12/28/1970 - City Council Special MINUTES OF SPECIAL MEETING III OF THE BOARD OF SUPERVISORS, EAGAPI TOWNSHIP, MIT OTA III III December 20, 1970 A special meeting of the Board of Supervisors was held on December 28, 1970 at 5:00 P.M. at the town hail at which all members were present. Chairman Klein presided. The reading of the minutes of the previous meeting was unanimously waived. Chairman Klein stated the purpose of the meeting was to meet with Superintendent William Branch of the utility department and the department employees in an effort to resolve contractual arrangements with them in view of the recent expression from the union bargaining representa- tive that he would temporarily not conduct further contract negotiations. Discussion was had with respect to decertification of the union and the Town Attorney was instructed by the Board of Supervisors to render an opinion as to the proper procedures to be followed by both the Board and the employees under the circumstances. The matter was then set down for a joint meeting at 7:00 P. M. on January 5th, 1971 prior to the regular Board meeting. The Town Clerk referred a letter from Mr. William Merritt, District No. 9 Engineer, Minnesota Highway Department to the Board regard- ing the Eagan Town signs posted along the highways entering the township to the effect that the policy of the highway department is to disallow such signs to unincorporated governmental units. Upon motion made by Chairman Klein and seconded by Supervisor Uselmann, it was RESOLVED that the Town Attorney be, and he hereby is, authorized and directed to contact Mr. Merritt to state the town's position affirmatively in favor of leaving the signs as is and notifying him that the town intends to take legal action if necessary to protect its right to post such signs. The Town Clerk reported that an Able-Craft Co. trailer house and another trailer home owned by Robert dills were both parked off Highway No. 49 in violation of applicable town ordinances in that the owners had failed to obtain requisite permits. The Board advised the Town Clerk to write the owners and advise them to appear before the Board at its January 5, 1971 meeting. There being no further business upon motion the meeting was adjourned.
