SUBJECT: SPECIAL CITY COUNCIL MEETING/TUESDAY, APRIL 4, 1995
Due to the legislative hearing on Friday to process the Borchert Ingersoll tax forfeiture,
the City Administrator was unable to finalize information for the Special City Council
workshop.
PAVEMENT MANAGEMENT PROGRAM
Enclosed on page off- is a brief executive summary of the Pavement Management
Program item which is being presented for discussion purposes only. The Director of
Pubic Works will distribute some handouts and other pertinent information at the meeting
on Tuesday.
GROUND BREAKING CEREMONY FOR CIVIC ARENA
At approximately 5:45 p.m., we will leave the lunchroom for a ground breaking ceremony
on the proposed site for the new civic arena. For a copy of the March 24 letter and
mailing list regarding the ground breaking ceremony, please refer to the attachments on
pages 3 through /3 . Also enclosed on pages /c/ through 1ST is a copy of
the program which will be distributed at the ground breaking ceremony.
OTHER BUSINESS
The Director of Community Development will be providing a brief update on the status of
the Opus Corporation application to develop the O'Neil property. Any other community
development updates will be presented at that time.

SUBJECT: Pavement Management Program(PMP)
ACTION REQUESTED: None. Presentation and discussion only.
PURPOSE:
1. Review the performance curve of a pavement's life cycle and also the methodology and benefits
of a Pavement Management Program.
2. Review the history, status and maintenance needs of Eagan's local public streets.
3. Discuss the current financing policy, cost benefit analysis of various maintenance options, and
future maintenance strategies.
4. Apply the information to the Oslund-Timberline Addition proposed street reconstruction(Project
643).
PROCESS/METHODS:
The City staff and consultant(Braun Intertec)will use a variety of handouts, photos, overheads, and
computer graphics to visually present pertinent information, provide options for discussion, and
respond to questions as they arise.

The Eagan City Council is planning a groundbreaking for the new civic arena building at 6:00
p.m. on Tuesday, April 4, 1995. This brief ceremony marks a significant milestone for the
project and is planned as a matter of public awareness. The project is beginning as scheduled
and is slated for completion during September, 1995.
We are planning a Grand Opening event for this coming fall at which time all of the financial
contributors and community stakeholders will be recognized for their role in making the civic
arena a reality.
Enclosed is an invitation for the groundbreaking. Early this fall, you will be provided with our
plans and an invitation for the Grand Opening event.

HISTORY OF THE EAGAN CIVIC ARENA PROJECT
The Eagan City Council and Advisory Parks,Recreation & Natural Resources Commission
announced their shared vision to provide a civic arena facility for the community in March
of 1993. The facility is envisioned to provide opportunity for family open skating, figure
skating, learn to skate school, ice hockey, ringette and broomball. In-line skating, indoor
soccer and special events are additional potential activities. The wading pool will provide
activity for families with young children.
The civic arena is a reality because of the following milestones:
December 1992: Preliminary architectural schematics and cost estimates demonstrated
the feasibility of the project. Further discussion ensued concerning
potential funding options.
March 1993: The City Council announced the commitment of $1.4 million from the
Community Investment Fund for a civic arena and wading pool. The
Council issued a challenge to the community to raise $600,000 for the
project.
April 1993: The Civic Arena Fundraising Committee was formed. Membership
represented a cross section of the community organized to plan special
event fundraisers and outreach for support.
June 1994: The City Council approved design development based on progress made
by the Civic Arena Fundraising Committee. Working within a known
budget, the challenge was to design a multi-use, aesthetically pleasing
facility.
October 1994: The Civic Arena Fundraising Committee achieved its goal of $600,000.
The City Council authorized the project to proceed with final plans,
specifications and cost estimates.
November 1994: The City Council approved final plans and estimates. Authorization was
given to proceed to the formal bid process.
January 1995: The bid opening was held on January 19, 1995. Nineteen general
construction firms submitted formal bids.
February 1995: The Eagan Civic Arena Project was awarded to Lund/Martin
Construction, Inc. and Olympic Pools.
April 4, 1995: Today's ground breaking ceremony
October 1, 1995: Grand Opening event. A special day on which the community will take
part in activities and contributors to the project will be acknowledged.
