01/12/1988 - City Council Special MINUTES OF A SPECIAL MEETING OF THE • EAGAN CITY COUNCIL January 12 , 1988 A special meeting of the Eagan City Council was held on Tuesday, January 12, 1988 at 4:45 p.m., at the Eagan Municipal Center Building. Present were Mayor Ellison and City Councilmembers Egan, Gustafson, Wachter and Pamela McCrea, who is a City Councilmember designee. Pamela McCrea, City Councilmember designee, was appointed by action of the City Council at a special City Council meeting on January 7 and will not assume voting rights until after her oath of office is administered at the January 19, 1988 regular City Council meeting. Due to a winter storm Pamela McCrea, City Council designee, did not arrive until 6:20 p.m. Also present was City Administrator Hedges. The purpose of the meeting was to interview residents for advisory commission appointments that will be considered as a part of the organizational business to be conducted at the next regular City Council meeting on January 19. COMMISSION INTERVIEWS City Administrator Hedges stated that all residents who submitted a letter and are requesting consideration for a commission appointment were • scheduled for interviews in alphabetical order and notified that each interview would last approximately ten (10) minutes. He further stated that ® four (4) persons who were scheduled for interviews will not' appear either due to a business conflict, or a request to be removed from consideration, or they were interviewed for a City Council position and therefore a second interview for consideration of a commission appointment was not necessary. Mayor Ellison and members of the Council including City Council designee Pamela McCrea interviewed approximately thirty-three (33) residents who expressed interest in serving on the Advisory Planning Commission, Advisory Parks and Recreation Commission, Joint Cable Television Commission, Airport Relations Commission, Special Assessments Committee, Gun Club Lake Watershed Management Organization, Economic Development Commission and Solid Waste Abatement Commission. Approximately twenty-six (26) residents had indicated their first choice or preference to be the Advisory Planning Commission. Following each interview Mayor Ellison asked if a resident would be willing to serve on another commission if they were not selected to the commission of their first preference. City Administrator Hedges was asked to keep notes of each response so each resident was given an opportunity to have his or her name included on each commission ballot of their choice at the upcoming organizational meeting. The commission appointments were scheduled on ten (10) minute intervals beginning at 5:00 p.m. and ending at approximately 10:35 p.m. The City Councilmembers briefly discussed the candidates stating that the evening was most informative. The City Administrator was directed to prepare the • ballots for commission appointments as a part of the organizational business at the next regular City Council meeting on January 19, 1988. • Special Minutes 40 Eagan City Council January 12, 1988 • OTHER BUSINESS Mayor Ellison stated that he is requesting an orientation session for all newly appointed Advisory Commission members on Monday, January 25, which precedes the first Advisory Planning Commission meeting by one day. City Administrator Hedges stated that the Municipal Legislative Commission annual legislative dinner is scheduled for 6:30 p.m. on January 26 in Bloomington to discuss the legislative platform proposed for the 1988 session.
