting was held at MAC on July 22.
Enclosed on page is a memo summarizing the issues raised at the public meeting.
C. MSP Joint Airport Zoning Board (JAZB) —As Commissioner Schlax noted at the July 8
ARC meeting, the JAZB has not met since they submitted the final Draft Airport Zoning Ordinance
to MnDOT. The JAZB will reconvene when they receive a response from the MnDOT
Conunissioner regarding the draft ordinance.
D. Commissioner DiNella: Acoustics Information — Enclosed on pages _ through is a
note from Commissioner DiNella, along with corresponding information regarding Acoustics. This
item is included for the Commission's information and does not require any action.
E. MSP Noise News — Enclosed on pages through is the most recent addition (June
2003) of the MSP Noise News.

VII. ROUNDTABLE Per the request of the Commission at the March 3 Goals setting
workshop, this agenda item has been added so that commissioners have the opportunity to ask
questions or make requests for future agenda items.)
VIII. ADJOURNMENT
Commission meetings will go no later than 8:30 p.m. unless agreed upon by the Commission.
