A light dinner will be served. The purpose of the meeting is to consider the following items: 1) on-street parking regulations and 2) to review the preliminary appraisals for Project 687/Biscayne Avenue Streets & Utilities. Please note that, per the direction of the City Council, all advisory commission and special city council meeting agendas will include a category for visitors to be heard. Visitors to be Heard will appear after the agenda adoption for all special city council meetings. ON-STREET PARKING REGULATIONS There have been ongoing discussions regarding on-street parking regulations. Both Police and Public Works are looking for guidance as to when to restrict on-street parking. items. Enclosed on pages , through is a report prepared by the Director of Public Works on this agenda item. REVIEW PRELIMINARY APPRAISALS FOR PROJECT 687 BISCAYNE AVENUE STREETS & UTILITIES Enclosed on pages through 9‘) is a copy of a memo from the Director of Public Works that reviews preliminary appraisals the City has coordinated for Project 687/ Biscayne Avenue Streets & Utilities. Also enclosed on page 4Z is a copy of a letter the Director of Public Works sent to all adjoining property owners on Biscayne Avenue informing them of the September 5 meeting. As discussed in the memo, staff is looking for direction by the City Council in order to proceed ahead with Project 687. Hedges • City Administrator i , 1 - - MEMO __city of eagan TO: MAYOR &CITY COUNCIL C/O THOMAS L HEDGES, CITY ADMINISTRATOR FROM: THOMAS A COLBERT, DIRECTOR OF PUBLIC WORKS DATE: AUGUST 31, 1995 SUBJECT: ON-STREET PARKING - PERMITTED VS RESTRICTED There are several locationsthroughout the community where continuous on-street parking • occurs. Depending upon the traffic volumes, street design (width and lane markings), adjacent land use and sight restrictions, various levels of concerns are being identified by both the traveling public and street maintenance operations. Current City Code Section 11.10, Subd. 13, requires all new development to provide adequate off-street parking for the proposed land use. However, changes in business operation, expansion, and multiple dwelling management policies have resulted in increasing long-term use of public streets and thoroughfares for on-street parking. In the past, the Public Works Department has attempted to identify these problem areas and respond by posting appropriate parking restrictions. These parking restrictions are increasingly met with resistance and objection from the affected businesses and/or apartment management personnel. Several years ago, in response to demands by several businesses along Terminal Drive, the City Council rescinded the on-street parking ban previously authorized in response to a specific business request. • Therefore, it would be helpful for the City Council to establish some sort of policy and/or criteria that could be used to regulate on-street parking throughout the community. If on- street parking is to be allowed except where there is a"problem", that needs to be defined. • Sight distance? • Maintenance? (winter plowing, summer sweeping, etc.) • Aesthetics? • Documented complaints? (how many?, from whom?, etc.) If on-street parking is to be allowed, should future street construction be built wider in anticipation of and to accommodate such activity? Attached is a matrix of information identifying current on-street parking areas in the industrial/commercial, residential, and park/school categories. Also attached are maps showing details associated with each location. Photos will be distributed at the workshop for review. The Superintendent of Streets/Equipment and myself will be able to further discuss these concerns at the workshop session. Attached is a summary of proposed assessments if the project is installed as shown on the layout plans also attached. At the June 20 Workshop session, the City Council directed staff to perform a preproject appraisal on select representative properties to determine what the potential financial benefit would be from the improvements as proposed. The result of the preliminary preappraisal analysis summary is attached indicating that the benefit is substantially less than the proposed assessments. The City Council should determine whether the City should finance the unassessable costs for all of the improvements as proposed or whether the proposed improvements should be reduced in scope (i.e., street surfacing only, sewer and water only, etc.) to minimize the total City participation required. The Public Works Director and City Attorney will be available to further explain the implications of the appraisal report and answer any questions the Council may have at the Workshop session scheduled for September 5. Also enclosed is a copy of the notice sent to all affected property owners informing them of the Council's discussion regarding this item. The purpose of this letter is to advise you of my preliminary findings and conclusions. The detailed preliminary property value benefit report will be submitted to you as soon as it is completed. These lot values are well supported by market evidence in that several of the lots in Halley's addition have sold in recent years. The estimated land value in the "after Improvements" position ranges from$1.60/SF to $1.70/SF which equates to a range of from $51,500 to $61,500 on a platted lot basis. The higher per square foot value applies to the two smaller corner sites on the south end of the addition. The property value benefits that have accrued to the affected properties varies from