SUBJECT: SPECIAL WORKSHOP/TUESDAY, FEBRUARY 7, 1995
The City Administrator contacted Mayor Egan and suggested that a special work session
be scheduled preceding the February 7 City Council meeting for the purposes of touring
the Police facility, considering joint powers agreements that are under negotiation by the
City for the 149/55 corridor study and a geologic atlas ground water model and, finally,
an update by City Councilmembers Awada and Hunter along with the Community
Development Director relative to the Central Area Task Force. Mayor Egan has
scheduled the Special City Council work session as noted.
Mayor Egan would prefer to handle the workshop items prior to the regular Council
meeting; however, if time does not permit, the special work session will be continued until
after the regular City Council meeting agenda is completed.
EAGAN POLICE FACILITY TOUR
Chief Geagan and Assistant to the City Administrator Hohenstein will provide a tour of the
Eagan Police facility building. This will provide the City Council with a site inspection
before construction moves into the final completion phase. The tour is expected to take
approximately 20 minutes.
JOINT POWERS AGREEMENTS
Director of Public Works Colbert is the lead staff coordinating joint powers agreements
with surrounding communities for 1) 149/55 corridor study and 2) the geologic atlas
ground water model study that pursues the availability of ground water. For additional
information on these joint powers agreements and the direction staff needs, refer to
pages 3 ,through
CIP RECONSTRUCTION PROGRAM
Director of Public Works Colbert has prepared a list of projects to be initiated in the 1995
CIP reconstruction program. There are six(6) projects that are listed in a memo attached
on pages S through 7. Staff needs direction to begin feasibility reports, schedule
neighborhood meetings, prepare public hearings,design and other related work programs
if these projects are to proceed with reconstruction as proposed. There is no formal
action; however, staff direction is being requested.
CENTRAL AREA TASK FORCE UPDATE
City Councilmembers Awada and Hunter, along with Director of Community Development
Reichert, will provide an update orrthe status of the Opus development proposal and
findings of the Central Area Task Force to date relative to the northeast quadrant, i.e.
On'Neil parcel, etc.

- JOINT AGENCY STUDY/AGREEMENTS
Recently, I have been working with various governmental agencies in an attempt to
consolidate resources in performing studies of common interest to all. Before we
proceed further, each agency felt it would be best to receive preliminary concurrence from
our governing bodies. The two projects at hand are described in further detail as follows.
TH 149/TH 55 CORRIDOR STUDY (YANKEE DOODLE ROAD EXTENSION)
The City of Inver Grove Heights, Dakota County and the Public Works Director have been
meeting to review the concerns raised at the informational open house regarding the
future extension of Yankee Doodle Road (County Road 28)from TH 149 into and through
Inver Grove Heights. One of the options that will be evaluated and addressed with future
public hearings should respond to the "no build" alternative by diverting the future County
Road 28 corridor traffic along TH 55 and TH 149 and evaluating various improvements
necessary to those trunk highways and its present signalized intersection. In order to do
this, it would be necessary to perform a corridor study on TH 55 from the terminus of the
recent study in Inver Grove Heights at S. Robert Street/TH 3 northwesterly through Eagan
through its signalized intersections with TH 149. Also, TH 149 should be evaluated from
its northern signalized intersection with TH 55 southerly to Wescott Road and possible TH
3. Because MnDOT has expressed an interest in these corridor studies whenever
development proposals in Eagan and Inver Grove Heights have been processed, it is
anticipated that they will want to join in this joint agency study. Therefore, I am requesting
the City Council to give favorable consideration to authorizing the Public Works Director
to negotiate a multi-agency agreement with Dakota County, Inver Grove Heights, and
MnDOT to perform the corridor studies as described.

