In any excavation we always observe the condition of the soil prior to pouring footings as I am sure the homeowner and or the City of Eagan will do.Also note that I believe the homeowner is constructing the deck and not D.R Horton. It is possible to find soft soils on this site, even on a cut lot, but then you deal with it,just like you deal with it when you find soft soils on a cut lot, like dropping footings, or subcutting the footing excavation and placing clear rock in the bottom to build on.
