A special meeting of the Eagan City Council was held on Thursday,
January 7, 1988, at 6:30 p.m. at the Eagan Municipal Center Building. Present
were Mayor Ellison and City Councilmembers Egan, Gustafson, and Wachter. Also
present was City Administrator Hedges. The purpose of the meeting was to
interview and select from several candidates, a replacement for the unexpired
City Council term of Vic Ellison when he assumed the duties of Mayor for 1988-
1989.
CITY COUNCIL CANDIDATES INTERVIEWS
Interviews were scheduled for nine of the twelve residents who had
expressed an interest in writing to the office of the City Administrator for
consideration of a City Council appointment. Those persons who were scheduled
and attended fifteen (15) minute interviews were as follows:

3. Pamela McCrea
4. Louis Olsen
5. Bruce Nauth

9. John Westley
Larry Guthrie and Nadim Zoberi had withdrawn their names from
consideration for business reasons. William Dove, through late notification
due to a mix-up in addresses, did not attend the interview session.
Following the interviews, that were scheduled alphabethically, the
City Council discussed qualifications of each candidate. In attendance for
the intereviews and discussion were Karen Flood from the League of Women
Voters and representatives of the media. Once the discussion was concluded on
the part of the City Council, a ballot was distributed by the City
Administrator with three members marking Pamela McCrea and one member who
marked Lloyd Krob. Following the ballot, Mayor Ellison requested official
action and in a motion by City Councilmember Wachter, seconded by City
Councilmember Egan, with all members voting in favor, Pamela McCrea was
selected to serve the two (2) year unexpired term of Vic Ellison (1988 and
1989) who had resigned as a member of the City Council to accept the duties of
Mayor.
It was noted that Pamela McCrea will be considered City
1 Councilmember designee until the official Oath of Office is administered at
the January 19, 1988, regular meeting.

PRAYER/CITY COUNCIL MEETINGS
Mayor Ellison asked if the City Council would have any objection if
he worked with the local Ministerial Association to introduce a prayer at the
beginning of each City Council meeting. There was some discussion and a
question raised whether there is any legal concerns of having prayer at a
public meeting of a local government entity. The City Administrator was
directed to review the matter with the City Attorney and inform the City
Council at a later date.
ADJOURNMENT
There being no additional business, the meeting was adjourned at
approximately 10:15 p.m
