MEMO TO: HONORABLE MAYOR & CITY COUNCILMEMBERS

SUBJECT: SPECIAL CITY COUNCIL MEETING
The Special City Council meeting originally scheduled for Wednesday, September 1, has
been changed by consent of the entire City Council to Tuesday,August 31,beginning at 5:00
p.m. Reasons for the change include: 1) official dedication ceremony for Glacier Hills
Elementary School, 2) a town meeting on domestic violence, sponsored by Sheila Wellstone
and the Robert B. Lewis House, and 3) a grand opening of Brian Mangine's Royal Cliff.
All involve members of the City Council and were scheduled for the evening of Wednesday,
September 1. In order to have Council representation at these various events, the meeting
was changed by a telephone poll to the August 31 date. The media has been noticed of this
change.
Attached is a copy of the notice for the Town Meeting on Domestic Violence: "A
Community Looks at Solutions," which will be held on September 1, from 7:00 - 9:00 p.m.,
at Yankee Square Inn.
EXECUTIVE SESSION/POLICE DISPATCHER NEGOTIATIONS
Enclosed without page number is a copy of a memo from Assistant to the City
Administrator Duffy providing an update on the status of recent mediation sessions between
the City of Eagan and its dispatcher bargaining unit. Assistant to the City Administrator
Duffy, Chief of Police Geagan and the City Administrator have all been involved in each
of the mediation sessions. The memo addresses issues before the City and require direction
by the City Council.
PRELIMINARY 1994 BUDGET/PROPERTY TAX LEVY FOR PAYABLE 1194
Enclosed is a copy of the preliminary budget for calendar year 1994 for the general fund.
The budget document as presented, is preliminary and will require continued review and
consideration by the City Council this fall. In order to comply with Truth in Taxation dates,
there are several actions that will be required at the September 7 meeting which require
review and discussion at the August 31 workshop and those are as follows: 1) the proposed
property tax levy for payable 1994, 2) a proposed '94 budget, and 3) public hearing and
continuation hearing dates for Truth in Taxation. It is important to remember that the tax
levy can be decreased but cannot be increased after the original certification which must be
presented to Dakota County in advance of the September 15 deadline.

SPECIAL CITY COUNCIL MEETING FOR SEPTEMBER 7
It is recommended that a special City Council meeting be held on Tuesday, September 7,
at 5:00 p.m. to consider presentation by John Voss on changes that a committee, that
included City Councilmember Wachter, recommended to the zoning regulations set forth
in the City Code.
ACTION TO BE CONSIDERED ON THIS ITEM: To approve or deny a special City
Council meeting for 5:00 p.m., Tuesday, September 7.
