VILLAGE OF EAGAN, DAKOTA COUNTY, MINNESOTA
September 11, 1973
A special meeting of the Council, Village of Eagan, Dakota County,
Minnesota, was held on September 11, 1973 at 6:30 P.M. at the Village.Hall.
All members were present. The meeting was commenced with the Pledge of Allegiance.
Mr. James Olson of Juren and Moody appeared with the proposal for a
bond issue for $1,810,000 general utility bond issue for 1973. A review of the
retirement schedule was made. Upon motion by Councilman Rahn, seconded by Council.-
man Wachter, all members voting in favor, it was RESOLVED that the Clerk be
authorized to advertise for bids for the $1,810,000 general utility bond issue
of 1973 with bids. to be received and opened at 6:45 P.M. on October 2, 1973 at
the Village Hall.
The Village Attorney then presented three contracts for utility projects
and upon motion by Councilman Wachter, seconded by Councilman Smith, all members
voting yes, it was RESOLVED that the contracts be approved and ordered executed
as follows:
A. Deep Well No. 3 Pumphouse - Project #112•A, Part 2B - Lee Richert,
Plumbing and Heating, Inc, Subject to submission of proper
insurance papers;
B. Improvement Project #105 - Bituminous Surface Treating Co.,
streets in Cedarvale area;
C. Improvement Project #120-A • Richard Knutson, Inc., water and sewer.
The Village Attorney also submitted a proposed purchase agreement
between the Village of Eagan. and William and Alma Sell for the acquisition by
the Village of approximately 38 acres of land for park purposes South of Black,.
hawk Lake Upon motion by Councilman Smith, seconded by Councilman Wachter,
all members voting in favor, it was RESOLVED that the purchase agreement be
approved and that it be ordered signed and forwarded to the Sellers.

111 The Council then met with Mr. Jerry Hegstrom, formerly with the Metro
Council and currently the Project Director for Zoo Plan, Inc. which is the
coordinating body for the planning of the Minnesota State Zoo to be located in
Apple Valley. Discussion concerning the zoo location, streets and utilities
and other general planning. It was recommended that a representative from
Eagan be appointed as a member of a coordinating committee with representatives
of other municipalities in the general area relating to the zoo. Further dis-
cussion will be necessary concerning furnishing and the funding of utilities
for the area.
At approximately 7:30 P.M. the Village Council met upon invitation
with approximately 25 developers in Eagan. Mr, John Voss of Urban Planning
and Design and Robert Rosene of Bonestroo, Rosene, Anderlik and Associates,
the Village Engineer, presented the proposed Land Use Plan for the Village of
Eagan. It was noted that the plan does not envisage rezoning of property but:
there were several instances where conflict of present zoning appeared and
meetings with individual developers were recommended for future weeks. A
meeting on October 9th will be held with the Council and interested citizens
concerning the proposed plan.
