II. SUMP PUMP CORRECTION VARIANCE REQUEST
4029 DEERWOOD TRAIL
BACKGROUND
• On March 18, 2013, a Corrective Work Order was sent to Anurag Mathur, the owner of 4029
Deerwood Trail, alerting him of the lack of compliance found through the mandatory Sump
Pump Inspection Program at his residence. The deadline of the 60 day period to complete
the corrective work was May 18, 2013.
• On May 1, 2013, the City received a request for a variance to required corrective measures
related to the inspection of the sump pump discharge at 4029 Deerwood Trail (copy enclosed
on page 4' ) from the owner.
• The City's contracted Inflow & Infiltration (I &I) inspection revealed that the sump pump
discharges in to the sanitary sewer service at 4029 Deerwood Trail. The disconnection of the
sump pump discharge from the sanitary sewer would require the removal of existing pipe and
the installation of new pipe in a finished portion of the basement. This improvement would
need to include the removal and replacement of existing sheetrock walls and ceiling.
• The owner has shared a cost estimate of $1,400 for the plumbing improvements, but no cost
estimate for the other associated improvements. The requested variance would allow the
sump pump discharge to maintain its current connection to the sanitary sewer service due to
the costs of the plumbing reconfiguration and resulting restoration of the living space.
• The Public Works Director had granted a two week extension for the corrective work to be
completed. The owner was informed that the.required plumbing permit would need to be
obtained and improvements completed by June 1, 2013, to avoid surcharges on his utility bill
($150 /month).
• The owner has also requested an additional 60 day grace period in order to obtain additional
quotes from contractors. It is staffs assumption that this request would only be considered if
the variance request is not approved.
HISTORY
• The City's I &I inspections have found other properties with similar connections between a
sump pump and the sanitary sewer service. Corrective work has been required in all such
situations. The associated expenses for such corrective improvements have varied greatly.

INFLOW & INFILTRATION (I &I) REIMBURSEMENT PROGRAM
• Inflow & Infiltration (I &I) Reimbursement Program - The plumbing improvements needed to
disconnect the sump pump from the sanitary sewer and provide a discharge to the exterior of
the house are considered I &I related, As such, this work would qualify for the City's I &I
reimbursement program (50 %). However, any non - plumbing associated improvements (i.e,
flooring, sheetrock on wall /ceiling, taping, mud, texture spraying, painting, etc.) are not
eligible for reimbursement,
• Any work deemed eligible for the I &I Reimbursement Program requires two estimates pre -
approved by the City with reimbursements based on the lesser amount. The City.provides a
list of contractors for consideration.

live at 4029 Deerwood Trail, Eagan, MN - 55122. The City of Eagan has determined that our sump pump flows
into the city sewers and has recommended that we rectify the issue.
I have been in communication with James Hauth regarding this issue.
Our sump pump is in the basement. The basement is a finished living space, and as such it's a difficult task to
break the walls and ceiling to lay plumbing to route the sump pump to the outside of the house.
James provided me with a list of contractors who are recommended to perform these repairs.
* Champion Plumbing provided an estimate of $1,400 just for the plumbing repairs. He did not provide an
estimate for the drywall /non plumbing repairs which will be extensive.
* Hession Plumbing had a look and said that the project was too complex for them - that it involved too much
demolition work.
In the last week, I received a letter from the City of Eagan in the mail requesting me to get the work done or
face a penalty.
request that the City to provide me with a grace period of 60 days so that I can find some contractors who
can perform these repairs at a reasonable cost.
I would be very appreciative if you could recommend me some reliable general contractors who could do the
plumbing and dry -wall work to rectify this issue.
In case I am unable to find contractors who are able to perform these repairs at a reasonable price, then I will
approach the City to explore other options.
