Commission Members present: Chair Laurie Halve Palmer and Matthew Steele. Member Andrea Todd-Harlin was absent Director Juli Seydell Johnson; Paul Olson, Superintendent of Par Manager. APPROVAL OF AGENDA Member Palmer moved, Member Dahlquist seconded, with all present agenda with no changes. APPROVAL OF MINUTES OF JANUARY 12, 2012 Member Dahlquist moved, Member Steele seconded, with all present approve the minutes of January 12, 2012. VISITORS TO BE HEARD There were no visitors to be heard. Director Johnson stated with the nice weather the public is inqu restrooms and water. Activities at the Eagan Community Center include an art work dis Mystery Dinner & Casino Night where a theatrical group performed Out in the parks, a new agreement is in place with the Eagan Ath storage building located at Lexington/Diffley near the water tow funding the project. The building will then be donated to the C Athletic Association for storage. A Woodland restoration projec Johnson also mentioned that we are working on revisions to the C Ash Bore infestation should that come to Eagan. Currently we ha that are diseased with Oak Wilt or Dutch Elm but since Emerald A disease, it takes a little change in our wording of our ordinanc when that would happen. BACKGROUND/HISTORY: In recent years, the City of Eagan has received several requests of an Off-Leash Dog Area (OLDA) within the City limits. Accordin approximately 3000 dogs are currently licensed in the City thoug be 12,000 (licenses are now for 2 years). The number of licensed evaluation (4350 in 1999) though that may not be indicative of t Until recently, the issue had been considered by the APrC on at 2000. In both instances, no action was taken. The issue was also developed in 2005 with no definitive conclusion drawn. At its meeting of September 14, 2011, the Eagan APrC reviewed the costs associated with the th development and operation of an OLDA and subsequently recommende the development of a City operated OLDA on park property within physical criteria that research and anecdotal evidence deemed to ultimately developing and operating an OLDA. Using the criteria, Blackhawk, Thresher Fields) were identified for additional revie the site, absence of an existing use, and natural features that OLDA. On January 12, 2012, in a workshop setting and as part of the re discussed the criteria scoring as applied to the three potential Thresher Fields Park was the preferred location for the developm physical challenges with any of the sites, Thresher appeared bes of the nonresidential location, the size and diversity of the si restrooms and parking. The APrC subsequently voted to recommend to the City Council th OLDA and also that a projected $45,000 saving in the Parks CIP f reallocated for the initial OLDA development. The APrC reviewed a draft of the policies and administrative pro of March 13, 2012. At the end of s Markets, #1 in Minnesota and Top 20 in the nation voted on by the public. In 2011, the event attracted over 34,000 visitors, a previous year (5 weeks were added on in 2011). Halloween Hodgepodge is held in October at the Eagan Community Center with activities of the building including carnival games, magic shows, family danc preschool activity room and much more.