REGIONAL GEOLOGIC ATLAS/GROUNDWATER MODEL
In accordance with recent legislation, all communities are required to prepare a Wellhead
Protection Plan by January 1, 1996. The Wellhead Protection Plan will identify an area of
restricted/sensitive land uses within a certain radius of community and large commercial
wells to protect the quality of our groundwater supply. In order to analyze the extent of
this area around each wellhead, it is necessary to understand the subterranean geologic
configuration and the flow characteristics of our groundwater aquifers. Because the
subterranean elements do not conform to corporate boundaries but rather geologic
formations which are regional in nature, the City of Eagan has initiated a coalition of
communities(Burnsville,Apple Valley,Rosemount,and Dakota County)to combine efforts
in having a regional geologic atlas and groundwater model prepared that each community
can then use to prepare its individual wellhead protection plan. The combination of these
communities and their resources will significantly reduce the cost to each community. By
having one common groundwater model prepared,we will be better able to identify cross-
community influence of new well installations and potential interrelationship of isolated
groundwater contamination sources. Each agency will be requesting its governing board
to authorize the formation of this subregional coalition through a joint powers agreement
to have this work performed. Therefore, I would like to request the City Council to give
favorable consideration to authorize the Public Works Director to negotiate this joint
agency/powers agreement on behalf of the City of Eagan. Preliminary negotiations have
indicated that Dakota County will finance 50% of the cost with the remaining 50% being
allocated between the four communities on a proportionate ratio of land area and
groundwater usage.
SUMMARY
Upon completion of staff negotiations, the Joint Powers Agreements will be presented to
the City Council for formal approval.
I would appreciate it if you could assist me in presenting this information to the City
Council at the earliest opportunity so that I can respond to the various other agencies of
our community's intent. Please let me know if I can provide any additional information
that would be helpful in considering this request. Thank you for your assistance in this
matter.

SUBJECT: AUTHORIZATION TO INITIATE 1995 CIP RECONSTRUCTION PROGRAM
The 1995 element of the most recent 5-Year CIP ('95-'99) identifies several projects for
local street reconstruction described as follows:
• Oslund-Timberline Addition (Project 643) -
The project had a public hearing originally held on February 1, 1994 after which the
project was formally denied. On June 2, the Public Works Committee, consisting
of Councilmember Ted Wachter (Chair) and Councilmember Shawn Hunter
(Alternate for Mayor Egan), toured the neighborhood streets with the Public Works
Director and Superintendent to review the condition of the streets. Upon
completion of the tour, the Public Works Committee concluded that the streets
were near the end of their life cycle and were beyond the ability to be maintained
through routine maintenance, and reconstruction was required to provide any
reasonable life expectancy. There are 109 projects affected by this project. The
staff would like to know if the Council wants to proceed with another public hearing
for considering this controversial project in 1995.
• Blackhawk Hills 1st & 2nd Additions (Project 645) -
The City has not held any neighborhood or public hearing meetings to present this
project to the affected property owners. However, this has been identified as a
neighborhood in need of full street reconstruction due to its deteriorated condition.
There are 34 lots affected by this project.
• Nicols Road (Silver Bell North to RR) -
With the reconstruction of Nicols Road from the railroad to the Cedar Bridge being
reconstructed by the Metropolitan Council on Wastewater Services as a part of the
Bloomington siphon presently being constructed across the Minnesota River, it is
timely and appropriate to reconstruct the remaining portion of Nicols Road from
the railroad crossing south to Silver Bell Road. This Old Trunk Highway 77
turnback to the City of Eagan is in very
poor condition and should be fully reconstructed. There are six properties affected
by this project.
• Wescott Square (Project 664) -
Wescott Square from Yankee Doodle Road to Ivy Lane and Ivy Lane from Yankee
Doodle Road to Trails End Road are in need of full reconstruction due to current
condition and has been programmed for 1995. No public hearings or
neighborhood meetings have been held to discuss this project yet.
• Lone Oak Circle -
With the pending reconstruction/upgrade of Lone Oak Road (County Road 26)
from Lexington Avenue to TH 149, the southern half of Lone Oak Circle would
have to be reconstructed to be realigned with Mike Collins Drive to ensure full
access. The reconstruction of the northern half should logically take place at the
same time of the realignment which is dependent upon the Lone Oak Road
schedule. However, with development applications, the City should pursue the
acquisition of the realignment right-of-way and related storm ponding that will be
required with Lone Oak Road in 1995.
• Cliff Road (ChesMar Drive to Lexington Avenue) -
The reconstruction of this portion of County Road 32 is programmed for 1995. We
are in the process of requesting a schedule from Dakota County.
Because there is a significant amount of work that must be done with neighborhood
meetings, feasibility reports, public hearings, design, etc., before construction can even
begin, the staff is requesting Council authorization to proceed with these projects.
Your assistance in helping to present this to the Council in a timely manner will be greatly
appreciated.