about $.80/SF to $.85/SF or from $25,800 to $30,800 on a platted lot basis. However, such value benefits include those resulting from the pending Trunk Highway 3 and Red Pine Lane area assessments, and the sanitary sewer truck and water main trunk assessments, all of which are referred to as City Project No. 673. Consequently, the net value benefits accruing to the properties as a result of subject Project 687 are in the amount of from approximately$22,150 to$26,200 per lot. On the following page is a summary of the estimated property value benefits for each of the three property parcels in Halley's 1st Addition that have been reviewed and analyzed. included in the summary is a breakdown of the specific property value benefits attributable to each type of proposed improvement. The property value benefits are considerably less than the proposed special assessments for each of the study properties. Of that area, about 2.1 acres are classified as wetland. Mr. Marotzke advised me that he is actually the owner of only the most northerly 1/2 of the property which would be somewhat less than 5 acres. He indicated the southerly five acres was deeded back to his father,Earl Marotzke. Please be advised that my analysis of property value and value benefits is based on the land area of 9.54 acres. Following are pertinent observations, opinions and conclusions: • The property is zoned for single family residential development which is consistent with the comprehensive land use plan. Such use and development Is adversely affected by two negative neighborhood influences: (1) the below average quality industrial area immediately to the north across Gun Club Road identified as Halley's 1st Addition, and (2) proximity to the West End Gun Club which adjoins the west property line. I have concluded that the highest and best use for the property is for subdivision into approximately 15 single family residential lots as illustrated by a sketch attached to this letter. However, the desirability, marketability and value of such platted lots are diminished by the negative neighborhood influences. Subdivision and development of the land with single family lots would result in average lot prices of no more than $27,500. • Such comparatively modest lot values in conjunction with relatively high development costs result in a modest"as is"land value estimated at$83,600 which is at the rate of $11,237 per acre of upland or just$8,763 per acre of total land area, including wetland. It is to be noted, however,that such a"before improvement"estimate of land value recognizes the value enhancement attributable to the Red Pine Lane and Trunk Highway 3 improvements identified as City Project No. 673. The pending assessments on the Marotzke property for the project 673 improvements are In the amount of$16,989. Deducting these pending special assessments results in a net vacant land value estimate of approximately$66,600 which is an average of$8,952/acre of upland or $6,981/acre overall, including wetland. It is readily apparent that such a"before improvement"land value is not greatly dissimilar from the value that would prevail If the highest and best use was to simply divide the 9.54 acres into two homesites, each about 4.77 acres in size. This type of minor subdivision, however,would be inconsistent with the city land use plan and the urban character of the area now that municipal utilities are being made available. 4 4 / SEP 02 '95 08:55 P.6/10 P\ p E rIE \S\ ST Sa S UB3 • The estimated "before Project 867"land value of$83,600 was derived by processing the Direct Sales Comparison Approach and the Development Cost Approach. The latter appraisal technique Involves estimating the gross sale price of the potential buildable residential lots If sold on a single lot basis with all necessary street and utility Improvements in place, and deducting therefrom the profit allowance, all development costs, and other costs/expenses that must be incurred by a purchaser-developer of the property. The resulting value indication is the value of the land as it now exists with the Red Pine Lane and T.H. 3 road improvements in place. • The proposed street and utility improvements will, in my opinion, result in an"after improvements"land value of approximately$107,200. Then, the indicated property value benefits from the proposed project are as follows: Land Value After Improvements $107,200 Land Value Prior to Improvements S 83.600 • Property Value Benefits $ 23,600 • The foregoing estimate of property value benefits is based on the assumption that the city will provide both sanitary sewer and water, as well as"stubbed in"sewer and water services to Lots 2 and 4 as Identified on the attached subdivision sketch. • Lot 3 shown on the subdivision sketch is the one acre Marotzke homesite. The home was constructed in 1993-94. Water is provided by an on-site well, and sewage disposal is by septic tank with drainfleld. In my opinion, the proposed street and utility improvements will not materially benefit the homesite until such time as the property is platted and developed which would then result in the construction of an interior street along the front of the home with all necessary utilities extended. • The property value benefits of$23,600 accrue to the three lots at the north end of the property identified on the sketch as Lots 2, 4 and 5. The proposed improvements benefitting Lots 2 and 4 include sanitary sewer, water, sewer and water services, and street. However, the proposed improvements that would benefit Lot 5 are limited to the street only.
