SUBJECT: SPECIAL CITY COUNCIL MEETING/JUNE 1, 1993
A Special City Council meeting is scheduled for Tuesday, June 1, 1993 at 5:00 p.m. to
consider the following items:
1) Recreational Trail Funding Program
2) Update/Status Recreation Facility Project
3) Other Business
4) Executive Session/Police Dispatchers Contract
5) Adjournment
Recreational Trail Funding Program
The City has received information regarding the National Recreation Trail Funding
Program. Grant dollars from this program can be used for the development of trail
linkages, maintenance of existing trails, development of trails support facilities and
construction of new trails on municipal lands. The maximum grant amount is $50,000. This
program should not be confused with the application the Advisory Parks, Recreation &
Natural Resources Commission presented to the City Council for approval recently under
the ISTEA probram. For additional information on the recreational trail funding program
refer to pages 33 through `it .
Since the submission deadline is June 10 and the Advisory Parks, Recreation & Natural
Resources Commission does not meet until Thursday, June 3, the City Administrator and
Director of Parks & Recreation are requesting a review and direction by the City Council
in advance of the Advisory Parks, Recreation & Natural Resources Commission's review.
Although no formal action is required on this agenda item, a direction to the staff and
Commission is necessary to meet the June 10 deadline.
Update/Recreation Facility Project
The Director of Parks & Recreation will provide a status report on the recreation facility
project. The final cost estimate is being coordinated by the City's cost estimator and will
be available for Council review in mid-June. There is no written update for this packet
distribution.
Other Business
There is no additional business at this time.
Executive Session/Police Dispatchers Contract
The City Administrator will provide an update on the status of negotiations with the police
dispatchers. A counterproposal was received from the union on Wednesday, May 26, and
will be presented at the work session on Tuesday. The City Administrator will meet with
the City Attorney on Tuesday. If there are items for consideration by the City Council that
require an executive session,those matters will be presented immediately following direction
on the dispatchers negotiations.

SUBJECT: Recreational Trail Funding Program
Recently, this department received information regarding the National Recreation Trail
Funding Program for potential applications for projects regarding trails. This program
should not be confused with the application that we recently made through the ISTEA
program.
Interim guidelines indicate that grant dollars can be used for development of trail linkages,
maintenance of existing trails, development of trail support facilities and construction of
new trails on municipal lands. The maximum grant amount is $50,000. The City must
match this grant amount with an additional 25%. Consequently,the largest, single project
which can be undertaken, assuming the City is to match to 25%, would be $62,500.
Of particular note is the fact that application deadline is June 10, 1993. If we are to meet
this application deadline we will need to move with all expediency. Attached to this
memorandum, which I hope you will share with the City Council, is a list of potential
projects which we believe might qualify under the National Recreation Trails Grants
Program. Staff will be reviewing these trails at the June 3 Advisory Parks, Recreation and
Natural Resources Commission meeting. However, the City Council does not have a
meeting until after the June 10 deadline for submission, therefore, I would like the City
Council to have an opportunity to review these potential projects in advance of the
Commission meeting. Staff would like some input regarding these 20 potential projects
to reduce the submission to two applications. I believe that the ones that have the most
potential are #10, the Highline Trail from Walnut Hill to Trapp Farm Park and #15, the
Wandering Walk Trail from Trotter's Ridge/Bridle Ridge Additions.
Your reaction, and that of the City Council, will be most appreciated in order that we can
meet the June 10 submission deadline.
