SUBJECT: PERSONNEL POSITION DESCRIPTION GUIDE
Presented herewith is the Position Description Guide including descriptions
for all City of Eagan employees and consulting services descriptions.
Each individual position description includes the following basic areas:
POSITION SUMMARY: A concise statement describing the overall reason why the
position exists.
POSITION RESPONSIBILITIES: General statements indicating what the major areas
of responsibility are and what activities must be performed to insure that the
responsibility is achieved.
RELATIONSHIPS AND CONTACTS: A listing of whom the employee reports to, super-
vises and has contact with.
DESIRABLE TRAINING AND EXPERIENCE: Desirable education and work experience.
Importance of managerial, technical and human relations skills in the job.
MINIMUM REQUIREMENTS: Minimum knowledge, skills, and abilities needed to carry
out principal responsibilities and how they are used.
The position descriptions are intended to be general descriptions and are not
intended in any way to limit the duties performed. These descriptions provide
a basic structure for dealing with recruitment, selection, and placement for
City employees. A description can be adjusted or revised to meet changing situ-
ations. It can point out when a new position should be created because new
work situations have arisen that are not covered by established specifications.
Or the position can be abolished if the position has changed significantly.
The guide can be used as an aid in the analysis of organization problems and
procedures and to pin point duplication or inconsistency in the work process.
The Position Description Guide was prepared by the office of the City Admini-
strator, with the assistance of Elizabeth Ryan, Administrative Intern, and the
following Department Heads: Alyce Bolke, Clerk—Treasurer; Eugene VanOverbeke,
Finance Director; Barbara Schmidt, Parks and Recreation Director; Dale Runkle,
City Planner; Martin DesLauriers, Chief of Police; Dale Peterson, Chief Building
Inspector; and Thomas A. Colbert, Director of Public Works. The process of
compiling this guide involved many employees, who are not listed above, who
supplied in interviews and in reports information concerning their duties and
responsibilities, without which this would have been only an academic endeavor.

POSITION TITLE: City Administrator
DEPARTMENT: Administration
POSITION ACCOUNTABLE TO: City Council
POSITION SUMMARY: To plan and direct the administration of City functions as
delegated by the City Council to ensure efficient municipal services and
development in line with Council objectives.
To supervise the administration of all departments placed within his juris-
diction which include the City Attorney, City Clerk, Public Works, Finance,
Parks and Recreation, Planning, Police, Protective Inspections and the
Fire Department.
To operate with considerable discretion in normal administrative functions
and in implementing policies of the Council. Responsible for effective
recommendation in areas of policies, staffing, expenditures, etc. , where
Council action is required.
POSITION RESPONSIBILITIES:
1. Performs duties as prescribed under Optional Plan A City as prescribed
by law, and in addition thereto, shall be the Administrative Officer
of the City responsible for the administration of the affairs of the
City assigned to said office by the Council.
2. See that all laws, ordinances and resolutions of the City are enforced
and make recommendations for changes of additions to ordinances when
necessary.
3. Supervises the administration of all departments and offices placed
within his jurisdiction by resolution adopted by the Council including
those positions listed above and coordinating the work of advisory
bodies.
4. Develops and ensures effective utilization of appropriate budgeting
and administrative planning and control procedures. Works with depart-
ment managers on budgeting matters, ensures that proper control reports
are developed and used, polices effective operation of purchasing proce-
dures as outlined in Council resolution. Recommends changes in these
procedures to the Council as appropriate.
5. Ensures the development of an effective municipal organization. In-
cludes recommending changes in organization structure as appropriate,
working with department managers to ensure effective job design and
utilization of employees, recommending staffing or additions, and recom-
mending salary treatment and employee training activities. Follows
up to ensure effective implementation of approved recommendations.

