POLICE DEPARTMENT REORGANIZATION
Chief of Police Geagan and the City Administrator have been discussing options for several
months that would remove a layer of management in the Police Department, anticipating
the retirement of Lieutenant Meszaros and Deputy Chief Aszmann. Chief Geagan has
prepared a written document that includes two(2) attachments that discusses all the changes
recommended for consideration by the City Council.
The City Administrator and Chief of Police are recommending approval by the City Council
for the reorganization as presented. This item,if the City Council provides concurrence,will
be ratified as a part of the Consent Agenda at the meeting on Tuesday.

With the pending retirement of Deputy Chief Aszmann and Lieutenant
Jerry Meszaros, I feel it is appropriate to address the Police
Department Reorganization we have discussed over the past several
years. Their retirement creates an environment in which we can
take out a layer of management and flatten out the organization.
The recommended change will essentially eliminate a top management
position while adding more depth to first-line supervision. In my
opinion, it is imperative that the Police Department have round-
the-clock supervision seven days a week. The only way this can be
provided, in economic times such as these, is to adjust command job
descriptions and seriously consider a new position of
Administrative Assistant to the Chief of Police. I have reviewed
the salary structure, of these positions, and my recommended
reorganization will not require any additional financial resources.
The following is a brief description, of each position, that would
change under this reorganization:
Deputy Chief: This position would be eliminated and
those non-sworn job functions would be assigned to an
Administrative Assistant. The sworn portions of that job
function would be done by an Operations Captain and an
Administrative Division Captain. The Captains would
share the responsibility of Assistant Department Head and
Acting Chief in the absence of the Chief of Police.
Operations Captain: This position would be responsible
for the Uniformed Sworn Division of the Police
Department, consisting of 38 Police Officers. The
Operations Captain would prepare and monitor the budget
for the Operations Division. This Captain will report
directly to the Chief of Police. I am recommending this
position be filled by testing of our current Sergeants
which is the next level.

Administrative Division Captain: This position has four
separate operational functions reporting to the
Administrative Captain. Those functions are
Investigation, Communications, Clerical and Auxiliary
Services. There are 28 sworn and non-sworn employees in
the Administrative area plus another 20 to 25 volunteers.
The Administrative Captain would also be responsible for
the monitoring and budgeting of those operational units.
I am recommending this position be filled by Lieutenant
Rick Swanson who currently functions in that area.
Lieutenants: I am recommending that position be
eliminated and those duties assigned to the Captains and
Sergeants.
Patrol Sergeant: If the recommendation to promote a
Sergeant, to the level of Captain is approved, I am
recommending that a Sergeant be taken from the list the
City Council approved three years ago. The next person,
on that list, is Officer Tom Schoenecker.
I am also requesting an additional Patrol Sergeant, to

help us get closer to 24-hour a day coverage. This would
provide the department with 7 Patrol Sergeants which
gives us the coverage we are looking for unless there is
major illness or other loss of work time in that group.
Investigative Auxiliary Services Sergeants: The Police
Department currently has one Investigative Sergeant. I
am recommending that an additional Sergeant be made to
create some much needed depth in that unit. As an
example, this past year, our department was involved in
the investigation of four homicide cases. We also
experienced a 29% increase in assaults and a 42% increase
.in burglaries. It is impossible for one well-trained
Investigative Sergeant to supervise this increase, at the
same time, being available 24 hours a day for
consultation. This additional Sergeant's Position, as
well as the additional Sergeant's Position, in Patrol,
would also be promoted off the existing list. Following
Tom Schoenecker is Officer Brad Ramthun and Officer Jeff
Johnson.
Investigation: With the recent reassignment of an
officer from Investigation to the Patrol K-9 Officer
Position, we now have a vacancy in our Investigative
Unit. I am recommending that consideration be given to
not filling that position, but doing some reassignments
within the unit. We currently have an Investigator
working almost full-time in Crime Prevention. The Crime

Prevention Position, in many departments, is filled
either on a full-time or part-time basis by a Civilian.
The hiring of a Civilian, for this type position, reduces
the cost almost 40%. On an interim basis, I would intend
to make it clear this will ultimately be a Civilian
Position, but for the short term, fill it with an officer
who is currently on light-duty as the result of a work
related injury. When he comes back to full-time patrol
status we would advertise for a part-time Civilian
Position to fill the function of Crime Prevention.
I am also requesting the School Resource Officer who is
working at Eagan High School/Dakota Hills Middle School
be assigned as an Investigator and work in Investigation,
not only as the School Resource Officer, but also during
the summer months so he can continue working essentially
with the same young people during the summer months as he
is during the school year. This position would also help
us during the traditional peak time of year.
