MINUTES OF REGULAR MEETING OF SEPTEMBER 17, 2012
A regular meeting of the Advisory Parks Commission was called to order at 7:00 p.m. on Monday,
September 17, 2012. Commission Members present: Chair Laurie Halverson, Member Todd-Harlin, and
Member Hobot. Member Steele and Member Palmer were absent. Staff members present included Director Juli
Seydell Johnson, Mark Vaughan, Eagan Community Center Campus Facility Manager, Melissa Wind, Eagan
Community Center Rental Coordinator, and Amy Grannes, Office Supervisor.
APPROVAL OF AGENDA
Chair Halverson asked Director Johnson if there were any changes to the agenda. Director Johnson stated
there were no changes to the agenda.
APPROVAL OF MINUTES OF JULY 16, 2012
Member Todd-Harlin moved, Member Hobot seconded, with all present members voting in favor to
approve the minutes of July 16, 2012.
VISITORS TO BE HEARD
There were no visitors to be heard.
Director Johnson stated that Market Fest runs through September 26th. There has been a spike in the
occurrence of Oak wilt but Dutch Elm is down. Our turf has been struggling due to drought conditions, which
means a limited ability to spray for broadleaves so we may see some effects from this in the coming weeks and

next spring. Lone Oaks Days Saturday September 22and Sunday September 23at Holz Farm from 11:00
a.m.-4:00 p.m., free event for families. New playground project at Wescott Commons Park replacing the old
playground with a new one, the old playground equipment is being recycled and donated to the organization
called Kids Around the World. Volunteers are sent to remove the old equipment and then itis shipped to a third
world country where it is reinstalled and used by kids. Seasonal reminder Park facility restrooms are closed for
the season they will only be open during schedule events or rentals, portable toilets will be available at some sites.
CONSENT AGENDA
Director Johnson gave a brief overview of the Bennerotte subdivision rezoning Memo and stated staff
recommended is the trail and park dedication be met through a cash dedication and the applicant must fulfill tree
mitigation and tree preservation as indicated in the Memo attached. Member Todd-Harlin moved, Member Hobot
seconded to approve the Consent Agenda, with all members present voting to adopt the agenda.

OTHER BUSINESS AND REPORTS
Melissa Wind, Eagan Community Center (ECC) Rental Coordinator, gave a presentation regarding the
ECC top 10 highlights of 2012. The annual shutdown week was the last week in April which worked out great
and they will continue with this trend. Fitness programs at the ECC Silver Sneakers and Blue Cross Blue Shield
Do campaign. Melissa spoke about the introduction of the organics pilot program for recycling and composting
trash. ECC has new catering and alcohol contracts with Greenmill, Classic Catering, and the Roast Pear. ECC
booked over 250 rentals event for September and October. Melissa also statedthat they are going to revamp the
Blast birthday party options. Melissa concluded with 10 year anniversary in 2013 they will have promotions and
many other events to celebrate this milestone with the Community.

Mark Vaughan, Campus Facility Manager, gave a presentation on the division reports for Cascade Bay
and the Civic Arena.Mark started with discussing Cascade Bay (CB). Perfect summer of hot weather and
returning hires which lead to a very successful year at CB. Mark stated this is more than a swim park we also
have the Wise Swim School lessons and with the certification of over 23 lifeguards. Member Todd-Harlin had a
question on what revenue area is the ECC trying to increase. Mark responded that they are looking to increase the
after 4:00 attendance numbers. Mark then went into the division report for the Civic Arena. Our in house Skating
School gave over 1695 lessons. Club Skate has been a fun addition and well received by all. This facility houses
many events from trade shows to arena softball to tournaments. New to the arena is the Northern Educate Hockey
Academy that houses over 60 students during the week. Member Todd-Harlin had a question on market
availability s response was events that we book draw other
events and this isa great way for networking.
COMMUNICATIONS
Director Johnson mentioned ane-mail praising our puppet wagon staff, aresident and her children had a
great time this summer, and she stated staff did a great job.
ROUND TABLE
Member Hobot commented an article he read regarding an ad about a dog park not here but it had some
interesting list of dog park etiquette. Chair Halverson commented that she has been up at the Off-Leash Dog Area
alot and it is wonderful to see that project come to fruition. It is getting great response from the Community and
it is nice addition for the City of Eagan.

PROPOSAL:
Dakota County CDA is proposing a Comprehensive Guide Plan Amendment (from HD, High Density to MD,
Medium Density), a Rezoning (from R-4, Residential Multiple and R-2, Residential Double to P
Development), a Preliminary Planned Development (Riverview Ridge Townhomes) and Final Plat to create
one lot upon approximately 4.3 acres currently legally described
and part of Government Lot 3, Section 9, Township 27, Range 23.
BACKGROUND/EXISTING CONDITIONS:
The site is located east of Sibley Memorial Hwy. The development co

PROPOSAL:
Hunter Emerson is proposing a Rezoning from P, Park, to PD, Planned Development, a Preliminary Planned
Development and Preliminary Subdivision (Dakota Path) to create 174 lots and 8 outlots upon approximatel
80 acres located at 1310 and 1290 Cliff Road, south of Cliff Roa
Avenue. The property is legally described as Lot 1, Block 1, Pa

The City has recognized that the provision of a City wide, non-m

ITEM OVERVIEW: Consideration of 2013 fees and charges.
BACKGROUND/HISTORY:
The APrC is asked to annually review the fees charged for privat
equipment. Based on a recommendation by the APrC, the City Coun
charged during fiscal year 2013. The fee schedule in 2012 saw n
2% increase from 2010 to offset increased operating expenses.

ITEM OVERVIEW: Recommend to the City Council the Park & Trail Dedication Fees for 2013
BACKGROUND/HISTORY:
When reviewing development proposals, the APrC makes a recommend
satisfying park and trail dedication requirements, the two optio