6. Ensures effective management and utilization of City assets. Includes
directing efficient use of present equipment and physical assets and
recommending additions or changes to the Council.
7. Keeps informed of the provisions of City resolutions, court decisions
affecting local government, department and agency operating procedures,
provisions and requirements of county ordinances, state and federal
laws and other administrative rules.
8. Works closely with the Council. Includes setting up meeting agendas,
attending meetings to report on City affairs and problems, presenting
recommendations concerning policies and objectives as well as specific
actions, participating in discussions as appropriate, and implementing
Council decisions. Responsible for keeping the Council fully advised
of all significant matters and effectively presenting all items which
require Council action or approval.
9. Works with City Commissions and Committees and Fire and Police Depart-
ments coordinating their activities with elected City Officials and
presenting commission and committee recommendations to the City Council.
10. Ensures proper public relations. Follows up with all departments to
make sure that public services are efficiently provided and that all
complaints and public contacts are effectively handled. Participates
in local affairs as appropriate.
11. Stays abreast of developments in the public administration field and
cooperates with other governmental units and municipalities on matters
of mutual interest.
12. Keeps the Council advised as to the future needs of the City and makes
recommendations on long range programs and capital improvements.
13. Cooperates with state and federal agencies in planning, administering
and financing programs designed to improve the social and economic
conditions of the City.
14. Performs such other duties as may be prescribed by ordinance or resolu-
tion of the Council.
Personnel
1. Responsible for all personnel relations and implementation of City
personnel policy.
2. Advises the need for new employees.

3. Assists in recruiting and interviewing personnel and recommends to
the Council individual employees for selection.
4. Shall maintain all City personnel records.
5. Reviews periodically the performance of Department Heads against stan-
dards recommending warranted salary adjustments, promotions, transfers,
demotions or terminations.
6. Measures periodically the accomplishments of departments against pro-
grams and timetables and prepares and submits required reports regarding
the operations of the City.
7. Assists in negotiating salaries, wages and working conditions with
the employees and recommends appropriate action by the Council.
8. Recommends personnel rules and regulations and recommends changes in
working conditions for adoption by Council.
Financial
1. Prepare and submit to the Council the proposed annual budget and enforce
and administer all provisions of the adopted budget.
2. Reviews factors affecting the cost of City administrative operations
and takes appropriate corrective action to maintain costs consistant
with operating budgets and objectives.
3. Submits reports to the Council on City finances, budget status and
administrative activities on a regular basis.
4. Prepares specifications for items to be bid, accepts bids and recom-
mends purchase.
5. Reviews all contracts between City and vendors, agents, developers,
etc.
6. Keeps the City Council advised and informed on the financial condition
and future needs of the City.

DESIRABLE TRAINING AND EXPERIENCE:
1. College graduate with a Master of Public Administration degree or
equivalent experience.
2. Five to ten years experience in City Administration as an Assistant
Manager or recently Administrator of a small community.
MINIMUM REQUIREMENTS:
1. Comprehensive knowledge of all phases of city administration, as they
relate to sound management and supervisory practices.
2. Favorable work record of sound management practices and supervisory
experience.
3. An individual who is analytical, possesses mature judgment, socially
is adaptable and able to exercise initiative. .
4. Ability to become knowledgeable related to laws affecting the City.
5. Ability to encourage harmonious relationships with municipal employees
and the general public.

POSITION ACCOUNTABLE TO: City Administrator
POSITION SUMMARY: To assist the City Administrator as directed and perform
staff duties in designated functional areas such as personnel administra-
tion, public relations and research assignments.
POSITION RESPONSIBILITIES:
1. Coordinates departmental work on specific projects.
2. Assists in preparing reports, projects and studies for recommendations
for use by the City Council.
3. Assists the City Administrator in the preparation of reports and memo-
randums.
4. Attends City Council meetings, Committee meetings and other meetings
that are assigned.
5. Assists the City Administrator in administering some aspects of the
City personnel functions.
6. Supervises part-time CETA staff artist.
7. Coordinates publication of the City Newsletter.
8. Performs other related duties as assigned.

