SUBJECT: SPECIAL CITY COUNCIL MEETING/TUESDAY, AUGUST 15, 1995
A Special City Council meeting is scheduled for Tuesday, August 15, 1995 at 5:00 p.m.
at Blackhawk Middle School.
ADMINISTRATOR'S UPDATE
A variety of issues are appropriate for discussion by the City Council. Staff would like to
use the opportunity of this work session to bring the Council up-to-date on these items.
PROGRESS ON OPERATING BUDGET
The departments have submitted their draft budgets and they have been reviewed by the
City Administrator and Finance Director. A draft operating budget is being prepared for
consideration by the City Council. The City Administrator will provide an update on a
schedule for consideration of the budget, including levy certification and final approval.
CIVIC ARENA OPENING
Grand Opening for the entire Municipal Center site is planned for Saturday, November
18, 1995. At that time, the City will host an Open House for all of the new facilities within
the complex. While the Civic Arena will be a part of that Grand Opening as well, staff
has developed plans for an earlier opening of that facility on September 30 and October
1. This will allow the facility to actually be open for operations for a period of time prior
to its introduction to the public and will provide a recognition of the facility and celebration
of its availability to the community and introduce it to most of its users.
Parks & Recreation Director Vraa will be present at Tuesday's meeting to update the
Council on tentative plans for opening festivities. Council input and suggestions in this
regard will be appreciated. Enclosed on pages 3 through , is a copy of a
memo from Director of Parks & Recreation Vraa regarding the Civic Arena.
REVISED CENTRAL AREA/OPUS SITE PLAN
Opus has submitted revised plans for the central area which are being reviewed by City
staff. While the bulk of the plan remains consistent with the concepts the City Council
has seen in the past, staff would appreciate the opportunity to brief the Council on the
proposed changes so that the developer can be apprised of the Council's perspective as
this item moves forward. Planner Mamin will be present at Tuesday evening's meeting
to present a summary of the revised plan and answer any Council questions in its regard.
DEVELOPMENT ACTIVITY
There has been a fair amount of activity in the development and business communities
on which the City Administrator will update the Council. The issues involved are not
dramatic, but given the busy schedules at recent workshops, staff has not had the
opportunity to simply provide this sort of update.
OTHER BUSINESS
There are no items of other business at this time.
ADJOURNMENT
The meeting will adjourn at approximately 6:25 p.m. to permit Councilmembers to take
a brief break prior to the beginning of the regular City Council meeting at 6:30 p.m.
