Also, are you familiar with the City's comprehensive guide document? It would be helpful if you could share with the City Council your conception of the role of the Advisory Planning Commission and how it interrelates with citizen groups and the actual planning of our community. Advisory Parks, Recreation & Natural Resources Commission As an applicant for the Advisory Parks, Recreation & Natural Resources Commission, how do you perceive the City's trail system? Also, do you feel the City has a balance of passive and active park land? If not, what are some changes you would recommend? The Commission's role was recently expanded to encompass natural resources in addition to parks and recreation. How do you see your interests relating to each of these areas? Cable Commission Candidates Are you familiar with public access and, if so, how do you perceive the needs for our public access studio and programming? also, do you have any comments regarding the joint commission arrangement between the cities of Burnsville and Eagan regarding the administration of cable television for these two communities? You may or may not be familiar with the programming that is being offered by Meredith Cable but if you are, do you have any comments regarding the services that are offered? Airport Relations Committee Candidates What do you do you see as the most important issues facing the Metropolitan Area pertaining to aircraft noise? What do you perceive Eagan's role in these issues to be? How do you think the City can best address the noise situation for residents? How can this be balanced with the business community's convenient air transportation needs? Economic Development Commission Candidates What do you perceive as some of the more positive economic/commercial developments in Eagan in the recent past? What do you believe are Eagan's strengths and weaknesses from the standpoint of prospective employers and businesses? What types of employers or businesses would the City benefit by having? Eagan has more miles of interstate frontage than any city in the metro area; how do you believe the City should utilize this amenity for economic development? Solid Waste Abatement Commission As an applicant for the Solid Waste Abatement Commission, how do you perceive the effectiveness of the City's residential recycling program? In what ways do you see the City's waste abatement efforts expanding in the future? What do you believe we need to do to increase participation by Eagan households which do not recycle? Are you familiar at all with business or workplace recycling? If so, what is your experience with either? Mayor Egan and the City Councilmembers have scheduled a special City Council meeting for the purpose of interviewing those residents of the City who have indicated that they wish to be considered for appointment or reappointment to a commission. That meeting has been scheduled for Tuesday evening, January 10, 1995, in the Conference Rooms at the Municipal Center, 3830 Pilot Knob Road. All candidates for the City's commissions, including incumbents, have been scheduled for interviews of ten minutes each. Your scheduled time is 3—p.m. Please contact Diane Palmersheim at 681-4601 to confirm that you will be able to attend at the scheduled time. Because incumbent members have been interviewed in the past, they may elect not to be interviewed again and should contact Diane to indicate their preference. When you arrive at the Municipal Center, please park in the east parking lot, enter by the main door, and have a seat in the lobby. I will come to the lobby and escort you to the interview. Please note that we will begin with dinner at 5:00 p.m. with the first interview to begin at 5:30 p.m. The interviews have been scheduled according to Commission and then in alphabetical order. Due to scheduling conflicts and cancellations, some interviews were moved to take advantage of a cancellation time, so not all will be in that order. Please note that the interviews go well into the evening and it is important that we begin on schedule and try to stay on schedule. We used a standardized application form, but not everyone returned completed applications. For your information,we have included the attendance record for each of the commissions. I believe the future development of Eagan is one of the most important challenges our city faces. I have worked in the construction industry for over 10 years and feel that this exposure will aid in my ability to help direct the future development of Eagan. I was surprised to learn that the EDC does not now have a specific voice for small business. It is small business that will provide the steadiest long-term jobs growth for Eagan. Our community should be proactive in incubating these businesses and in helping them succeed, especially during their 2nd through the 4th years. Very small businesses (1 to 5 employees) and small businesses have special needs and concerns that, when overlooked,can spell disaster for the business and instability for the community. As an EDC member, I would hope to lead an effort toward designing a plan to address these issues, including methods and means for long-range implementation. My 14 years of business consulting experience has been with all business sizes: I recently helped a large cli- ent plan a 180 person staff reduction; I also work with many entrepreneurial individuals and small business- es;and I owned and managed a company of 17 personnel. Today,I train and teach my own system of planned gen- eral management which is appropriate for organizations of all sizes from a family of two to a Fortune 50 com- pany. I also design marketing, business and personnel plans, and conduct business and site evaluations as well as venture capital projects. Although my major clients are away from the Twin Cities, when I travel (which is seldom)it is generally on a Wednesday through the weekend. I believe that for Eagan's future, we need to attract or develop a