SUBJECT: SPECIAL CITY COUNCIL MEETING
At the last regular City Council meeting held on Tuesday, October 5, 1993, Special City
Council meetings were set for Tuesday, October 12 and 19. At the October 12 Special City
Council meeting, Architect Dewey Thorbeck and Construction Manager Mike Stowe of E
& V, presented building alternatives and a cost analysis, respectively.
DODD ROAD
At the special City Council meeting held on Tuesday, October 12, Director of Public Works
Colbert provided an update on the neighborhood informational meeting he held with Dodd
Road residents on Monday, October 11, concerning their special assessments. After some
discussion, the City Council asked that a few minutes be set aside to discuss the Dodd Road
assessments at the special work session on October 19. Any discussion should be brief given
the fact that this item is scheduled as a public hearing continuance on the regular City
Council meeting agenda the same evening. The discussion is for informative purposes and
policy and a decision will be reached at the time the agenda item is presented at the regular
meeting.
BUILDING PROGRAM
The Steering Committee consisting of Department Heads, Chief Building Official Reid,
Assistant to the City Administrator Hohenstein,Administrative Secretary Finnegan and City
Administrator Hedges met with Dewey Thorbeck and Mike Stowe to further discuss
alternatives and a cost analysis for the project. The City Administrator shared concerns that
were raised by the City Council at the work session on Tuesday with the consultants,
emphasizing the importance of presenting different scenarios for the remodeling of the
existing building thereby all( ing the City Council to provide policy direction on the project.
As an outcome of the Steering Committee meeting, a time line was recommended for City
Council review and staff analysis that will lead toward eventual direction on the project.
At the meeting, Tuesday, October 19, beginning at 5:00 p.m., the following information will
be presented to the City Council by Mr. Thorbeck and Mr. Stowe:
• Preliminary conceptual floor plans developed by Thorbeck Architects
illustrating the various alternates.
•
• Information regarding the cost to renovate city halls from various other
metropolitan communities.
• Cost information in regard to remodelling of the existing municipal center
building prepared by E & V at $15 per square foot, $25 per square foot and
$40 per square foot.
• Cost to temporarily relocate the Eagan Police Department.
• List the policy issues requiring future City Council action.
It is important to note that there is no action or direction expected at the meeting on
Tuesday, however, it is an opportunity for the consulting team, staff and City Council to
further synthesize information.
A second meeting is suggested whereby staff, consultants and City Council would tour a
couple of municipal centers/law enforcement buildings where a combination of new
construction and remodelling has occurred in recent years. The city of Golden Valley has
completed a project that is very similar to our building program. Dates recommended for
the tour are Monday, October 25 or Wednesday, October 27 (the Eagan High School
football team has its first play off game scheduled for Tuesday, October 26).
The third meeting to follow the tour consists of a recommendation from the Steering
Committee regarding an ultimate design and rationale for selection and actual budgets
related to the alternates. At that meeting, a directive could be given from the City Council
as to selection of a preferred alternate and budget. Also, a decision on policy issues would
be finalized at that meeting. It is possible that a final meeting to provide direction could
occur on Tuesday, November 2, assuming the time line as outlined in the memo works with
everyone's schedule. If additional meetings are necessary to finalize a decision, the time
line/schedule will be adjusted accordingly.
