The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of
public meetings to permit visitors to address items of interest that are not addressed on the
regular agenda. Items that will take more than ten minutes or that require specific action can be
scheduled for a future meeting agenda.
IV. PRESENTATIONS
A. Presentation by Dana Nelson (Metropolitan Airports Commission Noise Office) —
Dana Nelson, Noise & Operations Analysis Coordinator for the MAC, will be in attendance at
the November 12 ARC meeting to provide an overview of the work to date of the Noise
Oversight Committee (NOC) in 2013. Ms. Nelson will also speak to a recent study conducted by
the MAC, which examined northbound departures from the parallel runways over Minneapolis.
The study was initiated in response to residents' concerns about runway use trends, departure
altitudes, flight density, fleet mix trends, and nighttime operational trends. While the report
focuses on operations to the north of the airport, the study concluded that annual actual noise

impacts from MSP have declined in all directions since 2008 due to fewer operations, changes in
the fleet mix, and fewer nighttime flights by noisy aircraft. Enclosed on pages i through _�_ is

B. Brent Cory, Eagan Conventions and Visitors Bureau (ECVB), and Vicki Stute,
Dakota County Regional Chamber of Commerce —Per the request of the Commission, the
2013 -2014 ARC Work Plan includes presentations by Brent Cory, President and CEO of the
ECVB, and Vicki Stute, President of the Dakota County Regional Chamber of Commerce. Mr.
Cory and Ms. Stute are prepared to speak to the economic impact of MSP Airport on the local
and regional business and hospitality industries.
V. OLD BUSINESS
A. Communications Update – It is the practice of the Airport Relations Commission to
discuss their communication initiatives each month, which include articles in the Experience
Eagan Newsletter, as well as stories aired on the City's local access cable channels. The
Commission is welcome at this time to make additional suggestions for communication
initiatives regarding airport issues.
B. MAC Monthly Reports – Eagan /Mendota Heights Corridor Analysis /Technical
Advisory Report /17 -35 Departure Analysis Report – Enclosed on pages �O through Lkq
is the September 2013 Technical Advisor's Report. Enclosed on pages E0 through is
the September 2013 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages S�p

C. Review of Flight Tracks Used for Departures off of Runway 17 —At the September
10 ARC meeting, the Commission asked staff to inquire about usage of the 120 degree flight
track in 2013. Enclosed on page Igg is a map showing the flight tracks used for departure
operations of Runway 17 from May - September 2013. The map shows that of the eastbound
departures, the 120 degree track was used the most frequently.
VI. NEW BUSINESS
A. 2014 Noise Oversight Committee (NOC) Draft Work Plan — Enclosed on pages (09
and r1 (f) is the proposed 2014 NOC Work Plan, The Commission is encouraged to review the
draft plan and offer input on any recommended changes or additions. The draft plan will be
reviewed at the November 20 NOC meeting, and pending formal consideration, will be presented
to the MAC Planning, Development and Environment Committee. The MAC Commission of the
whole will then formally consider adopting the work plan for 2014.

VII. STAFF / COMMISSIONER REPORT
A. Joint Meeting of the City Council and ARC —The amlual joint meeting of the Eagan
City Council and ARC is scheduled for Tuesday, December 10 at 5:30 p.m. in the Eagan Room
at Eagan City Hall. The joint workshop is an opportunity for the ARC to discuss the proposed
2013 -2014 ARC work plan, as well as any other topics of importance to the Commission and
Council. Per the ARC work plan, Jeff Davidman of Delta Airlines will be invited to the meeting
to provide an update on Delta operations, future plans, etc.
B Request for Mobile Noise Monitoring —At the September 10 ARC meeting, an inquiry
was made about how one goes about having a MAC -owned mobile noise monitor installed in a
neighborhood. Per the recommendation of the NOC, residents can request the installation of the
MAC's mobile noise monitor; however, the following criterion must be met in order for the
MAC to install the monitor:
1. The request was received from a current NOC member.
2. The goal of the mobile noise monitoring is well - defined.
3. The goal of the mobile noise monitoring is realistically achievable.
4. Mobile noise monitoring will benefit a large section of the community that is suffering the
effects of unusual aircraft noise events that are difficult to monitor.
5. Current noise monitoring data being collected are inadequate for the requested analysis.
6. MAC recommendation to conduct noise monitoring.
Residents who believe the above criterion would be met in their neighborhood can go to
www.macnoise,com to access the mobile noise monitor request form. The MAC also owns and
operates a permanent system of 39 Remote Monitoring Towers that are located in the
neighborhoods underlying the flight patterns that are used by aircraft arriving at and departing
from Minneapolis -St. Paul International Airport (MSP). Of these 39 towers, eight are located in
Eagan.
VIII. ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that Commissioners have
the opportunity to ask questions or make requests for future agenda items.
IX. ADJOURNMENT
Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m.

