SUBJECT: SPECIAL CITY COUNCIL MEETING/TUESDAY, NOVEMBER 14, 1995
A Special City Council meeting is scheduled for Tuesday, November 14, 1995 at 5:00
p.m. in the Municipal Center Community Room.
OVERVIEW OF TRANSPORTATION IMPROVEMENTS
This agenda item will consist of an overview of the transportation improvements (ring
road) proposed for the Yankee Doodle Road/Pilot Knob Road four quadrant area. Issues
to be covered in the presentation by City consultants and staff include: 1) a more refined
road improvement layout, 2) financing options for various transportation improvements
and 3) a streetscape plan for the Yankee Doodle Road corridor.
In order for staff to further proceed with an overall street improvement plan and financing
options to prepare for community information meetings, direction will be necessary by the
City Council.
A staff committee, consisting of the Director of Finance, Director of Community
Development, Director of Public Works and City Administrator, have been meeting to
discuss a variety of issues pertaining to transportation improvements.
Maps, financial data and other handouts will be available as a part of the presentation on
Tuesday.
CENTRAL PARK OPTIONS
A staff committee, consisting of the Director of Community Development, Director of
Parks & Recreation and City Administrator, have been meeting to review three different
scenarios to locate a central park that could include a community center in future years.
The three sites include the Unisys parcel, Northwestern Mutual and the Municipal Center
complex. Staff will present maps containing design options for each of the three sites;
the Northwestern Mutual site will include an 18 hole golf course layout in addition to
consideration of a central park. Staff will also produce.a list of what type of uses could
be integrated in a large community central park. There are a number of policy,issues the
Council will need to consider, such as: where and how to locate a central park; should
the City further pursue the Northwestern Mutual land for a golf course; if these sites do
not develop as a central park or a golf course in the case of the Northwestern Mutual site,
what type of land use options would be best suited for these options.
The City Administrator will suggest that staff present all three proposals and then address

the pros and cons, questions and direction from the City Council.
Staff will be looking for specific policy direction on each of the proposals presented.
COMMUNITY DEVELOPMENT UPDATE
There are a number of community updates scheduled for Tuesday's work session
including: 1) the Bieter site/Rotland Homes proposal, 2) John Doe PD (This!property is
owned and being proposed for development by John Allen), 3) Centex is, proposing
apartments north of Duckwood Estates and adjacent to Town Centre Drive (This
development has been before the City Council), 4) Pulte Development Company has
presented a concept drawing for the development of Carriage Hills Golf'Course as
residential, 5) the status, of the Opus Promenade Project will be given, Pulte is
proposing a development north of the Promenade and adjacent to the bulk mail which will
be addressed and 7) other. There may be some additional updates on community
development projects, i.e. the rumor that a development company is giving consideration
to Parkview Golf Course which, assuming Carriage Hills Golf Course develops
residentially and the City does not pursue acquisition/condemnation of the Northwestern
Mutual site, Parkview Golf Course will remain the only opportunity for a public golf course
within the community.