POSITION TITLE: Administrative Secretary
DEPARTMENT: Administration
POSITION ACCOUNTABLE TO: City Administrator
POSITION SUMMARY: To independently perform responsible and confidential secre-
tarial functions for the City Administrator and for the Mayor, City Council
and other department heads as needed; to establish and maintain a favorable
image for the department and the City; and to assist in the maintenance
of official City records.
POSITION RESPONSIBILITIES:
1. Transcribes dictation and types all correspondence, memorandums and
reports for the City Administrator and for the Mayor, City Council
and other department heads as needed.
2. Serves as the initial contact between the public and the City Admini-
strator, maintaining a favorable image for the department and the City,
and screening calls and visitors.
3. Offers assistance to the public, giving information or referring matters
to the correct department.
4. Types, collates and distributes Council Information Packets and Memoran-
dums for the Council meetings.
5. Types documents and official City Council meeting minutes and maintains
official records of Council action in approved forms such as Council
minute and Resolution books, cross referenced and indexed.
6. Types official Advisory Planning Commission and Advisory Park Committee
minutes and maintains these as official records in minute books.
7. Maintains personnel files and confidential materials.
8. Updates and maintains files for the City Administrator.
9. Types the City Budget and related financial documents.
10. Types and aids in preparation and distribution of the City's newsletter.
11. Maintains the calendar of events.
12. Assists the City Administrator in arrangements for meetings.
13. Performs minor administrative duties.
14. Performs other related duties as required.

a number of different tasks in a single period of time.
5. Ability to plan and perform duties with only general minimum supervision.
6. Ability to communicate effectively, orally and in writing.

8. Skill in typing with ability to transcribe dictation from tapes.

POSITION TITLE: City Clerk - Treasurer
DEPARTMENT: Administration
POSITION ACCOUNTABLE TO: City Administrator
POSITION SUMMARY: To administer and directly supervise the maintenance of public
records, monies, registrations and elections. Included in the work is
participation in broad policy matters affecting finance, public records,
voter registration and elections.
POSITION RESPONSIBILITIES:
1. Gives required notice of each regular and special election, records
the proceedings thereof and notifies officials of their election or
appointment of office.
2. Certifies to the County Auditor all appointments and the results of
all City elections.
3. Supervises voter registration and conducts all City, County, State
and Federal elections in conformity with applicable statutes.
4. Maintains custody of minutes, resolutions, ordinances, agreements,
and all official records and documents and prepares certified copies
as requested.
5. Responsible for drafting and publication of all legal notices and noti-
fications of property owners.
6. Has custody of the official seal and is responsible for its use.
7. Attests to all official documents involving the City.
8. Responsible for issuance of all municipal licenses and permits.
9. Coordinates insurance matters, including group health and workman' s
compensation.
10. Responsible for collections of funds.
11. Administers oath to all elected and appointed officials and members
of boards and commissions.
12. Projects needs for funding and investment and coordinates public im-
provement and bond issue activities.

3. Contacts: Must be capable of effectively working with Mayor and City

Department Heads, and others, including the general public.
DESIRABLE TRAINING AND EXPERIENCE:
1. Graduation from a standard high school with some college or business
college courses in accounting, records management, finance or govern-
ment.
2. Five years experience in a responsible secretarial position with some
experience in municipal government.
3. Thorough knowledge of statutes governing elections and voter registra-
tions.
MINIMUM REQUIREMENTS:
1. Ability to maintain a large variety of records of considerable com-
plexity.
2. The ability to communicate clearly and effectively both orally and

POSITION TITLE: Director of Finance
DEPARTMENT: Financial Administration
POSITION ACCOUNTABLE TO: City Administrator
POSITION SUMMARY: This is a responsible supervisory and management position
that plans, organizes and directs the financial activities of the City;
assists in the preparation of the annual City budget for all funds; prepares
an annual financial report; prepares special analysis, reports and studies
as requested. This position is responsible for the City' s insurance program
and all City purchasing.
POSITION RESPONSIBILITIES:
1. To plan, develop and implement sound financial and accounting policies,
practices and controls which are in the best interest of the City:
a. Plans, develops and implements policies, plans and programs for
the financial, accounting, and record-keeping function to assure
timely and accurate financial data is being maintained at all times.
Develops and establishes controls necessary to assure the accuracy
and security of all records and funds.
b. Directs the maintenance of all official accounting and financial
records so they conform to accepted government accounting principles
and provide an accurate and current reflection of the City' s finan-
cial condition.
c. Participates in planning, developing, and coordinating preparation
of the annual operating budget. Provides consultation and guidance
to department heads, City Administrator, and City Council as
requested.
d. Maintains control of budget by reviewing all disbursements to assure
appropriate authorization and relation to budget projections.
Notes variances from approved or authorized practice and initiates
action to insure established controls are being maintained.
e. Directs and coordinates all aspects of financial reporting on a
monthly, quarterly, and annual basis.
f. Participates with City Treasurer in managing and investing City
monies according to legally approved investment practices.

