SUBJECT: SPECIAL CITY COUNCIL MEETING, MONDAY, OCTOBER 25
TOUR OF GOLDEN VALLEY AND PLYMOUTH CITY HALLS
At the regular City Council meeting held on Tuesday, October 19, 1993, action was taken
to schedule a special City Council meeting for Monday, October 25 at 5:00 p.m. The
purpose of the meeting is to further discuss the proposed building program and includes
remodelling and new construction for law enforcement/fire administration and
administrative office space. We will meet in the lobby of the Municipal Center Building and
as soon as everyone arrives, City Council, Department Heads, Project Manager Doug Reid,
Mike Stowe and Dewey Thorbeck, we will take a van, rented from Suburban Crysler
Plymouth to the city of Golden Valley for a tour of their facility. The tour may include an
on-site visit of the new Plymouth City Hall and Law Enforcement Building before returning
to the City of Eagan. A box lunch will be served onboard the van and, hopefully, the time
spent travelling to Golden Valley and the return trip will afford both the City Council and
staff an opportunity to further discuss the building program with Dewey and Mike. Mike
Stowe will be prepared to discuss in further detail the information he provided the City
Council on the per square foot cost for remodelling the existing building.
BUILDING PROGRAM
As a reminder, Tuesday, November 2, is a goal to reach consensus on a building program.
Once a plan is selected, the City Council and staff will continue a cost analysis and
refinement as the architect begins his detailed work on schematic and actual design.
EXECUTIVE SESSION
The City Administrator had a conversation with Mayor Egan on Friday, October 22, and it
was Mayor Egan's request that an executive session be held at the Municipal Center
Building with Jim Sheldon, City Attorney, immediately following the field trip and any
further discussion with the architect on the building project. The purpose of the executive
session is to further discuss the proposed settlement agreement the LMCIT is proposing for
the federal action Bieter vs. Bea Blomquist and the state action which includes the City of
Eagan. The question the City Administrator has directed to the City Attorney's office is
whether the insurance policy the City of Eagan has with the LMCIT allows the League to
exercise the authority to process a settlement agreement without the signature of Bea
Blomquist. Following the executive session held Tuesday, October 19, the City
Administrator instructed Mike Dougherty of the City Attorney's office to research this
question and have a response no later than Monday, October 25.
The City Administrator on Thursday, October 21, shared the direction given by the City r
Council in regards to a settlement agreement with former mayor Bea Blomquist. As a result
of her conversation with at least two members of the City Council and a question about the
interpretation of the insurance policy, Mayor Egan felt it was appropriate that the City
Council meet on Monday, which is still in advance of the October 27 date, which is a final
date for filing any objection to the settlement agreement if that action should be considered
by the City Council given a findings by the City Attorney's office.
OTHER BUSINESS
There is no additional business planned for Monday, other than cheering on the Vikings for
a win over the Bears.