MINUTES OF THE EAGAN
AIRPORT RELATIONS COMMISSION MEETING
SEPTEMBER 10, 2013
A meeting of the Eagan Airport Relations Commission was held on Tuesday, September 10, 2013 at 7:00
p.m. Those present were Curtis Aljets, Charles Thorkildson, Carol Whisnant, Scott Johnson, Chad
Stambaugh, Steve Beseke and Assistant City Administrator Miller. Dan Johnson was absent.
AGENDA
Whisnant moved, Beseke seconded a motion to approve the agenda as presented. All members voted
in favor.
APPROVAL OF MINUTES
Aljets made a motion to approve the minutes of the June 11, 2013 regular meeting of the Eagan Airport
Relations Commission as presented, Whisnant seconded the motion. All members voted in favor.
VISITORS TO BE HEARD
John & Kate Childers, 1237 Mourning Dove Court, Lawrence Rossini, 1250 Mourning Dove Court, and
Sue Cornelius, 1238 Mourning Dove Court each addressed the Commission with their concerns about
airplane noise.
The Commission and Assistant City Administrator Miller responded to their concerns.
Senator Carlson addressed the Commission noting how many more airplane noise complaints his office
has received over the past year. After further discussion, Senator Carlson asked the Commission to keep
him informed of the ongoing issues and complaints.
OLD BUSINESS
COMMUNICATIONS UPDATE
Assistant City Administrator Miller noted that it is the practice of the Airport Relations Commission to
discuss their communication initiatives each month, which include articles in the Experience Eagan
Newsletter, as well as stories aired on the City's local access cable channels. Miller welcomed the
commission to make suggestions for communication initiatives regarding airport issues.
Member Aljets gave a brief summary of the cable franchise meeting he attended recently and
encouraged Eagan residents to participate in one of the focus groups in November.

Assistant City Administrator Miller introduced the July 2013 Technical Advisory's Report, the July 2013
Eagan /Mendota Heights Corridor Analysis Report, the July 2013 Runway 17 Departure Analysis Report
and the July 2013 Crossing -in- the - Corridor Analysis Report.
The Commission discussed the results of the July 2013 reports.

FAA UPDATE ON PARTIAL IMPLEMENTATION OF RNAV AT MSP AIRPORT
Assistant City Administrator Miller gave an update on the FAA Partial Implementation of RNAV at MSP,
noting that partial implementation would mean using new RNAV tracks to the south, and southwest, but
not to the north and northwest. The FAA continues to review the feasibility and safety of the partial
implementation. Miller noted the FAA will not predict whether RNAV will be implemented at MSP until
the completion of the safety analysis.
NEW BUSINESS
2013 -2014 ARC WORK PLAN
Assistant City Administrator Miller noted the work plan was developed at the June 11 ARC workshop.
The December 10, 2013 City Council workshop is tentatively scheduled for the joint meeting of the ARC
and City Council, which will include the ARC's presentation of the proposed work plan. Miller noted Jeff
Davidman of Delta Airlines will be invited to the meeting to provide an update on Delta operations,
future plans, etc. The Commission was encouraged to discuss the work plan and suggest any changes in
order that the plan can be presented to the Council for official consideration in December.
Member Stambaugh suggested once the ARC Work Plan is approved that it be posted on the City's
website. Member Thorkildson highlighted a few key meeting dates for residents to attend. The
Commission was in agreement to present the proposed work plan to the Council on December 10tH
UPDATE ON STREETS ALIVE
Assistant City Administrator Miller provided additional information to the Commission members
regarding the Streets Alive event to be held Sunday, September 15 from 1 -4:00 p.m.
STAFF / COMMISSIONER REPORT
Assistant City Administrator Miller noted on August 22, the Noise Oversight Committee community
group met to discuss the current issues being considered by the NOC, including potential impact of
RNAV. The community representatives all agreed to resume meeting every other month during the
"off" NOC meeting months.
There were no roundtable items.

