OF SUPERVISORS AND ADVISORY PLANNING COMMITTEE
TOWN OF EAGAN, DAKOTA COUNTY, MINNESOTA
February 10, 1970
A special informal joint meeting of the Board of Supervisors and
Advisory Planning Comamittee of the Town of Eagan, Dakota County, Minnesota
was held on February 10, 1970 at 7:30 o'clock P.M. at the Town Hall. All
members were present together with representatives of developers and certain
planning agencies.
The prime purpose of the meeting was to discuss proposed revisions to
the zoning ordinance including density requirements, planned unit development,
and cluster zoning.
After considerable discussion, Chairman Klein appointed a committee of
six to review the proposals and to report to the Planning Committee and
Board at a later time. The members consisted of John Klein, Board Chairman;
E. E. Parranto, Parranto Bros., Inc.; Alfred Albers, Minnesota Housing
Institute, Jon Abbott, Dayton Development Co.; Paul Hauge, Town Attorney;
and William Rydrych, member of Eagan Advisory Planning Committee.
The Board then met to consider the following matters;
Upon motion by K1ei.n, seconded by Rahn, it was RESOLVED that the
application of Leonard Perron, Route #1, St. Paul, for a permit for single
family residence with attached garage, 28' x 48' in Section 24, on County
Road #63 be approved as requested, subject to a latter determination as to
value.
Upon motion by Uselmann, seconded by Rahn, it was RESOLVED that the
Clerk write a letter the the Dakota County Library Board indicating the
Eagan Board's interest in meeting with them relative to the proposed library
site in Eagan.

Hearing dated February 6, 1970, from the Minnesota Municipal Ccmmission
relative to the petition of the Town of Eagan for incorporation of the
Town of Eagan as a home rule charter city. It was noted that the Municipal
Commission ordered that the Village of Apple Valley be permitted to present
evidence relating to the appropriateness of incorporation of the Town of
Eagan as a home rule charter city or remaining a town, and allowed Apple
Valley to call witnesses for that purpose. After considerable discussion,
upon motion by Klein, seconded by Uselmann, aye Rahn, it was RESOLVED that
the Town Attorneys be directed to appeal that portion of the Interim Order
relative to granting Apple Valley the right to present evidence and to attempt
to acquire a decision of the Dakota County District Court prior to the
scheduled hearing on incorporation set for March 12th, 1970 at the Town
Hall, for the reason that such evidence was not contemplated nor is it
within the purview of the special legislation granted by the 1969 Legislature
concerning incorporation of Eagan as a City. It was further noted that a
statement had been entered in the record at the original Municipal Commission
hearing on January 6, 1970 objecting to the admission of such testimony.
The Chairman then read a letter from the Minnesota Highway Department
concerning notices it intends to place in local newspapers relative to
proposed design of 1494 between the Minnesota River and the Chicago,
Milwaukee, St. Paul and Pacific Railroad, requesting and interested parties
to indicate whether they would request a public hearing concerning the desi`L.
The matter was turned over to the Town Engineer.
Upon motion the meeting adjourned.
