A special meeting of the Eagan City Council was held on September 15, 1976
at 7:00 o'clock p.m. to discuss preliminary plans and specifications for the pro-
posed Police Department facility. Those members present were: Mayor Herb Polzin,
City Council members Wachter, Rydrych and Smith; also present were Police Chief
DesLauriers, Building Inspector Peterson, Fire Marshall Reid and City mministra-
for Hedges. Absent was City Council member Rahn.
1. NEW PROPOSED POLICE DEPARTMENT FACILITY. Mr. Jeff Nadeau appeared rep-
resenting Fab-Con and gave a presentation on his product which is pre-cast con-
crete. The difference of cement block vs. pre-cast concrete for construction of
the general shell of the new proposed Police Department facility was discussed in
detail. Consideration was given by the City Council as to whether face brick would
be considered as a possible alternate in the final plans and specifications. Mr.
Jim Horne advised the City Council that if pre-cast concrete is considered over
cement blocks, there will be an additional expense encountered by the City. Mr.
Tom West appeared representing Whitcomb and West of Bloomington and presented the
electrical plans for the new proposed Police Department facility in detail. The
discussion was generally involved with the communications and security layout as
proposed for the new facility. Also present was Robert Vestal who presented
the mechanical plans for the new facility. He stated that the plans illustrate
the use of hot water to heat the facility and roof ventilation to cool the various
rooms as proposed in the new Police Department facility. There was a general dis-
cussion held about whether forced air would be more applicable and more advantag-
eous for the Police Department facility as planned; however, according to the
mechanical engineer hot water for heating and roof ventilation for cooling the
facility would offer more variable volume heating and cooling in the entire system.
Mr. Jim Horne, architect, stated that the hot water system would cost approximately
$10-12,000 more than the forced air; however, the operating expenses would be less
each year and in addition, the rooms would maintain a more desirable climate con-
trol. City Council member Wachter requested that the staff offer recommendation
on the type of construction material and heating and cooling systems they feel is
most desirable and economical for construction of the new facility. The City Ad-
ministrator stated that after the staff and architect have researched the various
alternatives that are available to the City, it is his recommendation that the City
consider the hot water heating system because of the advantages outlined by tle
mechanical engineer and architect. The staff had no formal recommendation on
whether pre-cast concrete or cement block would be tore suitable for the facility
realizing the advantages and the disadvantages `betieen the two types of building
materials are somewhat comparable. The architect, Mr. Jim Horne, also reviewed
the site plan for the City Council by illustration of a comprehensive topographic
IIImap and overall site plan for the proposed Police Department facility and addi-
tional facilities that might be constructed in future years by the City of Eagan.
After further discussion on the proposed Police Department facility and in a
motion by City Council member Rydrych, seconded by City Council member Smith, all
members voting in favor, it was RESOLVED that Mr. Jim Horne of Horne Architects
be directed to prepare plans and specifications for the new proposed Police Depart-
ment facility incorporating the hot water heating system and roof ventilation cool-
ing system and in addition, that cement block be used as building material for
construction of the facility and that Mr. Horne present the final plans and speci-
fications for final consideration as soon as possible.
2. FIRE DISPATCHING - INVER GROVE HEIGHTS. Pol9.ep Chit oQ.t,Itssi.ro prc...
sensed a formal request that was made by the City of Inver Grove Heights about the
possibility of Eagan contracting with Inver Grove Heights to do their fire dis-
patching. Police Chief DesLauriers stated that the City of Eagan would answer
Inver Grove Heights' fire calls and dispatch the call as it is received. City

Administrator Hedges explained that the City of Inver Grove Heights would assume
the cost of any equipment or telephone lines and in addition, would assure the
IIICity of E-gen that liability insurance would cover both cities for any liability
that Eagan might incur while providing the service. The City Administrator recom-
mended that authorization be given to the City Attorney to prepare an agreement
between the City of Eagan and the City of Inver Grove Heights for fire dispatch-
ing. Upon motion by Mayor Poizin, seconded by Council member Wachter, all members
voting yes, it was RESOLVED that City Attorney Hauge be directed to proceed with
drafting an agreement between the City of Eagan and the City of Inver Grove `
Heights for allowing the City of Eagan to contract with Inver Grove Heights to do
their fire dispatching.
3. SIBLEY TERMINAL INDUSTRIAL PARK. City Administrator Hedges explained
that two appraisals were received for the five acre DesL-Iuriers' parcel, including
one from Tom Metzen with an appraisal of $49,800 and the other from James Stasson
III in the amount of $39,000. He stated that this property is located in the Sibley
Terminal Industrial Park area and would be purchased by the City of Eagan as a
part of a storm water project as recommended by the City Engineer. The City Ad-
ministrator stated that the City Attorney has negotiated with the DesLauriers
family a number of times and their asking price has been $10,000 per acre. after
a brief discussion by the City Council concerning the appraisals and after giving
some consideration to condemnation, a motion was made by City Council member Smith,
seconded by Council member Wachter, all members voting yes, be it RESOLVED that
the City Attorney be directed to make an offer of $9,500 per acre for the five
acre DesLauriers parcel that the City of Eagan plans to purchase as a part of a
storm sewer project planned in the Sibley Terminal Industrial Park area.
4. NORTHVIEW SCHOOL PROPERTY. The City Administrator stated that the City
Attorney has received two appraisals on the thirty acre parcel owned by Ed Dunn
which is abutting Northview School property and the first appraisal was from
Elmquist Associates for $135,000 and the second appraisal was from James Stasson

' in the amount of $135,000. H^ stated that because of complications dealing with
the Federal bureau of Outdoor recreation, the appraisals that the City receives
for the property must be equal to the amount offered for the property due to
Federal regulations. _'after a brief discussion by the City Council and upon motion

ing yes, it was RESOLVED that the City . ttorney be authorized to make an offer of
$4,500 per acre for the thirty acre parcel owned by Ed Dunn which is generally
abutting Horthview School property and is to be purchased by the City of Eagan as
part of a Lawcon Grant approved by the state of Minnesota for purchase of addi-
tional park lands.
Upon motion, the meeting adjourned at about 10:45 p.m.