Northbound Runway 30L and Runway 30R Departure Study
Executive Summa
Introduction
On March 21, 2012, the Noise Oversight Committee (NOC) recommended that northbound
departures from Runways 30L /30R at Minneapolis -St. Paul International Airport (MSP) be given
vectored headings of 3200, 340 0and 3600 by the FAA in order to obtain greater dispersal of
departing flights over nearby Minneapolis residential areas located to the north of the airport.
The motion approved by the NOC is shown below:
It was moved by Representative Petschel and seconded by Representative Bergman to approve
the following request from the city of Minneapolis: request that the MAC Planning, Development
and Environment Committee endorse these actions items:
• move approximately 32 daily departure operations from a 360° heading to a
340° heading for those operations from runway 30R going to destinations
such as Duluth, International Falls, Winnipeg, etc.
• implement the use of three divergent headings (360 °, 340', 320 °) for
northbound departure operations off of runway 30R
• continue adherence to the runway use system (RUS) at all times when traffic
levels and prevailing winds allow.
On April 2, 2012, the Planning, Development and Environment Committee supported the
request and on April 16, 2012 the Metropolitan Airports Commission's (MAC) Full
Commission voted in favor of advancing the request to the Federal Aviation Administration
(FAA). MAC Chairman Dan Boivin then sent a letter to FAA Assistant Air Traffic Manager
Carl Rydeen on April 23, 2012, requesting that the FAA "take the necessary actions to
implement the above operational measures at MSP" and the FAA agreed to implement the
measures by August 1, 2012.
Runways 30L /30R Departure Turn Analysis Request
In the spring of 2013, members of the public and individual NOC members asked that MAC
staff report on the density, frequency and altitude of westbound departures from Runways
30L /30R at MSP. The report produced in response this request was presented to the NOC
on July 17, 2013 and at the NOC Public Input Meeting on July 23, 2013. At the July 17th
NOC meeting, Minneapolis Representative John Quincy requested that MAC staff report on
the density, altitude, and dispersion of northbound departures from Runways 30L /30R.
Historical Spatial Density Trends
Building on the previous westbound departure study presented to the NOC on July 17,
2013, new charts (penetration Gates 7 and 8) were added to the study that depict the
altitude and density of northbound departures off of Runways 30L /30R. The historical data
for the months of July 2004 and July 2008 -2012 indicate that northbound departing aircraft
generally have a midpoint located near the intersections of East 42nd Street and 18th Avenue
South for Gate 7 and East Lake Street and 19th Avenue South for Gate 8 (the 1.5 mile
marker on each chart).
Historical data for the indicated time period, reveal certain trends in density can be seen. At
the airport perimeter, shown in Gate 6, the aircraft are tightly clustered in a pattern
approximately 1/2 mile in width. As expected, as the aircraft continue out on their departure
route, greater dispersion is shown along the 3 -mile widths of both Gates 7 and 8. Under
closer examination, a pattern of greater density is found within' /2 mile east of the midpoints
for each gate, consistent with a 3600 heading. Flight track data analysis confirms that most
of the departing aircraft are east of 28`" Avenue South as they fly over East Lake Street, and
that the aircraft are more broadly distributed from the respective gate density midpoints west
to Interstate 35W.
More recent data, collected for 2013 from January to June, show a very subtle change in the
density of departures west of the midpoint extending to Interstate 35W. This is most easily
seen in the June 2013 Gates 7 and 8 charts which indicate an increased density of the 3200
and 3400 headings. Because the numbers of departures on those headings collectively is
small when overlaid onto the flight tracks for the nearly 3,000 departures for the whole
month, discrete flight track data analysis was completed for shorter segments of time. This
analysis, coupled audio monitoring of MSP Tower communication, clearly confirm the use of
the 3200 and 3400 with departure headings off of Runway 30R.
Altitudes at Gates 7 and 8
As described in the Executive Summary Section of the July 2013 "MSP Runway 30L and
30R Departure Study" previously prepared for the NOC , ambient air temperature has a
pronounced effect on aircraft performance during a departure operation. Warm air reduces
the ability of large air carrier jets to gain altitude during departure, even at points somewhat
distant from the airborne departure point of the aircraft. For example, at East Lake Street, a
distance about 3.8 miles north of MSP, mean altitudes can be over 650 feet lower in July
compared to January.
Departure Operations
The use of Runway 30R for northbound departures has been declining slightly since 2010
with 53,281 operations reported for Gate 6 in 2012. Runway 30L departures are down by
over 50 % from 2010, with 3,054 reported in 2012. The decline of departures on Runway 30L
is attributed to aircraft being directed by Air Traffic Control to taxi to the runway closest to
the direction of flight. Hence, when the final destinations of the aircraft are north and east of
MSP, the use of Runway 30R is favored over Runway 30L for these departures.
Similar to previous reports that examined fleet mix, the use of hushkitted aircraft at MSP has
declined by 99% since 2004 and nighttime northbound departures of huskitted aircraft were
nearly zero in 2012 (three operations were reported for the whole year). MD80 northbound
departures have increased slightly since 2010 and MD90 northbound departures have risen
rapidly since 2010 as more of these aircraft are being used to provide air service to MSP. It
is important to note that a MD90 produces noise levels comparable to an A320.
Aircraft noise contours based on annual actual operations at MSP reflect the changes in the
numbers and types of aircraft using the airport. Due to a decrease in total operations at MSP
since 2007, the minimal use of noisy hushkitted aircraft, and fewer nighttime operations
there has been a decrease in the size of the noise contours based on actual operations in all
directions around the airport, For example, the actual 2007 60 DNL contour is 40% smaller
in 2012. Specifically, from 2007 to 2012, the noise contour has contracted nearly one mile
closer to the direction of the airport as compared to its 2007 noise contour footprint along
Cedar Avenue and near Lake Nokomis.

