While I understand that the cost of a street light, and the associated quarterly fees, can be a burden to property owners, I hope you will consider the City's history and policy regarding street lights. All other similar neighborhood lights throughout the City have been paid for by nearby residents, or property owners, in one of two ways: • directly through City installation and special assessment of benefiting properties, or • indirectly through installation by the developer with initial development, and the cost of installation paid through an increased price for property at time of sale. For the City to pay for the installation of this light would not be consistent with the installation of all other neighborhood lights, and the City's long-standing development and special assessment policy. It also wouldn't be fair to those homeowners who have already paid for whatever streetlights they have to now require them to help pay for other neighborhoods through increased taxes. Please also understand that there are on-going costs to provide street lights, similar to providing other utilities such as water and sewer. The quarterly fee (currently $5.59) covers the City's costs for energy and maintenance of the lights only, and is not an excess revenue generator. Thanks again for your email. We believe that it is the responsibility of the City of Eagan to both pay for the installation and to pay for the power consumption via the Community Street Lights - Residential charge which we already pay on our Quarterly City of Eagan Utility Bill. To be asked to not only pay for the street light itself but to also pay an additional quarterly fee of $5.59 (subject to annual increase) is simply unacceptable. This light is a necessary public safety issue that benefits the entire community just as much as the other street lights that are present throughout Eagan but were not installed at this intersection. The individual properties in the vicinity of the proposed light do not receive any special "benefits" just because it is in our neighborhood since it does not provide any special lighting for the individual properties whatsoever. 2 Rather, it is a public safety issue for all of the automobiles, bicyclists, joggers, dog-walkers, and school children who regularly pass by the intersections of Oak Chase Way (North) and Oak Chase. Lane (North) after dark. From the intersection of Oak Chase Road/Wilderness Road to the intersection of Oak Chase Lane (South)/Oak Chase Road there is total darkness. This provides a dangerous situation at the intersections of Oak Chase Lane (North) and Oak Chase Way (North) which is ripe for serious accidents, for which the City may be held liable for not providing adequate street lighting. Last year a deer was struck and killed at the Oak Chase Lane (North) intersection and it could well have been a pedestrian. Because we believe the subject street light is essential to public safety, the petitioners request that the subject street light be installed and paid for by the City of Eagan without any additional quarterly fee assessed to the neighborhood. If the residents would like to proceed with this installation, please let me know, and we'll send an invoice to the responsible party. Upon payment of that invoice, we'll install the street light. It is my understanding the ongoing energy and maintenance costs of this light would be paid by the City. If you have any questions, please let me know. Thanks.