variety of businesses and business sizes, from tier marketing couples (e.g. Amway) to large employers (e.g. West Publishing); help our existing busi- nesses stay or become viable, even while we aggressively pursue new or relocating businesses; provide hope and new business opportunities for laid off workers; and liaison with our schools to assure that our future (and in some cases present) employees and business owners have the basic skills needed(e.g.financial manage- ment,planning,team theory and management,memo writing and oral communications). We need to develop low traffic (wholesale?) and super light manufacturing as a way of filling our strip malls; to take special aim at building our daytime job base (those people who work, eat, shop and sleep here);and we must better exploit Eagan's corridor potential. We need businesses that are ready to move into our strip malls when the present tenants expand away- these empty strip areas are what prospective business owners and their families see when they tour our city - and we must discourage the community and business instability caused when firms repeatedly move from one new de- velopment to another (this is like the town that built three separate bridges because they kept moving the roadway 30 feet,then they bragged about having three beautiful bridges). 8 Page 2 Before we provide any business with preferential treatment or advantage, we need to have specific, routinely attainable performance and accountability commitments-we must work to assure our City's continuing return on investment whether through jobs,tax-base improvements,or public-private partnership dividends. They shouldn't be there anyway." 3) After a discussion of the problems with the Stinar request— "These small businesses are not used to spending money on facilities or their employees; small business owners are used to pocketing their excess profits. We have to get some of those profits out of their pockets." 4) Each time I asked that we take time to focus and plan by purpose rather than urgency and/ or to develop methods for purpose based planning so we can be more ready next time— What you say, doesn't apply to this." or "We don't have time for that, the real world doesn't allow time for. . ." MSWD\EDCEVAL1\12/29/94\TJP 311 HOW WE WORK AND INTERACT AND WHY Culture is the collection of how people in an organization think and act,ie.,the sum of their habits and the thinking behind these habits—why and how they"get things done around here." Three levels of work and interaction in any organization— Level 1 Performing tasks and functions Focus on developing,marketing and selling the product and service Level 2 Improving process and systems Focus on individual and team involvement toward Total Quality Management (TQM), Continuous Improvement or other process improvement type initiatives Level 3 Improving the quality of thinking by individuals within the organization Focus on thinking and interaction by individuals and teams—not on what we do, but on how we think and what this means to what we do These Levels feed from 3 to 2 to 1,hardly at all from 1 to 2 or to 3. (This means that task role- modeling does not work very well in creating a team or workforce that will take positive initiative.) Going deeper,to Level 2 or 3, does not always seem immediately more desirable because it's easier to change what we do,in the very short term,than how we think. A Level 1 organization encourages focus by urgency,that is, always putting out fires, and "hot button management"— power's prerogative because of the crisis and because of power's perceived higher accountability. Level 2 or 3 presentations to Level 1 individuals or organizations provoke defensiveness as Level 1 thinkers imagine that their task competencies are being challenged. They shout for specifics on exactly what task changes are demanded. They resist the perceived challenge to their position and power within the existing culture. When they are finally ready for change,Level 1 individuals say, "Tell me what to do and Ill do my best." New thinking to them means new or more tasks. As I review the past year and look toward 1995, pert of that review includes my participation EDC. As incoming chair, I would like briefly to share with you my ideas to further enhance the role of Megan's MAC. Since my initial appointment in 1990, the EDC has participated in some noteworthy and important issues (e.g. creation of a convention and visitors bureau, TIF, special service district for Cedarvale) ; however, there has always been a sense of frustration regarding a sense of purpose, commission expectations and usefulness to you as City policymakers. In fact, a self examination vision and planning initiative, unveiled in 1992 by Commission Members, Debra McMartin and Tom J. Pederson provided some suggestions for re-examining our methods and procedures to "change the way we as a commission do business." unfortunately, this initiative failed to gather support and thus, we continue to do business as usual. I've heard that insanity is thinking we can get better or different results while continuing to do the same things and think the same ray. Our challenge is to insist this does not happen. While the type of thinking outlined in the initiative may be "outside the box", the time is here to again look at that way of thinking. To do that and be successful, we need better methods to help our commission prioritize issues, engage in more productive deliberations and provide the Council better inf r team itself. before this can evolve, we need to recognize (EDC) This means we need ivvalue each teamour eor for who they are and the unique perspect As you know, Tom J. Pederson's term on the EDC is up for reappointment and you have his letter requesting a one-year appointment to the EDC. Tom is an expert in organizational development. This is the type of expertise we need to help the EDC continue to evolve into a more cohesive, team oriented commission.
