ADJOURNMENT .f MEMO TO: HONORABLE MAYOR AND CITY COUNCILMEMBERS FROM: CITY ADMINISTRATOR HEDGES DATE: DECEMBER 6, 1993 SUBJECT: SPECIAL CITY COUNCIL MEETING A Special City Council meeting was scheduled for Tuesday, December 7, 1993, at 4:30 p.m. in the lunchroom of the Municipal Center building. The meeting has been changed until 5:00 p.m. The reason for the change is twofold: 1) Attached is a memo from the City Administrator asking for additional time for the Steering Committee to evaluate the building program and proposed budget for the municipal center/police building expansion and 2) Since a detailed discussion is not planned for tomorrow's meeting, starting the meeting one- half hour later can better accommodate the Council's schedule. Mayor Egan has agreed and directed the change in meeting time as stated. The purpose of the meeting is to continue to address the municipal center/police building expansion, as stated in the attached memorandum, and to handle a proposed response to the police negotiations as an executive session prior to the regular meeting (approximately at 6:00 p.m.) instead of immediately following the regular meeting. Hedges City Administrator MEMO TO: HONORABLE MAYOR & CITY COUNCILMEMBERS FROM: CITY ADMINISTRATOR HEDGES DATE: DECEMBER 6, 1993 SUBJECT: MUNICIPAL CENTER EXPANSION DESIGNS/COST ESTIMATES Regarding the Municipal Center/Police Facility Expansion project, the firm of Thorbeck Architects had been asked by the Council to provide design options, which they have done. The Council also requested that E & V provide cost estimates based on those design options. The cost estimates have also been completed. Today, December 6, 1993, the steering committee met with the architect and construction manager to review those design options and cost estimates prior to their scheduled presentation at a special City Council meeting on Tuesday, December 7. The cost estimate results were based on actual quantity take-offs and substantiate earlier cost projections which had been presented to the Council. Presently, if everything is included, the total project costs are estimated to be approximately $6.1 million. (The site development cost has been estimated as a separate $800,000 figure. ) The $6. 1 million figure does not include any money for Fire Administration. Costs for Fire Administration would be approximately an additional $400,000 to $800,000 depending on whether the existing building were renovated or an addition was built to the new police building. In the past, the Council has expressed the opinion that these figures are too high, an opinion with which staff concurs. The steering committee believes that the above costs could be reduced through a detailed analysis regarding program alternatives, possible space consolidations, phasing, etc. Therefore, the steering committee is requesting a two-week extension to the current planning schedule during which the steering committee would perform that analysis. The goals of the committee's analysis would be to reduce the costs to approximately $5.3 to $5.5 million and to present the Council with specific alternatives to the plan designs along with the consequences of each alternative in dollar amounts, service delivery and operating efficiency. Therefore, the steering committee is requesting that, at the special Council meeting tomorrow, the Council approve the committee's request for the two-week extension and analysis and also confirm a target amount of $5.3 to $5.5 million. - City Administrator