Conclusion
Northbound aircraft departures on Runway 30R are using the 320 °, 340 °and 360° headings as
previously requested to the FAA, thereby achieving a greater dispersion of flight tracks over
residential areas to the north of MSP. Overall, annual actual noise impacts from MSP have
declined in all directions since 2008 due to fewer operations, changes in the fleet mix to quieter
aircraft, and fewer nighttime flights by noisy aircraft.

SUBJECT: DRAFT 2014 NOC WORK PLAN

Each year at its September meeting the NOC membership reviews and discusses the proposed
draft Work Plan for the coming year. The final draft is presented as a NOC Agenda item at the
November meeting and is then presented to the MAC Planning, Development and Environment
Committee by the NOG Co- chairs. The preliminary list of 2014 Work Plan topics and a brief
description is provided below:
1. Residential Noise Mitigation Program (NMP)
a. Review NMP Implementation Status
Description: Staff from MAC Airport Development will update the NOC on the final phase of the
2007 Noise Mitigation Consent Decree program related to homeowner reimbursement for
approved noise mitigation materials and labor.
2. MSP Noise Program Specific Efforts
a. 2013 Actual Noise Contour Report and Amendment 1 Mitigation Eligibility Issue
Description: Each year in March, under the terms and conditions of the Consent Decree, MAC
publishes a Noise Exposure Map prepared by use of the Integrated Noise Model to generate
updated actual noise contours. This year is of interest because the 2013 noise contours will also
establish the first year of eligibility for residential structures under the First Amendment to the
Consent Decree. The noise mapping function of this task is to be completed by an independent
consultant.
b. Scheduled Nighttime Operations Assessment
Description: This is an annual assessment reviewing the number, time, and trends of nighttime
operations at MSP,
c. Review of Fleet Mix Trends at MSP
Description: The single largest factor of conventional noise reduction is source control. Over the
past several years the numbers of noisy aircraft in the fleet at MSP has been declining. This
report will examine the current fleet mix and provide trends analysis.

d. Nighttime Runway Use Analysis
Description: This analysis will report on the runway percentage of use and the runway
operations during the nighttime hours in 2013.
e. Status of FAA Center of Excellence /Partner, TRB, and FICAN Initiatives
Description: This is an annual report on the status of scientific, engineering, and medical
research literature prepared by universities, governmental organizations, and transportation
boards located within United States.
f. Continue Review of Runway 35 River Visual Approach Procedure
Description: This procedure will be reviewed in light of RNAV /PBN /NextGen developments at
MSP.
g. NextGen Overview and Implementation Update
Description: MAC staff will facilitate and coordinate a presentation to NOC by local FAA staff
who will update the RNAV /PBN /NextGen progress status for the National Airspace System
(NAS).
h. Development and Implementation of Enhanced Flight Track Altitude Analysis
Description: MAC staff is in the process of developing and reviewing enhanced technological
upgrades to hardware and software that support the MACNOMS systems. There is a strong
potential that certain manual processes can be automated in 2014.
i. Evaluation on Runway Use system (RUS) Usage at MSP and Related
Variables
Description: This report will provide a detailed examination of use of the recommended Runway
Use System (RUS) at MSP. This analysis will report on the frequency of times and operations
that the actual runway use configuration matched the RUS system.
j. Evaluation of Seasonal Impacts on Aircraft Operation Levels and Performance
Description: A report will be prepared to NOC that investigates seasonal operations levels
historically and currently.
k. MACNOMS Validation Study
Description: This report will examine and compare real -time and MACNOMS system data of
flight operations counts, flight tracks, and noise levels at the Remote Monitoring Towers. NOC
community and user members /staff are to be included as study participants and observers.
1. Eagan- Mendota Heights Corridor Runway 12L Turn Compliance Update
Description: This report will evaluate flight track records and associated data to determine if
aircraft departing on 12L are turning east before or after they reach the end of the runway end.
3. Continue to Review Input Received from the Public Input Meetings as Possible Agenda
Items
Description: Self- explanatory.
This is an information item, no NOC action is requested at this time. The final 2014 Work Plan
will be placed on the NOC Agenda for November 20, 2014, with a request to recommend
approval of a final 2014 NOC Work Plan to the MAC Planning Development and Environment
Committee.