2. Plans, organizes and directs the activities of risk and insurance
related function:
a. Prepares specifications for City' s insurance.
b. Identifies all exposures which could result in financial loss to
the City.
c. Continually appraises all policies in force for their effectiveness
against possible losses.
d. Recommends policy changes with respect to loss prevention, self
insurance and insurance coverage.
e. Continually evaluates the insurance industry and court decisions
as they relate to the City's exposures.
f. Attends risk and insurance related meetings and seminars.
g. Responds to all inquiries and surveys related to risk and insurance.
h. Responds to requests from all City departments related to risk
and insurance companies.
3. Coordinates and oversees the City's purchasing policies and practices:
a. Functions as the City representative to the Hennepin County Co-
op Purchasing Group.
b. Receives and reviews all requisitions from departments for budgeted
expenditures.
c. Monitors needs and budgeted amount for departmental requests.
d. Determines best supplier through vendor contact, quotations, cata-
logs and previous experience.
e. Awards purchase order to vendor best meeting price, quality,
quantity and delivery requirements.
f. Follows through on delivery, acceptance, and disbursement of pur-
chases.
g. Processes purchases for items contracted through cooperative pur-
chasing.
h. Collects data on materials, supplies, equipment or services needed.

4. Performs other miscellaneous duties:
a. Keeps informed on pending state and/or federal legislation that
would or could have impact on the City of Eagan. Interprets impact
of such legislation and communicates through the City Administrator.
b. Recognizes and recommends opportunities to secure funding for
desirable projects from federal, state, county and/or other agencies
when the use of such funding would be advantageous for the City.
c. Recognizes potential legal liability for the City resulting from
City policies or practices and recommends action to control or
minimize the potential liability of such activity.
d. Represents City in county, metropolitan and state-wide meetings
relative to financial matters in which the City would be a party
of interest.
e. Keeps City Administrator promptly informed of all significant
developments which he will need to know to perform his position
as Chief Administrative Officer effectively.
f. Performs other duties, assumes other responsibilities as apparent
or as assigned.
5. Trains and supervises accounting personnel in a manner which will moti-
vate and develop their full work potential:
a. Plans and implements organization planning and staffing to assure
effective use of available personnel.
b. Participates in and recommends the selection of new employees for
whom accountable.
c. Defines and clearly delegates work assignments to personnel in
terms of work methods and service required. Provides on-the-job
training for each employee as needed.
d. Reviews the work performance of employees on a continuing basis
and counsels and commends them as justified. Recommends pay
increases as performance warrants consistent with City policy.
Recommends promotion, transfer, demotion or termination as justi-
fied.
e. Encourages employee suggestions which will improve quality of ser-
vice.
f. Participates in communicating City and department policies so each
employee will have a clear understanding of such policies and the
reasons for them.

g. Establishes and maintains a level of discipline and a working
climate in which assigned employees are effectively motivated to

h. Utilizes work potential of assigned personnel, available working
hours and payroll costs.

action to resolve them effectively. Reports the more serious
problems, with action taken or recommended.
RELATIONSHIPS AND CONTACTS:
1. Is under the supervision of the City Administrator.
2. Has direct supervision over the accounting clerks, receptionist/cashier
and other personnel assigned to work on financial matters.
3. Has considerable contact with all City departments.
4. Communicates with and provides financial data to various interested
parties, both internally and externally.
DESIRABLE TRAINING AND EXPERIENCE:
1. A combination of training and experience substantially equivalent to
college graduation with major course work in accounting, business and/or
public administration, finance, economics or a related field.
2. Five years experience in governmental accounting work including some
supervisory experience.
MINIMUM REQUIREMENTS:
1. Thorough knowledge of principles and practices of all aspects of public
finance administration.
2. The ability to gain knowledge of the functions, organizations, staffing
and operating procedures of all City departments.
3. The ability to effectively supervise, plan, assign, direct and follow-
up the work of subordinates.
4. The ability to communicate ideas, explanations and recommendations
clearly both orally and in writing.
5. The ability to establish and maintain effective relationships with
City employees, officials and citizens.
6. A degree in business administration-accounting or related field with
at least three years of responsible administrative supervisory
experience in accounting or public finance.

