01/18/1966 - City Council Regular MINUtES OF A REGULAR MEETING OF TP.E BOARD OF SUPERVISORS EAGAN TO\-JNSHIP, DAKOTA COUNTY January 18, 1966 A regular meeting of the Board of Supervisors, Eag~n Township was held January 18, 1966 at the Town Hall at which aU memebers we::~ present. Chair- man Rahn presided. Upon motion by Supervisor Klein secodded by Supervisor Schwanz it was RESOLVED that the minutes of the previous meeting be, and they hereby are, approved with the exception that Cedar Grove Construction Company be billed for snow plowing of certain streets in Cedar Grove No.3. The were no building permit applications. Mr. Kenneth Hassler, 3745 Black Hawk Road, St. Paul appeared relative to road problems on Black Hawk Road. After a letter from Mr. Hassler was read the Board instructed the town engineer to write to Mr. McCubrey, the District Highway Engineer, concerning the intersection of Black Hawk Road and Highway #13 and the Board further determined that it would review snow plowing and sanding problems on Black Hawk Road prior to the n~y.t meeting. Upon motion by Stp ervisor Klein seconded by Supervisor Schwanz it was RESOLVED that the following polling places for the 1966 Annual Meeting b~, and they hereby are, as follows: Precinct #1 at the Town Hall; Pre~inc~ #2 at the fire hall; Precinct #3 at the Safari Club. An opinion was read concerning the assessment procedu~es in th~ township. It was determined that it was not necessary for home owners ~o flle hcme- stead exemption renewals and that the homestead exemptio~l is determined by the assessor only during the first year of owner.ship and possession. - 1 - The preliminary sewage study contract betTt1een Black and Veatch, Consult- ing Engineers of Kansas City, Missouri, and the Town of Eagan, Village of Burnsville, and City of Bloomington discussed. Upon motion by Supervi&o~ Klein, seconded by Supervisor Schwanz it was RESOLVED that the contract be, and it hereby is, approved and that the applicable town officials be authorized to execute the contract. It was noted that Black and Veatch have agreed to confirm by letter that the preliminary study will be completed within 120 days but that the event additional time is needed the company ~ill contact all parties requesting an extension of time. The Warranty Deed from c~dar Grove Construction Cot1i>any running to Eagan Township covering the proposed park property in Cedar Grove #5 was presented. Upon motion by Supervisor Klein, seconded by Supervisor Schwanz it was RESOLVED that the title to said park property as described in the D.ed dated January 19, 1965 be, and it hereby is, accepted. The Town Attorney read an opinion concerning the abolition of town constable. It was noted that the electors at the Annual Meeting can determine by majority vote whether to eliminate one or more of the town co~tables. It was decided to put the item on the agenda at the Annual Town Meeting for 1966. The Town Engineer stated that he had a meeting scheduled with Federal Housing Administration officials and Cedar Grove Construction Company for 11:00 A. M. on January 19, 1966 concerning the service of sewer aad water in Cedar Grove 115. The Board requested that the Town Englneer present the Town Board's position at the meeting.
