ADJOURNMENT t MEMO TO: HONORABLE MAYOR AND CITY COUNCILMEMBERS FROM: CITY ADMINISTRATOR HEDGES DATE: AUGUST 16, 1993 SUBJECT: SPECIAL CITY COUNCIL MEETING A Special City Council meeting is scheduled for 5:00 p.m. on Tuesday, August 17, 1993, at which time a light lunch will be served. The following items are listed for consideration at the work session: 1. General Discussion for 1994 General Fund Budget 2. Direction on Informative Items Per August 12, 1993 City Council memo 3. General Discussion/Mayor and City Councilmembers 4. Other Business GENERAL DISCUSSION FOR 1994 GENERAL FUND BUDGET There are no attachments for the Special City Council meeting relative to the 1994 general fund budget. The City Administrator is including worksheets and narratives this week and will be presenting a preliminary budget to the City Council on August 27 for consideration at the September 1 Special City Council meeting. As a reminder, the purpose of the September 1 City Council review is to consider a property tax certification collectable in 1994 to satisfy the truth in taxation requirements. The property tax certification can be lowered by City Council action later in the fall, however, it cannot be increased. The purpose for including the general fund budget for discussion and consideration at the work session is to ask the City Council for any special requests that should be given consideration during the next 10 days as the preliminary budget is finalized for City Council review. In other words, if a member of the City Council has a specific service delivery in mind that should be expanded, this is an opportunity to share those comments. If there are any revenue sources that the staff should study between now and August 27, that data would also be helpful in the overall philosophy regarding the budget or City services at this time. It should be noted that this type of discussion is more for a collection of ideas and thoughts than specific direction. The specific direction should come after the budget document is received with all the support documentation the department heads and City Administrator have compiled. It should also be noted that the City Council should have several opportunities during the months of September, October and November to hear budget presentations and review the budget in greater detail. DIRECTION ON INFORMATIVE ITEMS Due to the length of the regular City Council packet, it is suggested that the informative items listed on pages 170 through 173 of the City Council packet be given review at the Special City Council meeting. Specific items requiring staff direction are 1)use of space by the Civic Arena Fund Raising Association, 2) input regarding rate regulation certification, and 3) disposition of Lexington Meadows Addition. Any other items the City Council would like to direct to the City Administrator and staff would be appropriate at this time. GENERAL DISCUSSION/MAYOR AND CITY COUNCILMEMBERS This is a new agenda title for a Special City Council workshop. Due to the volume of business the City has on a continuing basis, it's often difficult to find time for the City Council to simply brainstorm on various policy matters, service delivery or other issues that are pertinent to the governing body. There is no specific agenda for this item. It is simply an opportunity for Mayor and City Councilmembers to share ideas and information. City Councilmembers have expressed the desire to have time set aside at workshop meetings for this purpose. This concludes the information for the Special City Council meeting. /s/ Thomas L.