POSITION TITLE: Accounting Clerk - Utility Billing
DEPARTMENT: Financial Administration
POSITION ACCOUNTABLE TO: Director of Finance
POSITION SUMMARY: To perform specialized accounting duties required to provide
for all aspects of the utility billing function. Receives and expedites
all personal contact from the public concerning utility bills.
POSITION RESPONSIBILITIES:
1. Processes all new utility billing accounts.
2. Collects, records and refunds deposits as appropriate.
3. Processes all final bills.
4. Processes payments to individual accounts.

CONSULTING SERVICE: City Attorney
SUMMARY OF SERVICES: The City Attorney's office performs all legal support
services for civil litigation, acts in an advisory capacity to the City
Council, appointed committees and staff and assists the staff and City
engineer with improvement projects.
SERVICES PERFORMED:
1. Legal Actions. The City Attorney's office becomes involved in any
civil action brought against the City that is not covered by liability
insurance. These primarily have to do with actions being brought as
a result of action of the Planning Commission and City Council whereby
a developer or applicant requests the court that the action be over-
turned. Other civil actions include condemnation for street and utility
rights of way, actions being brought either by or against the City
regarding nuisance issues, injunctions brought for or against the City
or actions. In addition, the attorney' s office acts as liaison in
actions brought against the City where Eagan's liability insurance
carrier defends the claims.
2. Advisor to City Council, Committees and Staff. The City Attorney
also acts as advisor to the City Council, Advisory Planning Commission,
Advisory Park Committee, other committees and staff. These functions
include attending and drafting minutes for City Council meetings and
Planning Commission meetings and attending such other committee meetings
as are requested by the City Administrator or City Council. These
performances include the preparation or opinions on miscellaneous legal
issues including zoning, platting, and the issuance of permits,
procedural matters dealing with operation of the City Council and
Advisory Planning Commission and other committees.
3. Improvement Projects. The City Attorney's office is involved in
assistance with improvement projects including sanitary sewer, water,
storm sewer, and street improvements. These functions include the
acquisition and negotiation of all easements for street and utility
purposes including condemnation where necessary, assistance in assess-
ment issues including the preparation of assessment rolls, advice to
the Assessment Committee and attending Assessment Committee meetings,
handling of all assessment appeals to the District Court, and
preparation and assembly of transcripts for all General Obligation
bond issues.

CONSULTING SERVICE: City Planning Consultant
SUMMARY OF SERVICES: The Consulting Planner's office performs support services
related to City Planning in an advisory capacity to the City Council,
Advisory Planning Commission, Advisory Park Committee and City staff.
SERVICES PERFORMED:
1. Review of Petitions. Each month, the Planning Consultant reviews peti-
tions that have been received by the City for preliminary plats,
rezonings, conditional use permits and variances as directed and felt
necessary by the Eagan City Staff Planner. Generally, this is
accomplised during office hours held one (1) day each month when members
of the City staff meet with petitioners on major development matters
that are being presented to the City.
2. Planning Reports. Planning Reports are prepared on each application
received by the City and sent to the Planning Commission and City Coun-
cil prior to formal actions by the City. The City Planner prepares
almost all of these Planning Reports but on occasion, the Planning
Consultant will either prepare a report or assist the City Planner
in this review.
3. Special Studies. Infrequently, major planning considerations will
require special studies to be made by the City which will require the
assistance of the Planning Consultant. Recent examples of these are
the effort to locate a County library within the City and a review
of a proper location for a senior high school within the City. The
involvement of the City' s Planning Consultant on these matters is
directed by the City Administrator and City Planner.
4. Communication with other Governmental Agencies. Occasionally, the
City Planning Consultant will be required to assist the City staff
in deliberations and communications with other governmental agencies
such as the Metropolitan Council on a wide variety of planning matters.
The City Planning Consultant's involvement varies greatly from actually
making presentations to preparing maps or exhibits that City staff
can utilize in these deliberations.
5. Comprehensive Guide Plan. The City Planning Consultant usually is
responsible for the periodic update of the City' s Comprehensive Guide
Plan and Park Development Guide. A major update usually occurs each
5 years.
